Meeting of the Steering Committee for the Development of Science, Technology, Innovation, and Digital Transformation

BHG - On the afternoon of April 25th, the Provincial Steering Committee for Science and Technology Development, Innovation, and Digital Transformation (BCĐ) held its first meeting. Comrade Hau A Lenh, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee – Head of the BCĐ; and Phan Huy Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee – Deputy Head of the BCĐ, chaired the meeting. Also present were members of the Provincial Party Standing Committee and members of the BCĐ.

Immediately after the Politburo issued Resolution No. 57-NQ/TW on December 22, 2024, on breakthroughs in national science, technology, innovation, and digital transformation, Ha Giang province quickly organized research, study, and thorough dissemination of the Resolution to all cadres, Party members, and people from all walks of life. Party committees and authorities at all levels, from the province to the grassroots, clearly identified this as a key political task and a new driving force for socio-economic development. The Provincial Party Committee issued an Action Program, restructured the Provincial Steering Committee, and assigned specific responsibilities to each department, sector, and locality. The Provincial People's Committee issued a plan to concretize the Resolution, incorporating it into the implementation roadmap for 2025.

During the meeting, the Steering Committee discussed the achievements and limitations in implementing Resolution No. 57 of the Politburo on breakthroughs in the development of science, technology, innovation, and digital transformation in the province, with three main pillars: "digital society - digital economy - digital government," moving towards the application of artificial intelligence in socio-economic development; the Steering Committee's action plan to concretize Resolution No. 57; and the plan for propaganda, mobilization, and implementation of the "Digital Literacy Movement." The Steering Committee also discussed and provided feedback on the restructuring of the Steering Committee and the issuance of guiding documents related to digital transformation. Solutions for training and developing human resources for digital transformation were also discussed.

Concluding the meeting, Provincial Party Secretary Hau A Leng emphasized: Digital transformation is an inevitable trend and requested the Steering Committee to clearly understand this in order to effectively implement Resolution No. 57 of the Politburo on breakthroughs in science and technology development, innovation, and digital transformation, closely aligned with the province's reality and strengths, such as tourism development and the production of distinctive agricultural and forestry commodities.

In implementing the tasks for the second quarter of 2025, Provincial Party Secretary Hau A Lenh requested that the Steering Committee be determined and decisive in concretizing the documents of the Central Government and the province; be flexible in advisory and operational work; and adjust tasks to suit and closely match reality when the political apparatus changes. He also called for a review, assessment, and planning of training and development of human resources to serve digital transformation; and an accurate assessment of the current situation to set clear goals.

The Provincial Party Secretary requested that the Steering Committee members actively carry out their tasks in the spirit of "5 clear principles." Emphasis should be placed on strengthening propaganda work targeting specific groups, and based on that, clearly and specifically assigning tasks to each sector; while also estimating the budget for the Steering Committee's activity plan.

Regarding the implementation of the "Popular Education Movement," the Provincial Party Secretary suggested that it should be implemented according to target groups, prioritizing leading officials and Party members initially. Based on this, the province will continue to develop training plans and implement the movement for subsequent target groups.
