(TN&MT) - On December 31, the Department of Natural Resources and Environment of Ben Tre held a conference to review the State management work of the provincial Department of Natural Resources and Environment in 2024 and deploy the implementation plan for 2025. Mr. Nguyen Minh Canh, Vice Chairman of Ben Tre Provincial People's Committee attended and directed the conference.
According to the assessment of the Department of Natural Resources and Environment of Ben Tre, in 2024, the entire Department of Natural Resources and Environment of the province has focused resources to implement tasks from the beginning of the year, has been proactive in its tasks and closely followed the common program and goals of Ben Tre province, and has achieved positive results so far. Inspection and examination work has been carried out according to plan, promptly detecting and handling cases and subjects with signs of violations in the field of natural resources and environment, contributing to improving State management at the local level. Focus on building new rural areas, protecting the environment (BVMT) green, clean and beautiful. In 2024, in the implementation of administrative procedures on land registration at the provincial level, 248,209 records were received; 232,295 records were resolved, reaching a rate of 93.59%. The number of records being processed is 15,914 records, reaching a rate of 6.41%. Up to now, 8,663 land use right certificates have been issued to organizations, covering an area of 13,243 hectares; 612,940 to households and individuals, covering an area of 178,690 hectares.
Along with that, the Department of Natural Resources and Environment of Ben Tre has also advised on the development and implementation of a plan to effectively and sustainably manage, exploit and use public land funds, alluvial land along rivers and seas. Up to now, in Ben Tre province, there are a total of 4,024 land plots needing legal establishment with an area of 9,360 hectares; of which, 3,744 plots with an area of 9,290 hectares have been legally established, reaching a rate of 99.25% and the legally established land plots have also been registered in the land records.
Regarding mineral resource management, the auction of mineral exploitation rights for 3 sand mines on Tien River and Ham Luong River in Chau Thanh District and Ba Tri District was successfully organized with a value of over 488 billion VND. In addition to monitoring the exploitation at Cam Son Mine, the Department of Natural Resources and Environment of the province also advised the Provincial People's Committee to submit to the Provincial Party Committee a policy to transfer 5 areas on Ba Lai River and 4 areas on Tien River to contractors according to a special mechanism. In the environmental field alone, up to now, the rate of medical solid waste treatment meeting standards is 100%; the rate of non-degradable plastic bag waste generated in daily life collected and treated is 89%; the rate of collection of solid waste in urban areas is 95%; the rate of collection of solid waste in rural areas is 79%; the rate of waste classification at source is 50%; the rate of industrial wastewater treatment is 97%.
However, in the past year, the Department of Natural Resources and Environment of Ben Tre province still encountered some difficulties and limitations such as: The progress of preparing the 2025 District Land Use Plan, preparing the 2024 land inventory and establishing the current status of land use maps, adjusting the Land Use Plan was slow. Some tasks and projects in the land sector were delayed without results, and the settlement of administrative procedures for land registration was quite large. The work of concretizing regulations and policies according to the 2024 Land Law was not timely. Procedures for implementing the Plan to restructure the Provincial Waste Treatment Plant, treat pollution at An Hiep landfill, and treat waste at the waste plant were behind schedule. It was not possible to operate 20 automatic monitoring stations to monitor and forecast the development of parameters due to contract disputes. Illegal mining still occurred. Water resource management is not strict, some localities still allow underground water exploitation to serve shrimp farming, causing depletion and pollution of water resources.
Speaking at the Conference, Mr. Nguyen Minh Canh, Vice Chairman of Ben Tre Provincial People's Committee, said that with the characteristics of the Natural Resources and Environment sector being broad, multi-sectoral, and having many fields affecting local people, businesses, especially land and environment; however, through the process of examining and monitoring assigned tasks, the Natural Resources and Environment sector of Ben Tre has made many efforts and strived to achieve many positive results in the past year. Thereby, Mr. Nguyen Minh Canh acknowledged and highly appreciated the results achieved with the drastic efforts of all civil servants, public employees, and workers of the Natural Resources and Environment sector of Ben Tre.
Regarding the tasks and solutions for 2025, Vice Chairman of Ben Tre Provincial People's Committee, Mr. Nguyen Minh Canh, suggested that the Department of Natural Resources and Environment of the province should focus all resources to implement 8 key tasks. Specifically, on personnel organization; administrative procedures; local guidance; environmental management; land management; legal establishment of public land plots; minerals; coordination work. In particular, Mr. Nguyen Minh Canh also noted that currently, the appointment and recruitment of new positions have been stopped according to the general policy. Therefore, immediately after implementation, it is recommended that the leaders of Ben Tre Department of Natural Resources and Environment focus on filling vacant leadership positions, ensuring the selection of qualified officials in terms of qualifications, management capacity, and sense of responsibility to fully appoint vacant positions, ensuring the ability to access and operate immediately at work.
Regarding administrative procedures, Mr. Nguyen Minh Canh said that the Transparency Index, online application submission and online payment last year were still low, the PCI indexes were also low, the Green Index of Ben Tre province ranked second to last... With these contents, it is necessary to focus more in the coming time; especially, paying attention to the management areas under the provincial Department of Natural Resources and Environment, the Department of Natural Resources and Environment must take the lead in advising the provincial and district leaders to direct better implementation.
Regarding land management, Mr. Nguyen Minh Canh, Vice Chairman of Ben Tre Provincial People's Committee, requested districts and cities to have fundamental solutions to accelerate the implementation of projects to adjust land use planning, conduct land inventory, land statistics, and develop land use plans for 2025; take responsibility before the province if there are delays due to subjective reasons of the locality. In environmental management, it is necessary to pay attention to the current situation of waste in districts that are in a state of overload, with the risk of pollution; at the same time, focus on management and have fundamental measures to overcome the pollution caused by smoke and dust from coal sintering production activities in the area.
In the 2025 plan, the Department of Natural Resources and Environment of Ben Tre province will strictly and effectively implement the management of natural resources and environment, adapt to climate change; combine socio -economic development with the use of natural resources and sustainable environmental protection; strengthen environmental protection measures, respond to climate change, use the province's resources economically and effectively; strive for a solid waste collection rate in urban areas of 95%; a solid waste collection rate in rural areas of 79.5%; and a waste classification rate at source of 50%.
