There are still projects behind schedule in Gia Lam district.

The road connecting Co Bi bus station was built many years ago but the bus station is still a deserted field.

Specifically: The project of inter-provincial bus station combined with the eastern bus terminal of Hanoi city in Co Bi commune was approved by the City People's Committee for Hanoi Transport Corporation as the investor since 2018.

Phu Dong Container Port Project in Co Bi and Dang Xa communes is invested by Phu Dong International Container Port Joint Stock Company. The project was approved in principle by the City People's Committee in Document No. 133/UBND-KH&DT dated January 7, 2011 for Phu Dong International Container Port Joint Stock Company to study and prepare the project. On October 20, 2021, the City People's Committee issued Decision No. 4513/QD-UBND approving the detailed planning project of Phu Dong Container Port, scale 1/500.

According to the report responding to voters' petitions before and after the 17th session of the 16th City People's Council, the City People's Committee said that currently, investors are completing procedures to request approval of investment policies. The project has not completed land procedures and has not been allocated or leased land by competent authorities.

In Resolution No. 04/NQ-HDND dated April 8, 2022 of the Hanoi People's Council and Plan No. 160/KH-UBND dated June 8, 2022 of the City People's Committee on measures to accelerate investment progress, focusing on handling projects using budget capital with slow land use in Hanoi, Part B, Clause II, Section 1 of Plan No. 160/KH-UBND clearly stated: "For projects that have had investment policy decisions (investment policy approval, investment approval, documents assigning investors to study) that have exceeded the implementation schedule but have not been allocated land or leased land by the State: The Department of Planning and Investment (now the Department of Finance) shall preside over and coordinate with departments, branches and People's Committees of districts, towns and cities to implement".

Regarding slow-moving projects in the area, Mr. Nguyen Minh Sang in Vang village (Co Bi commune) and a number of voters in Gia Lam district have repeatedly made recommendations at meetings with voters and People's Council delegates at all levels and National Assembly delegates, but for many years they have not been thoroughly resolved.

Mr. Sang and voters suggested that the City People's Committee direct investors to promptly implement the project, with a specific roadmap for implementation and completion time, avoiding general answers and avoiding the situation of "being resolved".
