On the morning of December 30, in Hanoi, the Ethnic Committee held a national conference to review ethnic work in 2024 and deploy tasks for 2025 in person and online to provinces and cities across the country.

Regularly review and remove obstacles and difficulties

According to the report at the conference, in 2024, ethnic work received attention, direction and coordination from the Party, the State and the entire political system at all levels; the people of the whole country agreed and supported. Along with the efforts and striving of ethnic minorities, the implementation of ethnic work and policies during the year achieved many important results, especially in the implementation of ethnic programs and policies contributing to socio-economic development, ensuring national defense and security in ethnic minority and mountainous areas.

The Government and the Prime Minister have always paid attention to, directed, and operated resolutely, effectively, and efficiently on ethnic affairs, especially poverty reduction for ethnic minorities. In particular, they have paid attention to and closely directed the building and completion of institutions, removing difficulties and obstacles in implementing ethnic policies, focusing on the National Target Program on Socio-Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, Phase I: from 2021 to 2025 (abbreviated as Program 1719).

The disbursement progress of public investment capital up to December 31, 2024 of Program 1719 reached about 12,560,692 billion VND, equal to 79.3% of the plan, higher than the disbursement progress of public investment capital of the remaining two national target programs. The poverty reduction rate in ethnic minority areas in the year averaged 3.7%, exceeding the assigned plan target. The rate of working-age workers receiving vocational training suitable to the needs and conditions of ethnic minorities and the characteristics of ethnic minority and mountainous areas reached an average of 54.1%, exceeding the assigned plan target...

Local Party committees and authorities have closely followed and thoroughly grasped the direction of the Government, the Prime Minister, and the guidance of ministries and branches to direct the implementation of ethnic policies in the area, initially achieving positive results in the socio-economic development of the locality. Discussing at the conference, leaders of provinces, cities, ministries and branches highly appreciated the results achieved in implementing ethnic policies and ethnic work in recent times. At the same time, they analyzed the causes of some shortcomings and limitations, such as: although hunger eradication and poverty reduction has made progress, the rate of poor and near-poor households is still high; poverty reduction is not sustainable; the gap in living standards between ethnic minority areas and the national average is slow to narrow. In addition, leaders of many provinces and cities have made a number of proposals and recommendations to the Government and the Ethnic Committee to pay attention to removing difficulties in mechanisms and policies in implementing Program 1719. According to the synthesis of reports from localities, of the 7 target groups of Program 1719 that can be reviewed, the estimated results by December 31, 2024 are that 5 basic target groups have been achieved, including: poverty reduction, education, health care, vocational training and preservation and promotion of traditional cultural values; 2 target groups have not been achieved, including: infrastructure and settlement work, solving the shortage of residential land and production land.

Requires high political determination and dedication

Speaking at the conference, Permanent Deputy Prime Minister Nguyen Hoa Binh emphasized the role, significance and importance of ethnic work and ethnic policies in the cause of national construction and defense, especially when the country enters a new era, the era of national growth.

The Deputy Prime Minister also emphasized a number of outstanding achievements in implementing ethnic policies and ethnic work in 2024, such as poverty reduction, education and training; preservation and promotion of traditional cultural values; building a grassroots political system... The Permanent Deputy Prime Minister also pointed out a number of shortcomings and limitations in the implementation of ethnic work and highly appreciated the spirit of openness and frank review of the Ethnic Committee, which looked directly at the shortcomings and limitations, proposed lessons and solutions for implementation in the coming time.

Emphasizing that the task of ethnic work in 2025 is very important, as it is the year that plays a fundamental role in implementing programs and policies related to ethnic minorities and mountainous areas in the coming period, the Deputy Prime Minister suggested that, first of all, those working in ethnic work need to clearly identify high political determination and enthusiasm, responsibility to be dedicated, devoted, and work with all their might, contributing to the successful implementation of ethnic work and ethnic policies of the Party and State. Party committees and authorities at all levels need to participate more strongly and resolutely in implementing ethnic policies and ethnic work, in order to continue to improve the material and spiritual life of ethnic minorities and mountainous areas.

After completing the organizational arrangement according to Resolution 18-NQ/TW of the 12th Party Central Committee, the Ethnic Committee needs to closely follow the Party's guidelines, the National Assembly's resolutions, and national target programs to review goals, targets, and organize implementation. In the immediate future, in 2025, the program to support housing construction for poor households must be completed. In investing in projects, there must be a focus and key points, avoiding the situation of spreading and fragmentation, failing to promote the State's investment resources for ethnic minority and mountainous areas.

Deputy Prime Minister Nguyen Hoa Binh requested that central ministries and branches join hands and do their utmost to contribute to the successful implementation of ethnic affairs and ethnic policies of the Party and State. According to him, this is a major policy of the Party, which has always been led, directed, and implemented resolutely and effectively by the Party Central Committee, the Politburo, the Secretariat, the National Assembly, and the Government.

He agreed with 13 groups of tasks and solutions to be implemented in 2025 as proposed by the Ethnic Committee.
