Zero tolerance for smuggling and counterfeiting

Smuggling and counterfeit goods continued to heat up the National Assembly last week when delegate Thai Thu Xuong (Hau Giang Delegation) reported on the trade of counterfeit goods at Ninh Hiep market (Hanoi) - one of the largest wholesale markets in the North in the fashion and textile sector.

The rampant counterfeiting situation in a large market not only causes losses to consumers, but also puts domestic textile and garment enterprises - legal entities that pay taxes in full - in a difficult position, having to compete unfairly with infringing goods. It is worth mentioning that when the press reported the incident and the authorities appeared, the entire market immediately closed down.

The above two examples show that the situation of smuggling, trade fraud, counterfeit goods, and intellectual property rights infringement is still complicated, widespread, and involving many subjects. Obviously, this situation has seriously affected people's health and trust, causing confusion and anxiety in public opinion; infringing on the rights of production and business households, and legitimate businesses...

In response to the above urgent request, Prime Minister Pham Minh Chinh signed and issued Official Dispatch No. 72/CD-TTg dated May 24, 2025 requesting ministries, branches and localities to continue to step up the fight to prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights.

The above telegram was issued just one week after the head of the Government signed and issued Directive No. 13/CT-TTg dated May 17, 2025 on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation. Accordingly, ministries, branches and localities will focus on launching a peak campaign to attack, fight, prevent and repel smuggling and counterfeit goods nationwide from May 15 to June 15, 2025.

To push back smuggling and counterfeiting requires the drastic participation of the entire political system, especially leaders of Party committees at all levels, local authorities, the business community and the sense of responsibility of each citizen.

First of all, it is necessary to improve the effectiveness of state management at all levels, sectors and localities in the fight against, prevention, suppression and eventual end of smuggling, trade fraud and counterfeit goods. This work must be carried out regularly, comprehensively and continuously, with the motto of "handling one case, alerting the whole region and the whole field", "no forbidden areas, no exceptions".

In addition to strictly handling the trading of fake, toxic, and unknown-origin foods, counterfeit goods, and counterfeit goods, ministries, branches, and localities need to proactively review and develop mechanisms, policies, and legal documents appropriate to the new situation. In particular, they need to provide guidance, inspection, and regular supervision to achieve the goal of preventing, repelling, and eventually ending smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights.

Another important solution is to step up propaganda and dissemination of tricks and methods of fraud and deception by subjects so that people can recognize, raise vigilance and inform competent state agencies. To push back smuggling and counterfeiting, not only strong sanctions and strict enforcement are needed, but also the consensus of the whole society. Each citizen must not help counterfeit goods to exist, but must resolutely eliminate, uncompromising, and not allow counterfeit goods to "live".
