The work process is clear, transparent, shortens time and improves quality. A team of civil servants is changing from administrative management to serving the people.
Ms. Lam Thi Ngoc Diem, a civil servant of Justice - Civil Status of Nghia Dung Commune, Quang Ngai City, shared: " Whatever is quick and convenient for the people, I prioritize to solve, avoiding cumbersome procedures. Now that there is no longer a district level, no more transfers to higher levels, I try to solve it for the people at the grassroots level, making it convenient for the people and my leaders in making decisions."
After the reorganization, Quang Ngai province has 4,658 positions in 56 communes, wards and special zones. To operate a two-level government, the team of cadres and civil servants plays a very important role. Localities train and foster public ethics, raise awareness of responsibility, discipline and administrative discipline. Public service awareness is demonstrated through the number of files resolved on time, the way of serving and guiding people wholeheartedly and thoughtfully.
Mr. Nguyen Duc Hau, in Binh Hoa commune, Binh Son, Quang Ngai, said: " Before, I submitted my application to the district, now it has been transferred to the commune, but the transfer from the district to the commune is not a problem at all, the process is still very fast."
Mr. Lam Phuong Binh, Public Administration Service Center of Truong Quang Trong Ward, Quang Ngai City, said: " People come to me to check and give instructions. Many times, people do not understand and just bring their documents. I give full instructions before accepting them. If I receive them and cannot process them, it will be inconvenient for the people, so if I want to process them, I have to give instructions from the beginning."
The two-level local government model is a big step forward in reforming the organizational apparatus. And the commune-level government will be strongly decentralized. To successfully implement, the key factor still lies in people. A team of dedicated, capable, and disciplined officials will realize the goal of a serving government, a government that is honest and closer to the people.
Mr. Huynh Thanh Tien, Chairman of the People's Committee of Tinh Phong Commune, Son Tinh, said: Arranging a team of cadres and civil servants who are proficient in their work, have the capacity, and level of access to documents and file components suitable for the new government because the population has doubled, and the number of mechanical citizens in the area has increased very high.
Reforming the apparatus is a necessary condition. Raising public service awareness is a sufficient condition. When officials and civil servants change their thinking, innovate their style, and serve the people, the people's trust in the government will be strengthened. That is the foundation for the 2-level local government model to become a reality, contributing to building a civilized and modern administration.
