In 2009, after graduating from the Accounting College of Can Tho Polytechnic College, Ms. Ngan joined the work in Phu Thu Ward as an archivist. After 3 years of work, in 2012, Ms. Ngan was assigned as Deputy Secretary of the Phu Thu Ward Youth Union. From 2017 to present, Ms. Ngan has been assigned by the Ward Party Committee as Secretary of the Phu Thu Ward Youth Union.
As a person with a progressive spirit, in addition to completing assigned tasks well, Ms. Ngan constantly studies and improves her qualifications to serve the work of the Union. In 2023, Ms. Ngan graduated from Can Tho University with a degree in Law. With 13 years of working in the Union, Ms. Ngan has made many positive contributions to social security work in the locality. Typically, in March 2025, Ms. Ngan mobilized philanthropists to give gifts to students in difficult circumstances. Le Thi Kim Ngan in An Phu area said: “In the past time, Ms. Ngan and the Union officials have often visited and given gifts to my family. I will try to study well so as not to let them down…”.
Kim Ngan is studying in grade 10 at the Cai Rang District ContinuingEducation Center. Her family is in a particularly difficult situation, her mother left, and her father is serving a prison sentence for causing a traffic accident. Ngan is the eldest of three siblings, two of whom have dropped out of school. Ms. Tran Nguyen Ngoc Ngan, Secretary of the Phu Thu Ward Youth Union, said: “In the 2024-2025 school year, Ngan plans to drop out of school to find a job to take care of her two younger siblings. The ward Youth Union has mobilized and supported her to study. In addition, we also mobilized the District Continuing Education Center to consider reducing tuition fees and giving notebooks, books, and clothes so that Ngan can go to school.”
Ms. Tran Nguyen Ngoc Ngan and the ward Youth Union also coordinated with other youth unions to support poor households and households in difficult circumstances with meaningful gifts. Ms. Duong Thi Doi in Phu Hung area said: "In addition to gifts on Tet and holidays, I also received visits from the ward's youth union members, encouragement and gifts of rice, instant noodles, soy sauce... Thanks to that, I was able to save money and stabilize my life". In March 2025, Tan Phu ward Youth Union coordinated with other youth unions to mobilize benefactors to donate 10 gifts to disadvantaged youth, union members, workers, poor households, near-poor households and households in difficult circumstances with a total amount of over 5 million VND.
In addition, Ms. Ngan and the ward's Youth Union have carried out many practical projects and tasks, which have been praised by the people. In March 2025, Phu Thu ward's youth union in coordination with the Accounting, Finance and Banking Faculty - Tay Do University launched the "Peak Day of Volunteering to Build a Civilized Urban Area" on Nguyen Thi Sau and Nguyen Chanh streets, about 1.7 km long. The Youth Union collected garbage, erased illegal advertising signs and encouraged people not to buy and sell on the roadside. Ms. Tu Thi Ngoc Duyen in Thanh Thuan area informed: "In recent years, thanks to Ms. Ngan and the ward's Youth Union regularly cleaning the environment, the road has become more airy and clean. This is a meaningful activity that contributes to improving the criteria for building a civilized urban area".
Ms. Tran Nguyen Ngoc Ngan shared: "In the coming time, the Ward Youth Union will continue to promote the volunteer role of the Youth Union, actively carry out practical projects and tasks; in which, the focus is on participating in building a civilized urban area and doing a good job of social security in the locality".
