After more than 8 years of implementing the Code of Conduct for Civilized Tourism, the appearance of Sam Son has changed significantly. The ugly images such as demanding, soliciting, and littering that used to be "minus points" in the eyes of tourists have now been almost overcome. Instead, there are warm smiles, friendly greetings and the dedicated service spirit of the people - things that make many tourists feel the civilized change deep in the way of life.
These efforts are not accidental. For many years, Sam Son ward has considered the implementation of the Code of Conduct a regular task, closely linked to movements to build a cultural and civilized urban life. Every tourist season, propaganda teams, self-governing clubs, youth volunteer teams... are deployed simultaneously to guide tourists, collect waste, remind businesses to post prices, maintain order and hygiene in public places.
Along the central streets, the rules and slogans “Sam Son - a friendly destination”, “Good behavior for tourists to remember forever” are placed solemnly, both as a reminder and as a commitment. In key tourist areas such as Doc Cuoc Temple, Co Tien, Hon Trong Mai, or the sea square, people and businesses all comply with the regulations, creating a civilized and safe environment.
At hotels, restaurants, and souvenir shops, price posting is strictly enforced. Many establishments proactively train their staff in communication skills and professional service. Each service provider is considered an “unprofessional tourism ambassador”, contributing to creating a friendly image of the coastal city in the hearts of tourists.
Not only stopping at regulations and inspections, Sam Son also pays special attention to building self-awareness. From the elderly to the young, from vendors to tram drivers, everyone understands that a gentle word, a proper action can make tourists come back, bringing with them compliments and trust. The tourism environment thus becomes healthier and more pleasant. The beach is cleaner, the streets are neat, traffic is orderly, there is no more scene of soliciting customers, forcing to buy goods. Many families living on tourism have changed their way of doing business, focusing on service quality instead of just caring about immediate profits. The spirit of "for tourists" spreads, creating a bond that connects the community in a civilized tourism space.
To encourage the movement, the ward government regularly organizes commendations and rewards for exemplary individuals and units. Businesses that comply with regulations and provide attentive service are exemplified in the conference summarizing the tourist season. On the contrary, violations - from littering to overcharging - are strictly handled. That fairness and transparency helps people understand that culture is not a slogan, but a responsibility and pride.
In addition to direct propaganda, Sam Son also promotes communication on social networks, electronic information portals, and broadcasting systems. Many beautiful clips and images are widely shared, contributing to promoting tourism in a natural way. Small but humane stories such as people returning lost items, helping tourists in trouble, gradually become a common pride of a tourist ward.
Along with the development, Sam Son ward aims to become the leading entertainment tourism city in the country by 2030. To achieve that, behavioral culture is considered a sustainable foundation. Training programs on tourism, behavioral and communication skills will continue to be implemented periodically. The business community and people are encouraged to participate in the model of "Green tourism - responsible tourism", linking economic development with environmental protection, preserving local cultural beauty.
In that general picture, the role of the State management agency becomes more and more important, both guiding, connecting and accompanying the people. According to the Head of the Department of Culture and Society of Sam Son Ward, Ngo Thi Anh, "to maintain the Sam Son tourism brand, the core is to continue building cultural people: A destination is only truly sustainable when behavioral culture becomes a habit. We will promote extensive propaganda, increase inspection and timely rewards so that every citizen and every business is proud to be a "tourism ambassador". Towards 2030, Sam Son will not only be a modern tourist city but also a humane urban area, where every smile is an invitation for visitors to return".
Through perseverance and unity, Sam Son has affirmed that tourism development is not only a story of infrastructure investment or image promotion, but first of all, a story of people and how they behave with each other. It is the culture of behavior that has created a sustainable attraction, creating a foundation for the coastal city to gradually rise up, becoming a symbol of a civilized, friendly and proud destination of Thanh Hoa.
