Prime Minister Pham Minh Chinh meets Chinese Premier Li Qiang

Prime Minister Pham Minh Chinh today held talks with Chinese Premier Li Qiang within the framework of his visit to Malaysia and the 46th ASEAN Summit in Kuala Lumpur.

Prime Minister Pham Minh Chinh affirmed that the Vietnamese Government and the Prime Minister himself are ready to closely coordinate and maintain regular exchanges with the Chinese State Council and Premier Li Qiang, promptly and effectively implementing the high-level common perception between the two General Secretaries of the two Parties.

The Prime Minister suggested that the two sides maintain regular high-level exchanges; strongly promote economic , trade and investment cooperation, with emphasis on promoting balanced trade; expand cooperation in science, technology and innovation so that these fields become bright spots and new driving forces in bilateral relations.

The Prime Minister proposed giving top priority to promoting railway cooperation, determined to start construction of the Lao Cai - Hanoi - Hai Phong route in 2025; and asked the Chinese side to pay attention to supporting preferential credit, technology transfer and human resource training.

Chinese Premier Li Qiang agreed with the cooperation focuses that Prime Minister Pham Minh Chinh mentioned. The Chinese Government is determined and ready to work with the Vietnamese Government to implement and concretize the common perception between the top leaders of the two Parties and two countries.

In particular, enhancing high-level strategic exchanges, consolidating political trust; promoting substantive cooperation to achieve concrete progress, especially in areas of mutual interest such as trade, high-quality investment, and railway connectivity.

The two Prime Ministers discussed and reached a common understanding on continuing to closely coordinate with ASEAN countries to maintain peace and stability in the region, promoting the early achievement of an effective and substantive COC in accordance with international law and the 1982 UNCLOS...

Gulf Cooperation Council countries all want to strengthen cooperation with Vietnam.

Prime Minister Pham Minh Chinh met with Secretary General of the Gulf Cooperation Council (GCC) Jasem Mohamed AlBudaiwi.

The Prime Minister asked the GCC Secretary General to support and speed up the completion of procedures so that he can soon issue a statement to launch FTA negotiations between the GCC and Vietnam as soon as possible, and study and negotiate investment promotion and protection agreements, thereby creating favorable conditions to expand economic, trade and investment cooperation.

The Prime Minister asked the GCC Secretary General to encourage investors and businesses to increase investment in Vietnam, especially in developing international financial centers, projects on digital transformation, energy transformation, green economy, etc.

GCC Secretary General Jasem Mohamed AlBudaiwi said that all GCC countries value and wish to promote cooperation with Vietnam. The Secretary General agreed with the Prime Minister's proposals and pledged to make efforts to promote the early launch of Vietnam - GCC FTA negotiations as soon as possible, creating a favorable legal framework for enhancing economic cooperation.

The two sides agreed to coordinate to effectively and substantially implement the commitments reached at this conference, and coordinate to organize trade and investment promotion events in Vietnam.

Proposing a strong financial connection network: Ho Chi Minh City, Kuala Lumpur, Singapore, Bangkok, Shanghai, Dubai, Riyadh…

This afternoon, Prime Minister Pham Minh Chinh attended the ASEAN-Gulf Cooperation Council (GCC)-China Summit with the theme "Strengthening economic connectivity for shared prosperity".

ASEAN, GCC and China can leverage the strengths of three economies with a combined GDP of US$24.87 trillion and a population of about 2.15 billion, taking advantage of their complementarities and huge potential for cooperation.

Prime Minister Pham Minh Chinh emphasized the need to focus on trade cooperation, investment and supply chain linkages, and not politicize science-technology, investment and development.

The Prime Minister suggested making effective use of existing frameworks such as the ASEAN-China Free Trade Agreement and promoting the signing of the ASEAN-GCC Free Trade Agreement. At the same time, research should be conducted to promote inter-regional connectivity into a comprehensive tripartite economic cooperation mechanism, including the possibility of building an ASEAN-GCC-China Free Trade Agreement.

Countries need to work together to create a more open business environment, a more open market, and more transparent and stable investment policies...

The Prime Minister suggested giving high priority to strategic and breakthrough areas. With ASEAN finalizing the ASEAN Digital Economy Framework Agreement, the Prime Minister stressed that this is a "golden time" to jointly build a connected, safe and sustainable digital space.

The Prime Minister also proposed promoting ASEAN Power Grid connectivity, developing and sharing green technology, renewable energy, green hydrogen, developing sustainable agriculture and food systems, including smart agriculture, circular agriculture, ecological agriculture, stable and sustainable food supply chains, including the Halal food industry.

Affirming that capital flow is the lifeblood for strong, continuous and sustainable economic development, the Prime Minister proposed strengthening connectivity between financial centers of the three regions.

Accordingly, it proposes a strong financial connection network between major regional centers such as Ho Chi Minh City, Kuala Lumpur, Singapore, Bangkok, Shanghai, Dubai, Riyadh, etc.
