In recent times, the Provincial People's Committee has strengthened its leadership and direction, and issued many documents directing all levels, sectors and localities in the province to implement solutions to ensure the prevention of child drowning accidents in the province. Departments, sectors, unions and localities have deployed and strictly implemented this regulation. However, some local Party committees and authorities have not really paid attention to the prevention of child drowning in their management areas; propaganda and education on child drowning prevention and control are still limited; some families have laxed management and have not closely monitored their children; children themselves lack skills in preventing and combating drowning, safety skills in the water environment, rescue and self-rescue skills...

To ensure a safe living environment, promptly prevent and limit accidents and injuries, especially drowning accidents for children during the preparation for the end of the school year and the upcoming summer vacation, the Provincial People's Committee has just issued a document requesting departments, branches, provincial mass organizations and People's Committees of districts, cities, People's Committees of communes, wards and towns based on their functions and tasks to continue directing the implementation of Directive No. 28 of the Politburo on strengthening the care, education and protection of children to meet the requirements of developing a prosperous and happy country; Decision No. 1248 of the Prime Minister on approving the Program on preventing and combating accidents and injuries to children for the period 2021-2030; Document No. 2729 of the Provincial People's Committee on strengthening the prevention and combat of accidents, injuries and drowning of children in the province...

Promote communication andeducation activities to raise awareness and responsibility of agencies, organizations and educational institutions on preventing and combating accidents and injuries to children. Disseminate knowledge and skills on preventing and combating accidents and injuries to children, especially preventing drowning, electric shock, and falling from high-rise buildings to parents, caregivers, households, villages, hamlets, residential groups, residential areas, schools and classrooms to ensure the safety of children and carry out renovation and repair of locations at risk of accidents and injuries to children.

Strengthen inter-sectoral coordination in directing and implementing the work of preventing accidents and injuries and preventing children from drowning, electric shock, falling and falling in apartment buildings and high-rise buildings; mobilize the participation of mass organizations and people in detecting, monitoring, warning and reinforcing areas at risk of causing accidents and injuries to children.

Learning to swim is an effective way to help children prevent drowning.

Along with that, the Department of Health presides over and coordinates with provincial departments, branches, unions and People's Committees of districts and cities to continue to effectively implement tasks of preventing and combating accidents, injuries and drowning in children. Organize direct communication conferences for children at primary and secondary schools, collaborators, volunteers and parents and caregivers on knowledge and skills to prevent accidents, injuries, drowning prevention... for children.

The Department of Education and Training directs primary and secondary schools in the province to strengthen communication and education activities, raise awareness and responsibility for teachers, education managers, parents and students in preventing and combating accidents and injuries. Review, promptly detect and eliminate risks of accidents and injuries to students in schools and classrooms; ensure "Safe Schools" to prevent and combat accidents and injuries to students.

The Department of Construction reviews the implementation of regulations on safety standards and criteria at construction sites, apartment buildings, and high-rise buildings. Strengthens inspection and supervision of compliance with legal regulations on ensuring safety in construction.

Vinh Phuc Newspaper, Provincial Radio and Television Station, Information Center - Official Gazette create weekly columns, regularly publish reports, news articles, and propaganda messages on accident and injury prevention, and drowning prevention for children. Particularly, Provincial Radio and Television Station, Radio Stations of districts, cities, communes, wards, and towns regularly broadcast warning messages about locations and areas at risk of drowning, focusing on peak hours during summer vacation.

The Department of Construction, the Department of Culture, Sports and Tourism, the Provincial Women's Union, the Provincial Youth Union and other departments and branches continue to perform well and effectively the assigned tasks according to Plan No. 250 dated October 1, 2021 of the Provincial People's Committee.

The Provincial Veterans Association shall preside over and coordinate with the People's Committees at the district and commune levels and relevant agencies to conduct statistical and review of residential areas in the province to compile a list of ponds, lakes, deep water holes, beaches, and water areas that are dangerous and often cause drowning accidents or have a risk of drowning accidents. Continue to supplement and install new barriers and warning signs at dangerous places for drowning accidents, helping people and children to be aware of prevention. Maintain the operation of the on-duty team at places with a high risk of drowning accidents during the summer vacation, the rainy and stormy season, and when releasing water for irrigation on canals, ditches, lakes, and dams.

Chairmen of People's Committees of districts and cities direct Chairmen of People's Committees of communes, wards and towns in the province to focus on directing: Strengthening the responsibility of each agency, unit and coordination between sectors and mass organizations: Health, Education and Training, Culture, Sports and Tourism, Information and Communications, Youth Union, Women's Union, Veterans Association... in organizing and synchronously implementing measures and solutions to ensure safety, prevent accidents, injuries and drowning for children in the area.

Strengthen communication on injury prevention and child drowning prevention on mass media. Check, review, and promptly detect deep holes, ponds, lakes, rivers, water areas, beaches, and areas at risk of drowning accidents to take measures to prevent drowning for children.

Implement swimming lessons, drowning rescue skills and water safety skills for children during the summer vacation. Assign responsibility to village chiefs and residential group leaders to mobilize mass organizations, social organizations, and self-governing inter-family groups in residential areas to take advantage of existing facilities and locations, open cultural houses, schools, sports fields, etc. to create conditions for children to participate in activities, play and have fun in residential areas.

Strengthening the inspection and supervision of the implementation of child accident and injury prevention and control, in conjunction with the responsibility of commune-level leaders, village chiefs, agencies, units, and schools managing children if there are accidents, injuries, and drowning leading to child deaths in their localities and units. Timely commending and replicating good initiatives, good models, and meaningful contributions of society, families, and communities to the work of child accident and injury prevention and control in localities and facilities.
