(LĐXH) - The Department of Labor Safety ( Ministry of Labor, Invalids and Social Affairs ) has just held a conference to evaluate the results of implementing tasks in 2024; directions and key tasks in 2025 in the field of occupational safety and hygiene (OSH).
According to the report of the Department of Labor Safety, in 2024, a number of outstanding results in occupational safety and health work were achieved. Specifically, the Department advised the Ministry of Labor, Invalids and Social Affairs, the Secretariat, and the Government to issue many major policies and legal documents in occupational safety and health work such as:
Directive 31-CT/TW dated March 19, 2024 of the Secretariat of the 13th Party Central Committee on continuing to strengthen the Party's leadership over occupational safety and health work (replacing Directive 29-CT/TW); Resolution No. 209/NQ-CP dated October 28, 2024 of the Government promulgating the Plan to implement Directive No. 31-CT/TW;
Decree No. 143/ND-CP dated November 1, 2024 of the Government stipulates voluntary occupational accident insurance (OAI) for employees working without a labor contract.
Communication and information activities on occupational safety and health are regularly innovated and enhanced with many forms and communication activities to promote the Law on Occupational Safety and Health, policies, resolutions, decrees, and documents of the Party, State, and Government into practice.
Training on occupational safety and health is focused on, training quality is improved, training materials are innovated and updated. State management on occupational safety and health technical inspection activities, state inspection on the quality of imported goods in group 2 are focused on. Inspection, examination, legislation and reporting of occupational accidents are strengthened.
In 2024, conduct inspections at 61/62 units and enterprises (1 unit had stopped operating at the time of inspection). As a result, complete 61/61 units and enterprises; make 65 recommendations for units and enterprises to implement; sanction administrative violations at 10 enterprises in the cities: Hanoi, Ho Chi Minh City, Hai Phong and the provinces: Hai Duong, Phu Yen , Vinh Phuc.
Although many important results have been achieved, last year, occupational safety and health work still had shortcomings and limitations.
There have been many serious occupational accidents nationwide, mainly due to lack of compliance with safe working procedures; some units, establishments and localities have not invested adequately in occupational safety and health work, and awareness in education and propaganda work is not thorough.
Many businesses have not paid attention to implementing legal regulations on management and control of occupational accident and disease risks. Many workers have not been trained in occupational safety and health and are not fully equipped with protective equipment and means.
The goal set by the Department of Labor Safety in 2025 is to continue implementing the general goals of labor safety and hygiene, taking care to improve working conditions, reduce pollution of the working environment; taking better care of workers' health; raising awareness and compliance with labor safety and hygiene laws;
Building a culture of occupational safety in enterprises, production and business establishments; ensuring the safety of workers' and people's lives, state assets, and enterprise assets, contributing to the sustainable development of the country.
Specifically, by 2025, the average frequency of fatal occupational accidents will be reduced by 4%. To achieve the above goal, the Department of Labor Safety has set out 4 key tasks:
Firstly, continue to review and perfect institutions, build and organize the enforcement of laws on occupational safety and health to ensure effectiveness and efficiency, contributing to perfecting the general institutions, and making positive contributions to the socio-economic development of the country.
Second, coordinate with agencies and units under ministries and branches to focus on implementing the Government's action program and according to Decision No. 2034/QD-BLDTBXH dated December 9, 2024 of the Minister of Labor, Invalids and Social Affairs promulgating the Plan to implement Resolution No. 209/NQ-CP of the Government to implement Directive No. 31-CT/TW.
Third, strengthen the dissemination of information on occupational safety and health to businesses and employees, especially in areas without labor relations, to effectively implement occupational accident insurance policies for employees in areas without labor contracts.
Focus on promoting initiatives and models to improve working conditions, prevent occupational accidents and diseases, typical examples, and businesses that do a good job in occupational safety and health.
Fourth, improve the capacity of state management on occupational safety and health; promote human resources of the National Center for Occupational Safety and Health to serve the management work of the Ministry and the Department;
Continue to closely coordinate with ministries, branches, localities, and enterprises to improve the quality of inspection, examination, and supervision of the implementation of laws on occupational safety and health; use resources in occupational safety and health work reasonably, effectively, and efficiently, especially the Labor Accident and Occupational Disease Insurance Fund.
