Create maximum conditions for local governments to operate effectively, efficiently and effectively.
On October 3, 2025, the Government issued Resolution No. 303/NQ-CP on solutions to effectively implement two-level local government according to the Conclusion of the Politburo and Secretariat.
The Resolution stated that the Government unanimously assessed that after 3 months of implementing the operation of the 2-level local government, it has basically met the set goals and achieved positive results, contributing to improving the effectiveness and efficiency of operations, creating convenience for people, organizations and businesses in the area.
The Government acknowledges and appreciates the efforts and activeness of ministries, branches and localities in implementing tasks to serve the activities of local governments at two levels.
However, there are still many issues that need to be fully and specifically identified and solutions to remove difficulties and obstacles for localities; the spirit is not to be perfectionist, not to be hasty, especially in the conditions of shifting from management thinking to development creation, serving the people requires time, but the implementation needs to be drastic and effective, the results achieved must be specific, with positive and clear changes after each week, month, quarter and year.
Ministries and ministerial-level agencies must enhance their responsibility to promptly resolve difficulties and obstacles of localities, create maximum conditions for local authorities to operate effectively, efficiently and effectively, and must strengthen direct inspection and supervision in localities.
To continue implementing the tasks assigned by the Politburo and the Secretariat, ensuring that the local apparatus operates effectively, serving people, organizations and businesses better and better; at the same time, promoting strong socio -economic development, it is necessary to focus on implementing the following tasks and solutions:
Immediately review and amend regulations that are not suitable for local authorities at two levels.
1- Ministries and ministerial-level agencies, based on Conclusion No. 195-KL/TW dated September 26, 2025 and directive documents of the Politburo and the Secretariat, review assigned tasks within their management scope, focus on immediately implementing ongoing but uncompleted tasks, and unimplemented tasks to immediately overcome backlogs and missed tasks, and synthesize and report to competent authorities on completed tasks and work.
Preside over and coordinate with the Ministry of Justice and relevant agencies to urgently review all legal documents to promulgate, amend and supplement immediately, ensuring to overcome the situation of contradictions, overlaps, and inconsistencies with the 2-level local government model, especially in the fields of finance, science and technology, internal affairs, justice, agriculture and environment, construction, education and training, especially digital infrastructure and improving staff capacity, and rearranging the staff.
Based on the results of the localities' review of the feasibility of legal documents on decentralization, delegation of power, and division of authority, ministries and ministerial-level agencies are assigned to promptly amend and supplement them to ensure convenience for the organization, implementation, and operation of two-level local governments.
Ministers need to directly direct inspection, supervision, grasp the situation and organize timely and effective implementation.
Before October 10, complete payment of benefits and policies for people who quit their jobs or retire early.
Complete the payment of regimes and policies according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP no later than October 10, 2025;
Ensure financial resources, human resources and facilities for the arrangement of apparatus, payment of regimes and policies for those who quit their jobs or retire early according to regulations;
Report the results of payment of regimes and policies to the Steering Committee for the arrangement of administrative units at all levels and the construction of a 2-level local government organization model (through the Ministry of Home Affairs and the Ministry of Finance) no later than October 10, 2025 for synthesis and reporting to competent authorities.
If there are any legal or policy problems, report them immediately to the Government (through the Government Office, Ministry of Home Affairs, Ministry of Finance) before October 5, 2025.
Strengthening provincial-level cadres and civil servants to commune-level
2- The Ministry of Home Affairs directly urges and inspects localities in implementing the strengthening of provincial-level cadres and civil servants to the commune level;
Preside over and coordinate with ministries and central agencies to direct and guide localities to conduct a general review, assessment, and classification in conjunction with restructuring the team and improving the quality of the team of commune-level cadres and civil servants after arranging to dismiss cadres and civil servants who do not meet the requirements of the task, as a basis for recruiting, arranging, training, and fostering commune-level cadres and civil servants, resolving the situation of surplus and shortage in some places, ensuring effective use of human resources; synthesize and review the implementation results before October 15, 2025;
Develop a reporting outline to guide ministries and ministerial-level agencies to periodically report and send it to the Ministry of Home Affairs and the Government Office by 3:00 p.m. every Monday for the Ministry of Home Affairs to synthesize and report to the Prime Minister before 3:00 p.m. every Tuesday;
Coordinate with the Ministry of Finance to urge ministries, departments, branches and localities to complete the payment of regimes and policies according to the Decree amending Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP before October 10, 2025.
Immediately arrange chief accountants for agencies and organizations.
3- The Ministry of Finance urgently guides localities to immediately arrange chief accountants for agencies and organizations, not to prolong the shortage of chief accountants;
Register to open an account at the State Treasury of the agency or unit to make salary payments, perform tasks, and resolve regimes and policies according to Decree No. 178/2024/ND-CP and Decree No. 67/2025/ND-CP of the Government, to be completed before October 10, 2025;
Inspect and guide the arrangement of working headquarters and public assets to avoid loss and waste; report and propose to competent authorities solutions to effectively handle public assets; equip communes, wards and special zones with cars that are still lacking (transfer or purchase new ones according to regulations); complete arrangement plans according to authority before October 30, 2025; in case of exceeding authority, report to the Government (through the Ministry of Finance, Government Office) before October 30, 2025.
Establish a working group to inspect and supervise the implementation of the two-level local government model.
4- The Government Office shall preside over and coordinate with the Ministry of Finance and the Ministry of Home Affairs to draft a Decision on establishing a Working Group headed by the Prime Minister, Deputy Prime Ministers in charge of the respective fields, and Ministers and Heads of ministerial-level agencies to inspect and supervise the implementation of public investment tasks and the implementation of the 2-level local government model, and submit it to the Prime Minister before October 5, 2025.
5- The Ministry of Justice coordinates with the Ministry of Home Affairs to monitor and urge ministries and branches in the work of perfecting institutions, policies and laws on decentralization, delegation of power, determination of authority and operation of two-level local governments.
6- The Ministry of Science and Technology is responsible for completing the information technology infrastructure system, ensuring connection, interconnection, and data sharing between information systems and databases serving state management and handling administrative procedures; overcoming the lack of uniformity in reporting information, and implementing real-time reporting on the performance of local governments at two levels; to be completed before October 5, 2025.
Promote decentralization and delegation of authority to localities to manage construction activities
7- The Ministry of Construction reviews and amends legal regulations in the direction of promoting decentralization and delegation of authority to localities to manage construction activities and issue construction permits; strengthens the work of building institutions and policies, promulgating technical standards, and inspecting and supervising the compliance with legal regulations in the industry and field.
8- The Government Office shall develop and submit to the Prime Minister an Official Dispatch on strictly controlling the reduction and simplification of administrative procedures and business conditions, and implementing administrative procedures regardless of administrative boundaries, creating favorable conditions and contributing to promoting the development of the private economy, to be completed before October 5, 2025.
