In the first 6 months of the year, the provincial Market Management Department has strengthened market inspection and control, promptly detected, prevented and handled violations in commercial activities, production and trade of counterfeit and banned goods... contributing to stabilizing the market, protecting consumer rights, promoting production and business development.
Actively coordinate and tighten management
According to the provincial Market Management Department, in the first 6 months of the year, the supply and demand of goods were stable, the supply of essential goods such as food, foodstuffs, gasoline, gas... basically fully met the production and consumption needs of the people. Up to now, the provincial Market Management Department has inspected 311 cases, handling 202 cases (with 233 violations).
The total amount of money collected for the state budget was nearly 2.2 billion VND (reaching 55% of the year's target). In addition to regularly coordinating with departments, branches, district-level People's Committees, and functional forces in inspecting and handling administrative violations, the Market Management Department also proactively coordinated with commercial and service businesses. Thereby, contributing to improving the effectiveness of the fight against smuggling, trade fraud, and counterfeit goods.
Typically, the cooperation with Vinh Long Petroleum Company has helped the Market Management Department obtain timely information on the petroleum market situation in the province, bringing efficiency to market management work in the petroleum business sector.
Mr. Tran Minh Khoa - Deputy Director of Vinh Long Petroleum Company, informed: "In the first 6 months of the year, the Market Management Department promptly provided information about petroleum stores that stopped operating or violated business conditions leading to the cessation of sales, thereby helping the company to be more proactive in preparing goods, not only avoiding the pressure of "overwhelming" consumption but also ensuring stable supply of petroleum for consumers at that time.
Furthermore, the provincial Market Management Department has supported in managing the distribution system, protecting brands; propagating and guiding companies to implement legal regulations on petroleum trading, thereby creating trust in a healthy and transparent business environment.
At the same time, the Provincial Market Management Department signed a coordination plan with the Provincial Post Office and a cooperation agreement with Viettel Vinh Long on inspecting and handling situations regarding goods sent by domestic post, helping to improve management efficiency in the field of goods transportation in the province.
Need to strengthen market inspection and control
Coordination work against smuggling, trade fraud and counterfeit goods is carried out regularly, promptly detecting and handling many violations.
However, according to the provincial Market Management Department, the situation of smuggling and trade fraud in the province is still complicated. The functional forces have coordinated well in performing their tasks but have not yet discovered large-scale smuggling rings and gangs, trade fraud, production and trading of counterfeit and smuggled goods. The coordination in implementing professional measures is sometimes limited, not flexible and timely.
Explaining the reason, Mr. Tran Quoc Linh - Deputy Director of the Provincial Market Management Department said: "The situation of law violations in commercial and industrial activities is still on the rise, the tricks are increasingly sophisticated, the nature is more complicated, while the force implementing the task of fighting smuggling, trade fraud and counterfeit goods is currently very thin, the equipment, facilities, funding... are still limited compared to the requirements of the task in the new situation; some cases require urgent coordination but need to have written exchanges in advance, leading to delays in preventing and handling the case".
To improve the effectiveness of market management work, Mr. Le Thanh Phong - Director of the Provincial Market Management Department, requested the market management force to continue monitoring the market situation and prices of essential goods, promptly detecting, inspecting and handling violations according to regulations. In particular, the market management teams need to focus on effectively implementing the periodic inspection and thematic inspection plans that have been issued during the year.
Strengthen inspection of the content and operating conditions of enterprises, especially in the field of e-commerce. At the same time, continue to proactively coordinate with functional agencies and units in unexpected situations in the fight against smuggling, trade fraud, counterfeit goods, etc.
Propaganda and mobilize individuals and organizations engaged in commercial activities to sign a commitment not to trade in counterfeit goods, smuggled goods, poor quality goods, goods that infringe intellectual property rights, goods of unknown origin, goods that do not ensure food safety, etc.
In addition, the Market Management Force is responsible for improving the Provincial Competitiveness Index (CPI) under the direction of the Provincial People's Committee Chairman; rectifying inspection and examination activities for enterprises, not allowing inspection and examination to occur more than once a year/enterprise, minimizing inconvenience to enterprises; strengthening internal inspection work, building public ethics, promptly rectifying and strictly handling acts of harassment and causing frustration for enterprises.
Punish 26 cases of violations of product labeling regulations In July, the provincial Market Management Department inspected 52 cases and detected 34 violations, including 26 violations of regulations on product labeling, with the violating goods mainly being fertilizers and fashion products (accounting for 76% of the total number of violations). According to the provincial Market Management Department, the administrative fine was over VND186 million, the value of the violated exhibits was over VND320 million and 187 packs of smuggled cigarettes (1 pack = 20 cigarettes), contributing nearly VND225 million to the state budget. In addition to market inspection and control, the provincial market management force coordinated to inspect the fertilizer sector, inspected 4 cases, violated 3 cases, handled 3 cases, the administrative fine was VND27 million. |
