Ngoc Phung Commune Health Station (Thuong Xuan) has been invested in and built spaciously, better meeting the health care needs of the people.
In 2024, Ngoc Phung Commune Health Station (Thuong Xuan) will be invested in building a new, spacious, synchronous, level 3 facility with 11 functional rooms, serving the health care of more than 8,000 local people. The station is also fully invested in essential equipment, and the functional rooms are scientifically arranged. The spacious, clean facilities create favorable conditions for doctors and nurses to better perform the work of taking care of people's health.
Nurse Le Thi Hiep, Head of Ngoc Phung Commune Health Station, said: "The station has received investment in facilities, and the capacity of the health station's staff has been improved to be able to provide diverse and quality health services to the people. Since the beginning of 2025, Ngoc Phung Commune Health Station has examined and treated more than 2,000 patients, greatly reducing the pressure on upper-level hospitals."
Ms. Nguyen Thi Lan, a local resident, said: "When the medical station was invested in, I no longer had to go to higher levels for medical examination and treatment. Whenever I needed a medical examination, I went to the medical station and was enthusiastically cared for and guided by the medical staff. Being examined and treated near my home, along with improved quality of medical services, has greatly improved my condition."
Mr. Cam Ba Thang, Director of Thuong Xuan District Health Center, said that identifying the important role of grassroots health care in primary health care for people, developing a widespread and effective grassroots health network will help save a lot of costs, shorten the gap in health, and create a balance in medical examination and treatment activities. In order to effectively implement primary health care for people at the grassroots level, health stations in communes and towns have been and are being concerned, focusing on improving the quality of human resources, investing in facilities, contributing to improving the quality of primary health care services for people.
Up to now, 100% of medical stations in Thuong Xuan district have doctors (20 doctors/16 medical stations), 6 medical stations have ultrasound and testing machines. From the project budget for new construction and equipment purchase of 70 commune-level medical stations in Thanh Hoa province (under the Socio-Economic Recovery and Development Program), Thuong Xuan district has 3 newly built medical stations (Van Xuan commune 4.8 billion VND; Xuan Cao commune 5 billion VND; Luan Khe commune over 9 billion VND, level 3 house scale), ensuring facilities, strengthening the capacity of the grassroots medical system, contributing to improving the capacity of disease prevention and control in the new situation, meeting the conditions for serving the initial medical examination and treatment for the people and reducing the burden on upper-level hospitals. Up to now, 12/16 communes and towns in the district have been recognized as meeting the National Criteria for Health by 2030.
Thanh Hoa currently has 547 commune, ward and town health stations - this is the grassroots health network closest to the people, the front line in disease prevention, health care as well as screening, early detection and disease control. Along with focusing on implementing the goal of building Thanh Hoa into one of the centers of high-tech medical services in the North Central region according to the Resolution of the 19th Provincial Party Congress, the province also always pays attention to investing and creating conditions to improve the quality of operations of the grassroots health system, meeting the requirements of improving the quality of comprehensive health care for all people. The health sector and localities also actively mobilize resources to invest in facilities, equipment and improve professional capacity for health stations in communes, wards and towns, contributing to improving the quality of primary health care for people, meeting the need to access the nearest medical services, with quality and costs suitable to people's income.
In addition to the achievements, commune-level health care in the province is also facing many difficulties and challenges. The rate of health stations with doctors is only nearly 90%, while the target by 2025 is 95%; some infectious diseases such as rash fever suspected of measles, hand, foot and mouth disease... have increased in the number of cases in some localities. In addition, policies, salary and treatment regimes for health workers are not satisfactory, failing to attract qualified health workers to work long-term at grassroots health care...
Deputy Director of the Department of Health Le Van Cuong said that to create a breakthrough and comprehensive change in primary health care, there needs to be a synchronous investment mechanism and policy in both human resources and material resources. Only when primary health care receives adequate investment attention, can the mission of primary health care in performing the function of prevention and initial treatment for people be fully promoted, becoming an effective solution to overcome the long-standing problem of overload at upper-level hospitals, helping everyone access quality health services. Thanh Hoa is continuing to increase investment in primary health care associated with innovation in financial mechanisms, improving the quality of health human resources and strongly innovating the operation methods of primary health care. Striving to have 100% of people using primary care services at primary health care facilities covered by health insurance by 2030; 100% of the population have their health managed and monitored using electronic health records; People at high risk of disease should have a health check-up at least once a year...
