The quality of the strategic-level cadres, especially their political mettle, capacity, qualifications, and thinking ability, is one of the decisive factors in the effectiveness of the tasks of building the Army, consolidating national defense, and protecting the Fatherland in the new period.
During his lifetime, President Ho Chi Minh attached great importance to the position and role of cadres and cadre work. He taught: "Cadres are the root of all work", "All successes or failures are due to good or bad cadres". Inheriting and applying Ho Chi Minh's thought, our Party determined that "Cadres are the decisive factor in the success or failure of the revolution, closely linked to the fate of the Party, the country and the regime, and are the key factor in Party building work".

In recent years, the implementation of the Party's resolutions on building cadres at all levels, especially at the strategic level, has achieved many important results. Assessing the 5-year implementation of Resolution No. 347-NQ/QUTW (2015-2020) on "Improving the quality of research, forecasting and strategic defense advice to 2020 and the following years", the Central Military Commission (CMC) affirmed: CMC, Party committees and commanders at all levels in the entire army always thoroughly grasp, grasp and perform well the function of research, forecasting and strategic advice to the Party and State on military and defense; Proactively do a good job of strategic research, assess and forecast the situation correctly, promptly advise the Party and State on policies and countermeasures to successfully handle situations, avoid being passive or surprised, especially complex and sensitive issues related to independence, sovereignty , national interests, borders, seas and islands, contributing to preventing the risk of conflict, maintaining a peaceful and stable environment for national development.
However, the awareness of the position, role and importance of research, forecasting and strategic defense advice is sometimes not complete and profound. The quality of assessment, forecasting and strategic defense advice is not comprehensive and has not kept up with the development of the situation. The advisory capacity of strategic agencies has not been fully developed, lacks unity and is still passive in handling some defense situations. The qualifications and capacity of some officials are still limited. Although the mechanism and policies to encourage and attract leading officials, experts and scientists have changed, their effectiveness is not high. The mechanism for coordination, provision and sharing of information is still inadequate, inconsistent and closed in each agency...
In the coming years, the world and regional situation will continue to change in a complex, rapid and unpredictable manner. Strategic competition between major countries remains fierce; the world situation is shifting to multipolarity and multi-center; security crises, geopolitical conflicts, military conflicts, ethnic, religious, border, sea, island and cyberspace conflicts, along with the emergence of many forms of war are threatening the security and development of countries, putting the world in front of many serious challenges. From the successes and failures of countries in the cause of military, defense and national defense, especially the work of grasping, forecasting and advising on strategies in conflicts between countries and from the reality of the quality of strategic-level cadres, many new issues are raised for the work of building a strategic-level cadre team. To improve the capacity of research, forecasting and advising on strategies on military and defense for strategic-level cadres in the Army in the new period, it is necessary to effectively implement the following solutions:
Firstly, strengthen the leadership and direction of the Party Committee on the position, role and importance of the strategic-level cadres, those doing research, forecasting and strategic advice in the Army. Grasp the resolutions, directives, regulations and instructions of the Party and the Central Military Commission on cadre work; the requirements and tasks of the country and the Army, the cause of national defense, national defense and national defense; new and urgent issues to determine the content, goals, tasks and solutions to improve the capacity of research, forecasting and strategic advice of the strategic-level cadres appropriately and effectively.
Lead and direct the development of programs and plans to improve the capacity of research, forecasting and strategic advice for strategic-level cadres. Develop, perfect and strictly implement the regulations on leadership of cadre work of the Party Committee at strategic agencies, especially in the selection, evaluation, promotion, appointment and use of cadres for research, forecasting and strategic advice tasks, taking the capacity, intellectual level, research products and advice as measures to consider and evaluate cadres and agencies. Mobilize cadres of good quality, especially cadres with the qualities to do research and advice at the strategic level for these agencies. In the Party Committee's periodic leadership resolutions, there should be content to evaluate the capacity, research, forecasting and strategic advice of the cadres and solutions to promote advantages, overcome shortcomings, especially manifestations of empiricism, difficulties and confusion in proposing new issues. Expand democracy, publicly and transparently implement standards, processes, procedures, and personnel records, especially the transfer and appointment of officials to strategic agencies...
