Accordingly, on May 10, 2025, the National Assembly discussed in the Hall the draft Law amending and supplementing a number of articles of the Law on Advertising, with 13 comments from National Assembly deputies and 2 comments sent in writing.
The National Assembly discussed a number of controversial contents of the draft Law amending and supplementing a number of articles of the Law on Advertising.
Regarding some general issues: The majority of opinions basically agree with the amended and supplemented contents of the Draft Law and the Report on explanation and acceptance of the National Assembly Standing Committee on the draft Law.
There are opinions continuing to affirm the consensus with the amendment and supplementation of a number of articles of the 2012 Advertising Law, aiming to contribute to institutionalizing the Party's policies and guidelines on the development of cultural industries, including the advertising industry; overcoming the shortcomings and limitations of the Advertising Law in the current implementation; contributing to the development of the advertising market in Vietnam.
There is a proposal to study and adjust Clause 15, Article 1 of the Draft Law amending and supplementing Article 23 of the 2012 Law on Advertising into 1 section or 1 chapter on online advertising.
There are opinions suggesting continuing to research and review the format and presentation techniques of the draft Law, and there are opinions suggesting adding Law No. 42/2024/QH15 to the basis for drafting the draft Law.
Regarding specific issues: Contributed opinions related to the contents of word interpretation; state management responsibilities for advertising activities; prohibited acts in advertising activities; rights and obligations of the person delivering advertising products; advertising media; voice and writing in advertising; requirements for advertising content; advertising conditions; advertising in print; advertising in radio and television; advertising on the Internet; outdoor advertising planning; Council for appraisal of advertising products and advertising on billboards and banners.
