In Ho Chi Minh City, on the first day of issuing identification license plates at the Road Motor Vehicle Registration and Management Team (No. 282 No Trang Long Street, Ward 12, Binh Thanh District), many people came to complete procedures for issuing new license plates, changing ownership and some other procedures. A new point of Circular No. 24 is that district-level police are allowed to register cars and motorbikes of domestic organizations and individuals with headquarters and residence in the locality.
At the Road Motor Vehicle Registration and Management Team on the morning of the first day of implementing this policy, the number of people coming to register and carry out procedures was quite large, waiting orderly to carry out the procedures. Mr. Nguyen Thanh Quy, residing in Binh Thanh District, Ho Chi Minh City said: A very noteworthy positive point is that when registering a new vehicle, the vehicle owner can also register online, using a level 2 electronic identification account to carry out procedures on the Public Service Portal. "With this new way of doing things by the authorities, people will have many advantages when registering their vehicles, especially for those in remote provinces. Instead of having to go back to their hometown or through services, they can now directly register their ownership right at their current place of residence," Mr. Quy added.
Grasping the information on issuing new vehicle registration plates, for about a week now, the number of people coming to do the procedures to change the owner's name in Hanoi is quite large, there are times when they have to wait their turn. Records at registration offices in Hanoi on August 15 show that from early morning, many people brought their old cars to do the procedures to withdraw, withdraw original documents and change the owner's name. At Vehicle Registration Office No. 2 (Traffic Police Department, Hanoi City Police), from 7 am, the functional forces have prepared equipment and means to guide and issue car registration plates to people.
Ms. Vu Thu Ha, residing in Lang Thuong Ward, Dong Da District, said: I sold the car in early May 2023. The two parties agreed that I would keep the license plate, so I have not transferred the ownership to the buyer. From today, the license plate is automatically identified, so I came here to support the buyer to withdraw the documents and register a new license plate. Not getting what he wanted, Mr. Nguyen Danh Hao (residing in Hoai Duc District) went to Vehicle Registration Office No. 2 to complete the procedures for registering the ownership of the car he bought from a used car business. He presented a set of documents showing the vehicle purchase contract and documents on financial obligations, but Mr. Hao was refused. "Because the procedure was done after August 14, the old owner is required to reclaim the license plate, and then the owner's identification license plate can be issued. Currently, I have to contact the owner of the used car business to complete the related procedures," Mr. Hao said.
According to Lieutenant Colonel Ta Quang Minh, an officer of Vehicle Registration Unit No. 2, Registration Team, Traffic Police Department of Hanoi City Police, on the first day of applying personal identification to vehicle license plates, vehicle registration and license plate issuance and change cases still took place quite smoothly as usual, except for a few cases. Almost all people had come to change vehicle ownership before August 15, so there was no overload on the morning of August 15.

Directly inspecting at Vehicle Registration Office No. 2, Major General Le Xuan Duc, Deputy Director of the Traffic Police Department (Ministry of Public Security) said that, implementing the direction of the Ministry of Public Security's leaders to take people as the center of service, as a resource and driving force in ensuring traffic order and safety, Circular No. 24 has ensured three new points compared to other circulars. Firstly, identifying car license plates so that each citizen has an identification code that will be attached to their license plate, thereby enhancing the rights of vehicle owners, the sense of self-awareness when participating in traffic of vehicle owners, serving well for state management. Secondly, people with citizen identification cards can register vehicles at their permanent and temporary residence. Thirdly, reforming administrative procedures, measuring people's satisfaction by the fact that the Ministry of Public Security has digitized records. Therefore, people buying, selling, and transferring ownership all have electronic records and procedures are carried out quickly.
According to the new circular, the police at the commune and ward levels are allowed to issue motorbike license plates to domestic organizations and individuals with headquarters and residence in the locality. Thus, the vehicle owner must register the vehicle in the locality where the vehicle is located (permanent or temporary). This is a point that many people agree with, because according to current regulations, people can only register their vehicles at the place of household registration. According to Circular No. 24, from August 15, for vehicles that are not registered under the owner's name and have registered a five-digit license plate, the license plate will be the default identification number of the person whose name is on the vehicle registration, not the person using it. Vehicles with three-digit or four-digit license plates can still be used normally. If people have a need, the police will withdraw the old license plate and issue a five-digit license plate for management according to personal identification.
Lieutenant Colonel Doan Van Quoi, Deputy Head of the Road and Railway Traffic Police Department, Ho Chi Minh City Police, said: The first day of implementation of the process of granting and revoking registration papers and license plates of road motor vehicles went quite smoothly. In the coming days, the unit will continue to coordinate propaganda to help people access Circular No. 24 more effectively.
Through observations at vehicle registration points in two major cities, this is the first day of implementing Circular No. 24 of the Ministry of Public Security on granting, revoking, and registering motor vehicle license plates, so most people come to do procedures for the first time according to the new regulations with many changes in the procedures, so it is inevitable that they are confused, have questions, and have to wait for instructions from the traffic police, which takes a lot of time. Through the support and guidance of officers and traffic police forces, people have completed procedures and filled out documents in accordance with regulations, quickly and conveniently.
Circular No. 24/2023/TT-BCA takes effect from August 15, replacing Circular No. 58, regulating the issuance and revocation of registration and license plates for motor vehicles, including four chapters and 40 articles, including many notable new points such as: Identification license plates; registration and issuance of license plates for auction-winning vehicles...