Second, promote propaganda, raise awareness and responsibility of the cadre team, first of all the cadres in charge, those doing research, forecasting and strategic advice on military and defense. Make everyone firmly grasp the Party's viewpoint: "Cadres are the decisive factor in the success or failure of the revolution; cadre work is the "key" link in the work of building the Party and the political system. Building a cadre team, especially strategic-level cadres, is a top priority task, a crucial task of the Party, which must be carried out regularly, carefully, scientifically, closely and effectively. Investing in building a cadre team is investing in long-term and sustainable development". In addition, make cadres clearly see the position, significance, requirements and tasks of research, forecasting and strategic advice; Characteristics, requirements, opportunities, and challenges of the national defense, security, and national defense career early and from afar... help the staff correctly perceive the advantages and difficulties in research, forecasting, and strategic consulting on military and defense, thereby forming the right motivation and high responsibility in performing duties and tasks.
Promote the self-study and training of the staff to improve their qualities, capacity and qualifications. The staff of forecasting research and strategic advisory need to build the right motivation, attitude and high determination, turning the content of forecasting research and strategic advisory work into their own needs to promote self-study and self-strive to improve themselves. Party committees and commanders need to orient, have mechanisms and policies to motivate staff, and at the same time periodically check and urge self-study, self-training and improve the professional capacity of each person.
Third, Party committees and heads of strategic agencies need to strictly implement all aspects of personnel work, especially the work of managing, commenting and evaluating cadres. The commenting and evaluating of cadres must be based on the strict implementation of the self-criticism and criticism regime; according to the principles of collectivity, democracy, publicity, majority conclusions, against subjectivity, sentimentality and one-sidedness; taking the results of performing the tasks of research, forecasting and strategic advice, training and cultivating political qualities, ethics and lifestyle as the main measure to evaluate cadres.
Implement well the promotion, appointment, arrangement and use of cadres. The arrangement and use of cadres must be the right person, the right job, the right expertise to best promote the capacity of cadres, and make full use of talents. Thoroughly grasp the viewpoint of "arranging people for the job" and not "arranging work for the person". Strictly implement Conclusion No. 14-KL/TW dated September 22, 2021 of the Politburo "Encouraging cadres to have creative thinking, breakthrough ways of doing things, removing and solving bottlenecks and knots in mechanisms and policies, focusing on issues that have not been regulated or have been regulated but are not suitable for reality, bringing practical value and efficiency, creating strong changes, and contributing positively to the common development". Build a friendly, democratic, healthy, professional and civilized working environment, best promoting the ability to contribute and develop of the team of strategic-level cadres in the Army.
Fourth, the strategic-level cadre agency is the professional advisory agency for building a cadre team, focusing on strategic-level cadres. Therefore, it is necessary to strengthen the building of a strong strategic-level cadre agency, a cadre team that is "loyal, dedicated, impartial, exemplary, proactive, and creative", wholeheartedly performing its tasks well.
Building a strategic-level cadre agency to ensure the quantity, structure, uniformity, and specialization. Improving the level and capacity of research, consulting, and proposing to superiors to issue leadership, direction, management, and guidance documents on cadre work in line with the requirements and tasks of research, forecasting, and strategic consulting, building a strong, lean, and modern Army and the cause of national defense early and from afar. Focusing on implementing the Project "Attracting and promoting talents in the Vietnam People's Army until 2030, with a vision to 2050".
Improving the capacity of research, forecasting and strategic advice for the contingent of strategic-level cadres in the Army is an issue of special importance, a key task of Party committees at all levels, first of all at the strategic level. Therefore, it is necessary to focus on carrying out regular, continuous and consistent work to meet the requirements of the cause of building the Army, strengthening national defense and protecting the Fatherland in the new period.
