(Dan Tri) - National Assembly delegates proposed to quickly reorganize villages, residential groups, and public service units. The Minister of Home Affairs outlined a plan to strive to complete all reorganizations as a foundation for the new term 2026-2030.

Discussing in groups about the results of socio -economic development, National Assembly delegate Nguyen Quoc Luan (Lao Cai) proposed that the Government continue to implement steps to arrange and streamline the system at the grassroots level to meet new requirements and tasks.

According to Mr. Luan, the process of removing difficulties for localities in the past time has been handled promptly by the Central Government, in accordance with the spirit of solving problems. In the next phase, according to him, it is necessary to continue to arrange villages and residential groups according to this directive, moving towards the second phase of arranging communes and wards to further streamline the apparatus and increase the number of people working at the commune level.

"Communes and wards that can be merged should continue to merge to ensure the apparatus operates synchronously and effectively," he recommended.

The delegate also emphasized that there is a policy to support non-professional cadres in villages and residential groups when the population size and workload increase after the rearrangement.

"The number of daily tasks is also increasing, so there needs to be appropriate support policies and regimes to motivate this force," he said.

Regarding the public service sector, Mr. Luan said that the arrangement needs to be implemented quickly and there should be specific instructions on the organization and management model. He cited: "Up to now, there are communes with 3-4 health stations, not to mention regional polyclinics, but the management model is not clear. The central government needs to soon have instructions so that health stations can operate effectively and serve the people."

He also proposed to soon issue regulations on functions, tasks, and organizational structure of multi-sector public service units at the commune level to put them into stable operation.

In addition, the delegate from Lao Cai raised the issue of restructuring state-owned enterprises, especially agricultural and forestry farms, because many companies only exist in name, have large debts, and owe workers' benefits. He requested the Government to direct a thorough handling and promulgate specific policies to handle the problem.

One content that Mr. Luan especially noted was reviewing and adjusting outdated policies and regimes, especially after reorganizing the two-level government apparatus.

"The staff on duty at the 24/7 medical station only receive a 25,000 VND allowance and 15,000 VND for lunch, which is too low. To attract doctors to work at the grassroots level, it is necessary to adjust the salary, allowance and living support policies," a delegate from Lao Cai province gave an example.

Responding to the recommendations, Minister of Home Affairs Pham Thi Thanh Tra said that the Ministry is reviewing and comprehensively adjusting salary and allowance policies to match the reclassification of administrative units and workload at the grassroots level.

"For example, regional allowances, position allowances, leadership titles, etc. must all be reviewed. From there, we will recalculate policies related to social security and social welfare, ensuring fairness between regions," said Minister Tra, emphasizing that this must be done quickly and without delay.

Regarding the arrangement of villages, residential groups and public service units, the Minister said that the Ministry of Home Affairs has been developing a Decree on the arrangement of villages and residential groups, and is coordinating with ministries and branches to implement Plan 59 of the Central Steering Committee and Plan 130 of the Government to arrange public service units according to a streamlined, multi-sectoral, multi-field model at the commune level.

"We strive to basically complete all arrangements by 2026 to organize a stable operating apparatus, laying the foundation for the 2026-2030 development period," the Minister of Home Affairs affirmed.
