Can Tho City currently has 36 communes meeting advanced NTM standards, reaching 100%; 11/36 communes meeting model NTM standards. The highlight when stepping into the advanced NTM and model NTM communes of the city is the bright - green - clean - beautiful roads. Welfare works and rural infrastructure are invested in upgrading and building more spacious. Launching the advanced NTM commune in early 2025, Thoi Thanh commune (Thoi Lai district) made its mark with the average income per capita of the commune in 2024 of 82.15 million VND/person/year (required criteria of 72 million VND/person/year). In the commune, many effective business models have been developed such as the durian growing model, Ido longan model, snakehead fish farming model... Mr. Vo Duy Tan, Chairman of the People's Committee of Thoi Thanh commune, Thoi Lai district, said: The commune's government and socio- political organizations actively propagate and mobilize people to work in production, learn a trade, introduce jobs... creating all conditions for people to develop the economy. Special attention is paid to transforming the agricultural economic structure, diversifying crops and livestock suitable to local land conditions. Developing household economy in conjunction with cooperative economy, building many effective economic models, helping each other develop family economy, reducing poverty. At the same time, strengthening training, coaching and transferring scientific and technical advances into production to increase income...

In the 4.0 era, the process of building advanced new rural areas and model new rural areas integrates digital transformation activities; especially the smart hamlet model in model new rural communes. Community digital technology groups of hamlets support people to access and use online public services, apply information technology and improve knowledge of digital skills. Accordingly, people quickly access new information accurately and conveniently through groups on the Zalo social network. Communes promote propaganda, dissemination, and update knowledge for people to open accounts, promote electronic payment services. At the same time, focus on guiding and encouraging people to access digital technology platforms, promote promotion, and buy and sell goods on e-commerce platforms, especially OCOP products, local specialties...

Continuous Journey

According to the plan to implement the national target program on building new rural areas in the city in 2025, the city will continue to review, consolidate and improve the quality of 36 communes that have met the advanced new rural standards and model new rural areas. In 2025, build 2 more communes to meet the model new rural standards (Phong Dien district and Vinh Thanh district); strive to have 2 more model new rural communes (Phong Dien district and Co Do district) and 1 district to meet the advanced new rural standards (Phong Dien district). In the current context, administrative units are rearranging, reorganizing and building a 2-level local government model. However, localities are interested in continuing to continuously and effectively implement the national target program on building new rural areas without interruption for the purpose of improving the material and spiritual life of the people.

As a commune registered to complete the model new-style rural commune in 2025, since the beginning of the year, Thanh An commune (Vinh Thanh district) has focused on building and implementing a plan to improve the quality of the criteria. The commune organized a launching ceremony to propagate the goal of building an advanced new-style rural commune towards a model new-style rural commune associated with restoring order and discipline, launching a cultural movement in the area with the participation of more than 2,600 people. The Vietnam Fatherland Front Committee of the commune coordinated with the Veterans Association of the commune to launch a model of collecting and treating waste using mini-incinerators at parishes, churches and households. Thereby, it has mobilized the construction of 415 mini-incinerators with a total amount of more than 2.3 billion VND. In addition, the Fatherland Front and political organizations of the commune and hamlets coordinate with religious dignitaries and officials to collect waste from canals every month and bring it back for disposal.

According to Mr. Le Van Cuong, Chairman of the People's Committee of Thanh An Commune, Vinh Thanh District, the commune is focusing on propagating to the people to join hands in building a model hamlet of "5 no's": no crime, no drugs, no prostitution, no serious traffic accidents and no serious fires and explosions. At the same time, promoting the restructuring of the agricultural sector, developing and replicating effective production models, contributing to completing the criteria of organizing production and developing the rural economy, increasing income for people. Promoting propaganda to mobilize people to participate in movements to build model new rural areas, emulation movements between hamlets; ensuring security and order, building and organizing the implementation of village covenants and internal regulations of the hamlet...

According to Mr. Le Van Tinh, Deputy Chief of the Office for Coordinating New Rural Areas in Can Tho City, implementing the Central Government's policy on arranging commune-level administrative units and merging and consolidating provincial-level administrative units, in the near future, commune-level administrative units will have many changes in terms of name, administrative boundaries... Through the survey of the office, districts and communes are still focusing on improving the quality of indicators and criteria for advanced new rural areas and model new rural areas according to the plan. Currently, the office is closely following the set of criteria for the 2021-2025 period and waiting for the Central Government to issue the national target program on building new rural areas for the 2026-2030 period.
