Sultan Haji Hassanal Bolkiah of Brunei Darussalam was pleased to see that the relationship between Vietnam and Brunei Darussalam has continued to develop well over the past 30 years; he hopes to visit Vietnam with the Queen in 2025 to consolidate and strengthen the friendship and bilateral relations.

The Sultan of Brunei believes that the two countries still have a lot of room and potential that needs to be exploited and promoted better, such as oil and gas, chemicals, agriculture , seafood, tourism, and Halal food processing.
Prime Minister Pham Minh Chinh said that relevant ministries and sectors of Vietnam will actively coordinate with Brunei to prepare all aspects for the visit to Vietnam by the King and Queen in 2025, to achieve good and substantive results.
Regarding orientation, the Prime Minister suggested that Brunei continue to create favorable conditions for Vietnamese enterprises to cooperate in oil and gas, chemicals, and food; grant more licenses for Vietnamese fishing vessels and fishermen to catch aquatic and seafood products in Brunei waters; and support Vietnam in granting certificates and producing Halal food.
Meeting with Timor-Leste Prime Minister Xanana Gusmao , Prime Minister Pham Minh Chinh congratulated Timor-Leste on being unanimously accepted by ASEAN leaders as a new member of the bloc at the upcoming 47th ASEAN Summit in October.
The Prime Minister suggested that the two sides proactively discuss and coordinate to reach cooperation agreements in economics, trade, investment, agriculture, rice import and export, e-government and digital transformation.
The Prime Minister asked the Timor-Leste Government to create favorable conditions for Vietnamese enterprises, including those in telecommunications and oil and gas, to invest and do business in Timor-Leste. Vietnam is always ready to share its experience in socio-economic development with Timor-Leste.

Prime Minister Xanana Gusmao affirmed his desire to make the cooperation between the two countries more substantive and in-depth, especially in the fields of telecommunications, aviation and education; and to coordinate effectively and closely at regional and international multilateral forums, including ASEAN.
The two leaders agreed to exploit the potential for economic cooperation, especially trade and investment, and create favorable conditions for businesses of the two countries to do business and operate in each other's markets.
The two sides also agreed to promote cultural, tourism and educational cooperation, actively contribute to implementing people-to-people exchanges and promoting friendship and multi-faceted cooperation.
Meeting with Lao Prime Minister Sonexay Siphandone , Prime Minister Pham Minh Chinh emphasized that this meeting is a good opportunity to discuss specific measures to continue realizing the direction of the two Politburoes, the results of recent high-level meetings and contacts as well as the results of the 47th Session of the Intergovernmental Committee.

The Prime Minister asked relevant ministries and sectors of the two countries to actively coordinate and exchange information to effectively implement important projects to help connect the two economies in terms of transportation, infrastructure, trade, human resources, and supply chains. Vietnam will continue to actively share experiences and support Laos in the process of building guidelines and policies for national development, education and training, and digital transformation.
The two Prime Ministers agreed to closely coordinate to effectively implement high-level agreements; increase delegation exchanges to continuously consolidate the special and strong political relationship of trust; coordinate to ensure security, order and social safety; enhance security and defense cooperation; and enhance connectivity between the two economies in terms of transport infrastructure, energy, telecommunications and tourism.
Meeting with Philippine President Ferdinand Romualdez Marcos Jr. , Prime Minister Pham Minh Chinh emphasized the important significance of 2025 - the occasion when the two countries celebrate the 10th anniversary of the establishment of the Strategic Partnership, towards the 50th anniversary of the establishment of diplomatic relations in 2026.

On the basis of the good friendship between the two countries, the Prime Minister suggested that both sides actively promote a number of cooperation focuses, including facilitating trade, striving to soon increase two-way trade turnover to 10 billion USD; and strengthening cooperation in ensuring food security and combating climate change.
President Marcos appreciated the good progress in the relationship between the Philippines and Vietnam - the Philippines' only strategic partner in ASEAN and hoped that the two sides would continue to promote comprehensive cooperation to raise the relationship to a new level. He said that the two sides have a lot of room and potential for cooperation in the fields of economy, trade, security - defense, agriculture, rice import and export, and renewable energy.
