Accordingly, the City People's Council will consider 12 thematic contents: On the policy of arranging commune-level administrative units in Hanoi ; Regulations on gift-giving regime for beneficiaries of policies for people with meritorious services on the occasion of the 50th anniversary of the Liberation of the South and National Reunification (April 30, 1975 - April 30, 2025) and the 80th anniversary of the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) of Hanoi; Adjusting the 2023 budget settlement; Updating and adjusting the 5-year medium-term public investment capital plan 2021-2025 and the 2025 city-level public investment plan.
Approved investment policy: Investment project to build Ngoc Hoi bridge and the approach roads at both ends of the bridge; Investment project to build the road connecting Tu Lien bridge (from the intersection of the approach road of Tu Lien bridge with Truong Sa road to Hanoi - Thai Nguyen highway).
Issue a list of public career services using the state budget in the financial sector of Hanoi city; Issue a list of areas, relics, heritages, and works that need to focus resources to protect and promote cultural values; List of typical blocks and streets with cultural and historical values, list of valuable architectural works to restore, protect, and promote values in Hanoi city (implementing Clause 3 and Clause 4, Article 21 of the 2024 Capital Law); Approve adjustments and supplements to the list of land recovery projects in 2025; List of projects to change the purpose of rice-growing land in 2025 in Hanoi city; Approve the list of land plots expected to implement pilot projects according to Resolution No. 171/2024/QH15 dated April 1, 2025 of the National Assembly ; Through the task of Planning the construction of Hanoi High-Tech Biological Park, scale 1/2000; Locations of Tay Tuu, Lien Mac, Minh Khai, Thuy Phuong and Co Nhue 2 wards, Bac Tu Liem district, Hanoi city...
At the same time, carry out personnel work under the authority of the City People's Council.
The City People's Council also considered 8 legal contents: Specifically on regulations on expenditure contents, expenditure levels, and specific support levels to improve the quality of service for people and businesses when performing administrative procedures and public services in Hanoi.
Replace Appendix No. 04, Resolution No. 03/2020/NQ-HDND dated July 7, 2020 of the City People's Council regulating the specific expenditure levels under the authority of the City People's Council; Regulating the specific support policy for people with meritorious services to the revolution and relatives of people with meritorious services who are receiving monthly allowances from Hanoi city; Regulating the fine level for administrative violations in the field of environmental protection in Hanoi city (implementing Clause 1, Article 33 of the Capital Law); Regulating the fine level for administrative violations in the field of land in Hanoi city (implementing Clause 1, Article 33 of the Capital Law); Regulations on the order and procedures for establishing, adjusting, expanding the boundaries of high-tech zones and exercising certain powers of the Management Board of High-tech Zones and Industrial Zones of the city (formerly known as: Resolution regulating the establishment and operation of high-tech zones) (implementing Point a, Clause 1; Points a, b, c and d, Clause 3, Article 24 of the Law on the Capital City 2024).
The City People's Council also considered and approved the Resolution on amending and supplementing a number of contents and expenditure levels in Appendix 03 of Resolution No. 09/2017/NQ-HDND dated December 5, 2017 of the City People's Council regulating the levels of business travel expenses and conference expenses for agencies and units of Hanoi City. The Resolution stipulates the contents and specific expenditure levels in the management of illegal drug users; drug rehabilitation; post-rehabilitation management of drug addicts at the place of residence; support for those assigned to help people being educated in communes, wards and towns and support for specialized forces performing drug prevention and control tasks under specialized agencies performing drug prevention and control tasks in Hanoi City.
