On May 26, 2025, in Hanoi, the State Bank of Vietnam held a press conference to announce the event "Digital Transformation of the Banking Industry in 2025". This year's event marks a pivotal year in the process of summarizing the implementation of Decision 810/QD-NHNN dated May 11, 2021 on the Digital Transformation Plan of the Banking Industry to 2025, with a vision to 2030. The event also took place in the context of major resolutions on innovation and digital transformation being issued, especially Resolution 57-NQ/TW of the Politburo .
Speaking at the press conference, Ms. Le Thi Thuy Sen, Editor-in-Chief of Banking Times, emphasized: “ At the National Conference to disseminate and implement Resolutions No. 66-NQ/TW and 68-NQ/TW, General Secretary To Lam identified Resolution 57 as one of the four fundamental institutional pillars of strategic significance to promote science, technology, innovation and digital transformation. That spirit has been concretized into the theme of national digital transformation in 2025, which is 'Comprehensive, all-people, all-process digital transformation to accelerate and break through the development of the digital economy '” .
According to Ms. Le Thi Thuy Sen, the banking industry has always been one of the pioneering sectors in the national digital transformation process. Organizing this year's event with the theme: "Smart digital ecosystem in the new era" is a testament to that determination. "This theme not only closely follows the direction of the Party and the Government , but also clearly shows the message: the banking industry takes people and businesses as the center of service, promotes the application of innovative products and services, develops a smart digital ecosystem, interconnects and is safe, towards the goal of digital transformation for the whole population, comprehensively, throughout the process to accelerate and break through the development of the digital economy", Ms. Sen affirmed.

Sharing more about the reason for choosing the theme “Smart digital ecosystem in the new era”, the representative of the Organizing Committee said that it comes from the urgent need to build a modern and transparent digital financial ecosystem, contributing to realizing Vietnam's aspiration to reach international standards in the new period. The theme also reflects the spirit of Resolution 57, taking customers as the center, applying technology to enhance experience and meet diverse financial needs. The digital ecosystem no longer stops at single banking services but aims to connect with other economic sectors, becoming a key driving force for digital economic development.
The theme of the event is also consistent with the orientation of digital transformation for the entire population, comprehensively and throughout the process. This is demonstrated through the requirement to create strong connections between banks and areas such as healthcare, education, trade, logistics, etc., ensuring that all people can access convenient, safe and effective digital financial services. In addition, cashless payments, one of the core components of the smart digital ecosystem, will continue to be emphasized in 2025.
Another key theme of the theme is the role of data as a strategic resource. Exploiting and applying data effectively, safely and sustainably is the banking industry's commitment to optimizing services, supporting quick and accurate decision making for both individual and corporate customers.
The theme “Smart Digital Ecosystem in the New Era” is also considered a continuation and development from 2024 with the theme “Expanding Connections and Developing Digital Ecosystem”. This year, the banking industry emphasizes the convergence of advanced technologies such as artificial intelligence, big data, blockchain and strong interactions between components in the digital ecosystem. The goal is to build a smart, flexible, sustainable financial ecosystem that meets the requirements of the times.
Smart Digital Ecosystem: From Data to Customer Experience
The event “Digital transformation of the banking industry in 2025” will officially take place on May 29, 2025 at the Government Office, No. 01 Hoang Hoa Tham, Ba Dinh District, Hanoi. The event is expected to gather many leaders of the Government, the State Bank, representatives of ministries and branches such as the Ministry of Public Security, the Ministry of Science and Technology, the Ministry of Finance, the Hanoi People's Committee, credit institutions, digital transformation solution providers, international organizations, domestic and foreign experts...
At the event, speakers will present papers on major topics: outstanding achievements in digital transformation of the banking industry; developing cashless payments; connecting and sharing open data; building an inter-industry data ecosystem; solutions towards smart, flexible and sustainable digital finance. Along with that is an exhibition of digital transformation products and services with the participation of 19 units from commercial banks, payment intermediary companies and domestic technology solution providers.

Mr. Pham Anh Tuan, Director of the Payment Department, State Bank, said that after 4 years of implementing Decision 810, the digital transformation activities of the industry have recorded many positive results, contributing significantly to the overall development of the economy. One of the outstanding marks is the completion of the legal corridor for digital banking activities and strong investment in technology infrastructure. Most basic operations such as opening accounts, saving deposits, money transfers, opening cards, etc. have been completely digitized. Many credit institutions in Vietnam have a transaction rate via digital channels of over 90%.
To date, more than 87% of adults in Vietnam have a bank account. Non-cash payment transactions continue to maintain strong growth momentum. Compared to the same period in 2023, 2024 recorded an increase of 56.68% in quantity and 32.79% in value of non-cash transactions; via the Internet increased by nearly 50% in quantity and 33.12% in value; via mobile phones increased by more than 54% in quantity and 34% in value. In particular, transactions via QR Code doubled in quantity and nearly doubled in value. As of March 2025, the whole industry has processed more than 5.2 billion non-cash transactions, with a total value exceeding 80 million billion VND, an increase of 44.43% in quantity and 24.34% in value compared to the same period in 2024.
Meanwhile, ensuring information security and safety is always a priority. The State Bank continuously coordinates with ministries and branches to deploy measures to ensure system safety, strengthen communication and financial education to raise awareness among people and businesses when using digital banking services.
Mr. Pham Anh Tuan said that in the coming time, the State Bank will continue to closely follow the Party and Government's digital transformation orientation and apply national population data. Accordingly, the State Bank will focus on implementing specific solutions:
Firstly, continue to focus on and promote the implementation of the Banking Sector Digital Transformation Plan, plans issued by the State Bank to promote banking digital transformation, and the goals set out in Resolution 57-NQ/TW and Resolution 71/NQ-CP;
Second, continue to improve institutions, closely coordinate with relevant ministries and branches to accelerate the review, amendment, and promulgation of legal documents to promote and remove difficulties in non-cash payments and digital transformation of the banking sector;
Third, closely coordinate with the Ministry of Public Security to continue effectively implementing the tasks in coordination plan No. 01/KHPH-BCA-NHNN between the Ministry of Public Security and the State Bank in implementing Project 06;
Fourth, continue to upgrade and improve the infrastructure serving digital transformation in the banking industry to ensure security and safety, focusing on building a shared database system for the banking industry to move towards data-based decision making;
Fifth, strengthen international cooperation to update new technology trends and learn from other countries' experiences; focus on developing high-quality human resources for digital transformation and innovation;
Sixth, continue to implement inter-sectoral coordination: integrate, connect, and share banking industry information with other industries and fields to expand the digital ecosystem and develop digital banking and digital payment services;
Seventh, promote communication and financial education for people and businesses.
The event Digital Transformation of the Banking Industry in 2025 was co-organized by the State Bank, Banking Times and the Payment Department. The event was attended by commercial banks such as: Vietcombank, VietinBank, Agribank, MB, Techcombank, VPBank, BIDV, Nam A bank, SHB, TPbank, Kien Long Bank, HDBank, OCB, LPBank, Vikki Digital Bank, MSB, ACB, PVCombank, Eximbank; Vietnam National Payment Joint Stock Company (Napas), Vietnam Payment Solutions Joint Stock Company (VNPay), MISA Joint Stock Company, FPT Corporation. May 11 was chosen as the Digital Transformation Day of the Banking Industry. This is the day the Governor of the State Bank, Head of the Steering Committee for Digital Transformation of the Banking Industry, signed and promulgated the Digital Transformation Plan of the Banking Industry to 2025, with a vision to 2030 (Decision 810/QD-NHNN).
