Continue to complete the content of amending and supplementing a number of articles of Decree No. 113/2013/ND-CP

On the morning of May 27, at the headquarters of the Ministry of Culture, Sports and Tourism, Deputy Minister Ta Quang Dong chaired a working session to listen to a report on the drafting of a Decree amending and supplementing a number of articles of Decree No. 113/2013/ND-CP dated October 2, 2013 of the Government on fine arts activities.

Attending the meeting were representatives of the Department of Fine Arts, Photography and Exhibitions and the Legal Department.

Deputy Minister Ta Quang Dong chaired the meeting.

Decree No. 113/2013/ND-CP dated October 2, 2023 of the Government on fine arts activities has institutionalized the guidelines, policies and strategies of the Party and State in the field of fine arts. Since its promulgation, Decree No. 113/2013/ND-CP has contributed to the development of this field, improved legal effectiveness and ensured consistency in fine arts management activities nationwide. Decree No. 113/2013/ND-CP also contributes to raising awareness and the role of fine arts activities in socio -economic development as well as the responsibilities of all levels and sectors in state management of fine arts activities, towards building a comprehensive fine arts industry.

After the implementation process, up to now, a number of regulations in Decree No. 113/2013/ND-CP need to be reviewed, supplemented, and edited because many related legal documents have been newly issued or amended and supplemented such as: Construction Law 2014 (replacing Construction Law 2003), Bidding Law 2023 (replacing Bidding Law 2013), Planning Law 2017, Investment Law 2020... Besides, the practice of state management of fine arts as well as the movement and development of this field up to now has many changes, giving rise to problems that Decree No. 113/2013/ND-CP has not resolved or is no longer suitable. Therefore, to ensure the consistency of the legal system as well as create a legal corridor to promote the development of the fine arts sector towards preserving the basic humanistic values, characteristics of Vietnam and international integration, amending and supplementing Decree No. 113/2013/ND-CP is necessary.

The amendment and supplement of the Decree aims to ensure the consistency and uniformity of the state management regulations of Decree No. 113/2013/ND-CP and the regulations of the system of related legal documents, ensuring transparency, feasibility, accessibility, facilitating effective implementation, serving the cause of economic, cultural and social development of the country; institutionalizing the Party's guidelines and policies, the State's policies on fine arts activities; overcoming difficulties and shortcomings in practical implementation; improving the effectiveness and efficiency of state management in the field of fine arts, contributing to promoting the economic, cultural and social development of the country.

Working scene.

At the meeting, representatives of the units discussed and contributed opinions on the contents of amending and supplementing a number of articles of Decree No. 113/2013/ND-CP dated October 2, 2013 of the Government on fine arts activities. In particular, focusing on issues such as: Regulations on the construction of outdoor fine arts works in public places; Regulations on the management and organization of exhibitions on cyberspace; Regulations on administrative procedures; Specialized inspection processes and procedures;...

Deputy Minister Ta Quang Dong requested the Department of Fine Arts, Photography and Exhibitions to continue reviewing, synthesizing and absorbing comments to research and complete the content of the Decree amending and supplementing a number of articles of Decree No. 113/2013/ND-CP. In addition, the units must coordinate closely to ensure the development of the Decree on schedule, with quality, efficiency and compliance with relevant legal provisions./.
