The European Union (EU) initiated an anti-dumping investigation into PET plastic products exported from Vietnam.

On May 22, 2025, the European Commission (EC) issued a Notice of Initiation of an Anti-Dumping Investigation (ADI) against certain PET plastic products originating from Vietnam, imported into the European Union (EU). PET plastic products have been put on the list of products at risk of being subject to trade defense investigations by the Department from December 2024. Some general information about the case is as follows:

Date of receipt of application: April 9, 2025.

Date of Initiation Notice: May 22, 2025.

Requesting party: PET Europe

Goods under investigation: Polyethylene terephthalate (PET) plastic with a viscosity of 78 ml/g or higher, according to ISO Standard 1628-5, currently under CN code 39076100.

Anti-dumping investigation period: From January 1, 2024 to December 31, 2024

Damage investigation period: From January 1, 2021 to December 31, 2024

Investigation period: The investigation will be completed within 01 year, which can be extended but not more than 14 months from the date of issuance of the Notice of Initiation.

Export data of investigated goods from Vietnam to EU:

According to the plaintiff's data, during the investigation period, Vietnam exported 402,545 tons of PET products to the EU market.

Alleged dumping margin: 11-19%.

In the Initiation Notice, the EC provided details regarding the Requesting Party, the goods under investigation, the alleged dumping, the injury and causal relationship, the alleged intervention in the price of raw materials, the investigation procedure and related time limits, the provisions on the rights and obligations of the parties involved, and instructions on the procedures for uploading and posting documents on the EC's TRON electronic system.

The Trade Remedies Authority (TRA) recommends that the Vietnam Plastics Association and enterprises producing and exporting investigated goods carefully study the attached documents and information, fully cooperate with the EC to provide information and documents in accordance with the prescribed format and time limit, and regularly coordinate and provide information to receive timely support from the TRA.
