Improving the quality of Front cadres for the new term

Reporter of Dai Doan Ket Newspaper had an interview with Mr. Giang Seo Van - Member of the Provincial Party Standing Committee, Chairman of the Lao Cai Provincial Fatherland Front Committee about the results achieved in organizing the Fatherland Front Congresses at all levels in the area.

Reporter: Sir, up to now, how has the work of organizing the Congress of the Vietnam Fatherland Front at all levels for the 2024-2029 term in Lao Cai province been carried out with specific results, sir?

Mr. GIANG SEO VAN: As of April 16, all 152/152 communes, wards and towns in the province have completed organizing the Vietnam Fatherland Front Congress for the 2024-2029 term. At the district level, in early April, the Lao Cai City Fatherland Front successfully organized a model congress. After the model congress, the Standing Committee of the Lao Cai Provincial Fatherland Front Committee focused on guiding and coordinating with the districts, towns and city Party Committees to continue directing with the determination that by May 25, all districts and cities of Lao Cai will complete the district-level congress for the 2024-2029 term.

Through organizing the district-level model congress for Lao Cai city, what experiences has the Standing Committee of the Lao Cai Provincial Fatherland Front Committee drawn to successfully organize the district-level Fatherland Front Congress in the coming time?

- Through the organization of the model congresses of the Fatherland Front at the district level, it can be said that the Standing Committee of the Provincial Fatherland Front Committee has drawn many valuable experiences. First, to successfully organize the congress, it is necessary to prepare well the personnel plan. Unlike other provinces and cities, Lao Cai is a locality with a large number of ethnic minorities, and is also a mountainous and border province, so personnel work must be given special attention. Based on the guidance of the Central Committee of the Vietnam Fatherland Front, the personnel structure of the Fatherland Front Committees at all levels, in addition to inheritance, also focuses on innovation, expanding the composition of ethnic minorities, prestigious people, experts in various fields, focusing on the proportion of non-Party members, the proportion of women... to improve the quality of the Front's staff in the new term.

Along with good preparation of personnel work, documents, especially reports on the implementation of the Congress Resolution, must fully evaluate and analyze the achieved results, identify limitations and difficulties, draw lessons to build targets, tasks, solutions, and action programs for the next term so that they are close to the direction of the Central Government as well as the political tasks of the locality.

In the process of drafting documents, the Committee's review report must evaluate all results in the direction and guidance of the Standing Committee and the Vietnam Fatherland Front Committees at all levels to clarify the role of the Committee in negotiating and coordinating actions to implement work programs, thereby determining the tasks of the Vietnam Fatherland Front Committees at all levels in the coming term.

According to the roadmap, the 16th Congress of Lao Cai Provincial Fatherland Front for the 2024-2029 term will take place in July 2024. How has the Standing Committee of the Provincial Fatherland Front prepared the political report and personnel work for the new term, sir?

- To successfully organize the 16th Congress of the Lao Cai Provincial Fatherland Front for the 2024-2029 term, the Standing Committee of the Provincial Fatherland Front Committee has established an Organizing Committee and subcommittees. Up to now, the first draft of the political report has been completed and a conference has been held to collect opinions from former leaders of the Front, advisory councils of the Front, and member organizations to give their opinions on the draft report. In the coming time, the Standing Committee of the Lao Cai Provincial Fatherland Front Committee will continue to widely solicit opinions from all walks of life on the draft political report.

Along with the preparation of the political report, we are focusing on reporting to the Standing Committee of the Provincial Party Committee and working with the Provincial Party Committee's Organization Board to prepare a good personnel plan. Accordingly, in this term, the number of Committee members has increased compared to the previous term. If in the 2019-2024 term, the number of Committee members was 80, this new term is expected to increase to 90, focusing on increasing non-Party members, ethnic minorities, and prestigious people.

Regarding the number of Standing Committee members, we also plan to increase from 7 to 8 people, this number is still within the framework according to the instructions of the Central Committee of the Vietnam Fatherland Front. We are currently focusing on negotiating with agencies and units to ensure that the structure of the Committee in this term will have increased experts in various fields, prestigious people and religious dignitaries. In addition to ensuring the ratio and structure according to the instructions of the Central Committee, the quality of personnel must also be given more attention. Especially for the Committee members in the structure who are experts in various fields, prestigious people at the grassroots level must be people who are truly knowledgeable, healthy, prestigious and influential enough to perform well the role of the Front's work as the center of the great solidarity bloc.

With the high determination of the Party Delegation, the Standing Committee of the Lao Cai Provincial Fatherland Front Committee and the unanimous support of the Provincial Party Standing Committee, I believe that the 16th Lao Cai Vietnam Fatherland Front Congress will be a great success, meeting the requirements and tasks set forth.
