According to the program of the 9th Session of the 15th National Assembly, on June 23, 2025, the National Assembly discussed in the hall the draft Resolution on the mechanism for handling difficulties and obstacles due to legal regulations; then conducted group discussions on a number of draft laws.

During the morning session, the National Assembly discussed in the hall the draft Resolution of the National Assembly on the mechanism for handling difficulties and problems caused by legal regulations.

Then, the National Assembly discussed in groups the following contents: Draft Law on Mutual Legal Assistance in Civil Matters; Draft Law on Mutual Legal Assistance in Criminal Matters.

In the afternoon session: The National Assembly discussed in groups the following contents: Draft Law on State of Emergency; Draft Law on Transfer of Persons Serving Prison Sentences; Draft Law on Extradition.

Previously, in the afternoon session on June 20, under the direction of Vice Chairman of the National Assembly Vu Hong Thanh, the National Assembly held a plenary session in the hall, listening to Minister of Justice Nguyen Hai Ninh, authorized by the Prime Minister, present the Report and Chairman of the National Assembly's Committee on Law and Justice Hoang Thanh Tung present the Report on the examination of the National Assembly's draft Resolution on the mechanism for handling difficulties and obstacles due to legal provisions.

Next, the National Assembly discussed the following contents: Investment policy for the Quy Nhon - Pleiku expressway construction investment project; Investment policy for the Ho Chi Minh City Ring Road 4 construction investment project; Adjustment of investment policy for the Bien Hoa - Vung Tau expressway construction project, phase 1.

At the discussion session, 6 National Assembly delegates expressed their opinions, specifically as follows:

Regarding the investment policy of the Quy Nhon - Pleiku Expressway Construction Investment Project: The delegates agreed with the necessity of investing in the Project to contribute to the socio-economic development of the Central Highlands; strengthen national defense, security, and political stability in the region. In addition, the delegates discussed the progress and organization of the project implementation; specific mechanisms and policies, especially for project investment implementation; at the same time, it was suggested that the division of component projects must closely follow technical factors based on the terrain characteristics of the project implementation area.

Regarding the investment policy of the Ho Chi Minh City Ring Road 4 Construction Investment Project: Delegates agreed with the necessity of investing in the Project and assessed that the Project is strategic in connecting major economic centers of the Southeast region, expanding trade with the Southwest, Central Highlands and other key economic regions across the country, thereby promoting the socio-economic development of the country and related localities.

In addition, delegates contributed opinions on: Investment form and division of project components; progress and implementation of the Project; preliminary total investment, capital sources and capital balancing ability; mechanisms and policies for implementing project investment.

Some delegates expressed concerns about the issue of parallel roads and parallel roads invested by public investment without toll collection, which will affect the financial plan of the BOT project on Ring Road 4; at the same time, they suggested adding some contents to the project dossier and requiring the selection of architectural designs for bridges and roads to ensure quality and aesthetics.

Regarding the adjustment of the investment policy for the Bien Hoa - Vung Tau Expressway Construction Project Phase 1: Delegates commented that the increase in the total investment of the Project is timely and necessary, thereby ensuring the synchronization and feasibility of the Project. In addition, delegates analyzed and clarified the capital structure of the Project, and at the same time, proposed to add investment in the different-level intersection connecting with My Xuan - Ngai Giao road.

At the end of the discussion session, Minister of Construction Tran Hong Minh spoke to explain and clarify a number of issues raised by National Assembly delegates.

After that, the National Assembly discussed in groups the draft Resolution of the National Assembly on the mechanism for handling difficulties and problems caused by legal regulations.
