Nga Son speeds up site clearance for key projects

Identifying site clearance as a key task, playing a decisive role in implementing projects, contributing to creating breakthroughs in building infrastructure to serve socio -economic development, right from the beginning of the year, Nga Son district has resolutely implemented many solutions to speed up the site clearance progress of investment projects using land and key projects in 2024.

According to Plan No. 06/KH-UBND dated January 5, 2024 on land acquisition and clearance to implement investment projects using land in the province in 2024, Nga Son district is responsible for implementing land acquisition and clearance for a total area of 60.387 hectares of 26 projects under investment, 20 projects being prepared for investment according to the resolution of the District People's Council, 3 projects approved by the Provincial People's Council, assigning the District Project Management Board as the investor and a number of provincial-level projects passing through the district, such as: Road project from Bim Son Industrial Park to the coastal road section through Nga Son district, 500KV transmission line project of Nam Dinh I Thermal Power Plant - Thanh Hoa, Project to upgrade provincial road 524... Accordingly, right from the first days and months of 2024, the Standing Committee of the District Party Committee has completed the District Land Acquisition and Clearance Steering Committee and reviewed and prioritized projects that need to focus on land acquisition and clearance and construction. Develop a detailed implementation plan; assign specific tasks to specialized departments, offices and relevant communes and towns. On the other hand, organize the signing of a commitment between the Chairman of the District Compensation Council and each investor on the progress of land acquisition; arrange funding sources to promptly implement payment, compensation and resettlement arrangements for households whose land is recovered. Every week and every month, the district holds regular meetings to grasp the progress and direct the removal of difficulties and obstacles of each project, especially key projects of the province and the district being implemented in the area.

One of the major tasks requiring drastic measures in site clearance work of Nga Son district in 2024 is the 500KV transmission line project of Nam Dinh I - Thanh Hoa Thermal Power Plant. The project through Nga Son district is 22.25km long with 55 foundation columns, located in 9 communes: Nga Dien, Nga Phu, Nga An, Nga Giap, Nga Thien, Nga Van, Nga Truong, Nga Thang and Ba Dinh. The total area requiring site clearance is 8.16ha belonging to 268 households; of which 111 households are affected by residential land.

To ensure the progress of the project, Nga Son district has implemented many solutions and mobilized the entire political system to participate. In particular, the focus is on propaganda and mobilization to each household whose land is recovered in the area, especially promoting the pioneering and exemplary role of cadres, party members, union members, association members and people to promptly receive compensation funds and hand over the site to implement the project according to the set schedule. By April 20, Nga Son ensured the completion of site clearance work, handing over all 55 column foundations to the investor to implement the project according to the schedule requirements.

However, the entire route has 22 anchoring areas, of which 11 areas go through rice fields, 11 areas go through residential land of people that must undergo land acquisition. Along with that, implementing the project, in Nga Son district, there are 101 households whose residential land is affected. Thanks to flexibility in propaganda, mobilization and determination in the policy, by April 19, the district has implemented land acquisition, handed over 17/22 anchoring areas to the investor and 84 households agreed to sign the compensation estimate to support land acquisition. At the same time, the District Land Acquisition Steering Committee has been directing localities to continue to propagate and mobilize the remaining 17 households to accept the land acquisition support policy, ensuring the handover of the site to the investor to implement the wire pulling on schedule.

With the active and proactive participation of Party committees, authorities at all levels, sectors, professional agencies and creative and effective ways of working together with the consensus and support of the people, the site clearance work in Nga Son district has achieved impressive results. A number of large and key projects on infrastructure, especially traffic infrastructure, such as: Road project from Bim Son Industrial Park to the coastal road section through Nga Son district, 500KV transmission line project of Nam Dinh I Thermal Power Plant - Thanh Hoa, Project to renovate and upgrade provincial road 524... Despite many difficulties in site clearance work, Nga Son district is still determined to implement solutions and priorities to complete the handover of clean land to investors for construction on schedule, with the expectation of opening up new development space, increasing regional connectivity, creating attractiveness in attracting investment. According to statistics from the Nga Son District Construction Investment Project Management Board, by the end of the first quarter of 2023, the land acquisition rate reached 35.02%; of which, the whole district signed a commitment to acquire 20,841 hectares, measured and counted 31,977 hectares, made a compensation plan for 30,5477 hectares, and the land area for which compensation and support for land acquisition had been paid was 21,417 hectares.

To ensure progress in site clearance work, Nga Son district continues to strengthen the leadership of local Party committees and authorities in site clearance work; review the conditions for project implementation, determine the priority order of site clearance, focus on implementing key projects that are significant to the socio-economic development of the province and district. At the same time, develop a specific plan for investigation, survey, measurement, counting and resettlement arrangement for each project, organize the implementation of site clearance work in accordance with prescribed procedures, ensuring publicity, democracy, compliance with regimes, policies, and affected subjects; promote the role of the People's Committees of communes and towns in determining the origin of land as a basis for site clearance compensation.
