By 2025, Thanh Hoa strives to reduce 10% of public service units

(Baothanhhoa.vn) - According to the recently issued Administrative Reform Plan in Thanh Hoa province, the province will review and rearrange public service units, ensuring that by 2025, there will be a 10% reduction in public service units and 10% reduction in public service staff receiving salaries from the State budget compared to 2021.

On August 2, 2025, the Chairman of the Provincial People's Committee issued Decision No. 2649/QD-UBND promulgating the Administrative Reform Plan in Thanh Hoa province in 2025.

This Decision takes effect from the date of signing and replaces Decision No. 5137/QD-UBND dated December 26, 2024 of the Provincial People's Committee Chairman on promulgating the Administrative Reform Plan in Thanh Hoa province in 2025.

6 specific goals and targets

The plan sets out 6 specific goals and targets:

100% of the province's legal documents are issued in accordance with the procedures, in sync and in agreement with the central legal system; 100% of legal documents with violations detected during inspection are handled or recommended for handling. Innovate and improve the effectiveness of enforcement and access to legal information in the province.

Ensure that over 98% of administrative procedure records at the reception and result return departments at all levels are processed in advance and on time; digitize 100% of results of handling administrative procedures under the jurisdiction of provincial departments, branches and sectors; People's Committees at commune level; increase the rate of administrative procedure records received and processed online; the rate of online payment transactions reaches 30% or more; 80% of people and businesses when performing administrative procedures do not have to re-provide information, papers and documents that have been accepted when successfully performing previous administrative procedures, which the competent state agency handling the administrative procedure is managing, or information, papers and documents have been connected and shared by the state agency; shorten the processing time or request competent authorities to consider and decide on administrative procedures that can be shortened but have not been reduced.

100% of provincial and commune-level administrative agencies comply with regulations; review and promptly correct shortcomings in the implementation of regulations on organizational structure.

Innovate and enhance the application of information technology and digital transformation in the management and evaluation of cadres, civil servants and public employees with the aim of evaluating the right people for the right jobs and timely rewards and discipline; strengthen discipline and order in state administrative agencies at all levels.

Complete the system of legal documents on budget management and public asset management; improve the quality of public services at public service units; improve the quality of public health and public education services.

100% of documents and papers of state agencies at all levels (except confidential documents) are exchanged, created, processed, and digitally signed in the electronic environment; 50% of inspection activities of state management agencies are carried out through the digital environment and information systems of the management agencies; complete the editing and digitization of the entire system of archival documents in state administrative agencies.

7 contents, tasks and solutions

To achieve the above targets and objectives, the Plan sets out 7 key tasks and solutions, including: Institutional reform; administrative procedure reform; reform of the state administrative apparatus; reform of the civil service regime; public finance reform; building and developing e-government, digital government and tasks and solutions in directing, operating and disseminating administrative reform.

In particular, for the task of reforming administrative procedures, continue to innovate the implementation of the one-stop, one-stop mechanism in handling administrative procedures; ensure to improve the quality and efficiency of the operation of the Public Administration Service Centers at the provincial and communal levels; maintain the rate of on-time file processing at over 98%, overcome the situation of overdue file processing, especially in the fields of land, construction, investment licensing, licensing of conditional business lines; increase the rate of providing online public services throughout the process, ensuring 100% of eligible administrative procedures are performed online throughout the process; increase the rate of administrative procedures requiring financial obligations, which are implemented for online payment, of which the rate of online payment transactions reaches 30% or more.

Regarding the task of reforming the state administrative apparatus, review, evaluate and effectively implement the mechanism of autonomy and self-responsibility of public service units; strive to improve the satisfaction of individuals, organizations and enterprises with services provided by public service units. Review and arrange public service units, ensuring that by 2025, there will be a 10% reduction in public service units and a 10% reduction in the number of public service units and public service payrolls receiving salaries from the state budget compared to 2021.

For the construction and development of e-government, digital government, develop and maintain platforms and systems for the development of digital government, digital economy , digital society; develop and maintain shared and specialized databases serving digital government applications and services within the province. Deploying high-level AI, IoT and Big Data applications in the digital party system and digital government helps build smart governance systems, automate decision-making based on real-time data, optimize operational processes and improve the quality of leadership, direction, administration and public services.

Regarding the reform of the civil service system, amend, supplement and adjust the job position project of agencies and units. Arrange and organize the staff, civil servants and public employees of the province according to the job position project, ensuring sufficient quantity, reasonable structure, with good moral qualities, sufficient qualifications and capacity, high professionalism, dedication and responsibility in performing public duties and serving the people. Continue to effectively implement the policy of streamlining the payroll according to Decree 154/2025/ND-CP dated June 15, 2025 of the Government on streamlining the payroll.
