In recent times, the People's Committees of districts in the province where the project passes have actively carried out the task of compensation - site clearance (BT - GPMB), especially in mobilizing people's support, applying and approving the provisional BT - GPMB plan to pay households, and have been able to basically hand over the construction site on the field for the positions of pole bases and power line corridors.
However, in reality, there are still some problems in the BT - GPMB process of project implementation, not yet completely handing over 100% of the clean site to the investor to ensure the conditions of the construction site during the wire pulling phase.
Specifically, regarding the work of site clearance for the electric pole foundation, 101/101 pole foot locations have been completed and handed over to the investor for construction. To date, the construction of temporary roads has been completed at 99/101 locations; digging of foundations is underway at 99 locations (of which, 71 locations have been completed); pouring concrete for the pole foot at 79 locations (of which, 52 locations have been completed) and the pole installation has been completed at 5 locations.
Regarding the work of site clearance within the corridor, up to now, the counting and declaration of land, assets and structures on the land have been completed; 92/100 columns have been completed, and there are still 8 columns with problems. The approval of the compensation and support plan for assets and structures on the land has been completed. Compensation and support for housing, assets and structures on the land have not been paid to 26/48 households (including 3 households in Song Lo; 1 household in Lap Thach; 22 households in Tam Dao).
Regarding resettlement land allocation, there have been 48 resettlement cases in 10 communes and towns so far. Currently, 3/3 districts have made preliminary resettlement plans, mainly in-situ, inter-spaced and dispersed resettlement. Of which, resettlement land has been handed over to 26 households in the field and has not been handed over to 22 households in the field.
To ensure the completion of the project's construction progress, the Provincial People's Committee requires the People's Committees of the districts to focus on immediately resolving the relocation of households with houses out of the safety corridor of the power line, completing the payment of compensation and support for housing works and assets on land for 26/48 households that must be resettled and relocated before May 30, 2025; households that must relocate from the safety corridor of the power line must complete the dismantling of works and relocation of assets under the corridor, and hand them over to the investor before June 5, 2025.
Resolutely resolve 8 remaining corridor column gaps, requiring the People's Committees of Tam Dao and Binh Xuyen districts to proactively and actively resolve arising problems in the corridor section, and complete the handover of the construction site for the entire corridor before May 31, 2025.
Strengthen propaganda and mobilization work so that households understand the BT-GPMB pricing and agree to receive BT-GPMB money; at the same time, consolidate documents and prepare a backup plan to protect construction in case propaganda and mobilization cannot be carried out to gain people's consensus. Complete the approval of the official GPMB plan of the project before June 10, 2025.
The provincial police direct the sector's forces to grasp the situation, especially in areas and localities prone to complaints and illegal obstructions, proactively advise local Party committees, authorities, and the provincial People's Committee to take timely measures to resolve them, and prevent hot spots from arising. The provincial Land Fund Development Center supports localities in determining specific land prices to promptly resolve related problems and difficulties.
The investor - Power Project Management Board 1 (EVN) proactively coordinates with Tam Dao National Park to resolve difficulties and problems in the construction of pole positions and temporary roads serving the construction within the forest area of Tam Dao National Park. Closely and promptly coordinate with localities, departments and branches to resolve arising problems. Urge the construction unit to speed up the progress of pole positions and pole spaces with available land, avoid arising problems and reserve time for construction interruption due to stormy weather (from July to August every year).
The Provincial People's Committee requested the Standing Committee of the Provincial Party Committee to continue to pay attention and direct the District Party Committees of Song Lo, Lap Thach, Tam Dao, and Binh Xuyen districts to direct the District People's Committees to resolutely complete the handover of the construction site of the entire corridor before May 30, 2025; complete all procedures and documents related to BT-GPMB of the Lao Cai - Vinh Yen 500kV transmission line project before June 10, 2025.
Direct the Vietnam Fatherland Front Committee of the province and socio-political organizations in the province to strengthen propaganda and dissemination of policies and the significance and importance of the project so that people understand, agree, and promptly hand over the site, creating favorable conditions for construction units during the project implementation process.
