Resolution No. 57-NQ/TW identifies science, technology, innovation and digital transformation as core factors that determine the country's sustainable development and competitiveness in the international arena. These factors are not only the driving force but also the prerequisites to realize the aspiration of bringing the country into a new era, becoming a rich and powerful nation. The Resolution emphasizes: "Developing science, technology, innovation and digital transformation are decisive factors for the remarkable development of countries; this is the best opportunity for Vietnam to build a strong and prosperous economy in the new era - the era of national development" (1) .
In the context of globalization and the Fourth Industrial Revolution, Resolution No. 57-NQ/TW plays a guiding role in orienting scientific , technological and innovation activities, aiming to meet urgent requirements in the country's socio-economic development. With a strategic vision, the resolution not only addresses immediate challenges but also shapes a long-term roadmap to build a foundation for sustainable scientific and technological development. With the goal of building a knowledge-based economy, the resolution aims to develop high-quality human resources, promote advanced technology industries and build a strong innovation ecosystem, focusing on enterprises and applying digital technology as a driving force for development. The resolution is not only a strategic solution but also a strong commitment of the Party to take the Vietnamese people further, affirming the country's position in the new era - the era of rising up.
Raising awareness, unifying will and determination to act of subjects in science and technology development
Resolution No. 57-NQ/TW was issued by our Party in the context of the country preparing to summarize 40 years of renovation (1986 - 2026), preparing all resources and motivations for Vietnam to enter the era of rising up, affirming Vietnam's position, role and stature in the international arena. The basic content of Resolution No. 57-NQ/TW clarifies the guiding viewpoints, policies, goals, tasks and basic solutions to promote the development of science and technology. Clearly identifying this as "a breakthrough", a "driving force" for comprehensive social development, preventing the risk of falling behind, bringing the country to breakthrough and outstanding development.
From a cognitive perspective, the role of Resolution No. 57-NQ/TW is demonstrated in two aspects:
Firstly, it contributes to raising awareness of subjects in implementing the goals and tasks of science and technology development. Those subjects are Party committees, authorities, the Fatherland Front and socio-political organizations, entrepreneurs, enterprises and people of all walks of life. Correct awareness is a prerequisite for effective implementation. If the resolution is not understood correctly or understood superficially, it is difficult to organize good and effective implementation. The level of absorption and penetration of Resolution No. 57-NQ/TW into the subjects of awareness determines the ability to bring the resolution into life and successfully organize its implementation in practice.
Second , if all subjects involved in science and technology development deeply understand and perceive the spirit of Resolution No. 57-NQ/TW, it will create a cognitive foundation, thereby unifying the will and determination to act of the subjects. Because will and determination to act are built on the foundation of cognition. Correct and complete perception of the basic content of the resolution is the basis for forming will and determination. On the other hand, will and determination become the spiritual motivation that urges subjects to participate in realizing the goals of science and technology development. For example, Resolution No. 57-NQ/TW determines that by 2030: “The proportion of high-tech product exports to the total value of exported goods will reach at least 50%. The scale of the digital economy will reach at least 30% of GDP. The rate of online public service use by people and businesses will reach over 80%; non-cash transactions will reach 80%. The rate of enterprises with innovative activities will reach over 40% of the total number of enterprises” (2) . To realize the above goal, relevant entities need to understand the goal, understand the content of the goal correctly, and on that basis, develop plans, programs, and solutions suitable for localities and units on the basis of the overall national strategy. Only then can the goal set out in the resolution come true.
To promote the role of raising awareness and unifying the will and determination to act in the development of science and technology of Resolution No. 57-NQ/TW, it is necessary to first of all carry out well the propaganda work, thoroughly disseminate to the subjects, especially the team of leaders, managers and heads at all levels in the political system and in enterprises. It is necessary to promote the role of media agencies, news agencies and newspapers in disseminating the content, spirit, basic objectives and tasks, solutions of the resolution to all levels, sectors and people. Focus on thoroughly disseminating and raising awareness of Party committees and leaders, especially in agencies performing the task of developing science and technology; pay attention to enterprises, entrepreneurs, scientists and teams working in the field of science and technology.
On the basis of unified awareness, will and determination to act, Resolution No. 57-NQ/TW plays the role of gathering forces and identifying the basic subjects in promoting the development of science and technology in the era of national development. Developing science and technology is an important task and implementing this task requires the participation of subjects such as cadres, party members, businessmen and people of all walks of life. Correct and complete awareness of the content of the resolution is the basis for mobilizing and gathering subjects to participate in implementing the goals of science and technology development. The practical value and strength of Resolution No. 57-NQ/TW can only be realized when it penetrates the subjects, impacts the subjects' awareness, beliefs and ideals and transforms them into actions in reality. Each different entity holds a different role and position in the development of science and technology, but they all share the common goal of making science and technology the "leading breakthrough" and "the main driving force" in the era of national development.
Referring to the role of the resolution in mobilizing forces to develop science and technology in the new period, Resolution No. 57-NQ/TW determined: “Strengthening the comprehensive leadership of the Party, promoting the combined strength of the entire political system, the active participation of entrepreneurs, enterprises and people in the development of science, technology, innovation and national digital transformation. Identifying this as a profound and comprehensive revolution in all fields; implemented drastically, persistently, synchronously, consistently, and long-term with breakthrough and revolutionary solutions. People and enterprises are the center, the main subjects, resources, and driving forces; scientists are the key factor; the State plays a leading, promoting, and creating the most favorable conditions for the development of science, technology, innovation and national digital transformation” (3) .
Promote comprehensive, focused, key innovation in the fields of science, technology and innovation
Resolution No. 57-NQ/TW determines that by 2030, “the potential, level of science, technology and innovation will reach advanced levels in many important fields”; by 2045, “science, technology, innovation and digital transformation will develop steadily, contributing to making Vietnam a developed country with high income”. Accordingly, the Party advocates comprehensive innovation in the development of science and technology. Comprehensiveness is demonstrated in many fields and professions to create overall strength in science and technology for the development of all industries and fields. C. Marx once predicted that popular scientific knowledge would become a direct productive force and today, science and technology are increasingly becoming a direct productive force. It penetrates and permeates the elements of the productive force such as: workers, tools, means of labor, and objects of labor. Comprehensive innovation of the science and technology development strategy in the spirit of Resolution No. 57-NQ/TW creates conditions for the development of productive forces in most fields and professions. The rapid and remarkable development of productive forces is a material condition for perfecting socialist production relations and creating economic and material premises to adjust all aspects and fields of social life.
Comprehensive innovation in the field of science and technology is closely linked to focusing on key issues. The key issues in the science and technology development strategy are clearly identified by the Party in two aspects: First of all, it is necessary to focus on perfecting institutions, building high-quality human resources, building infrastructure and aiming to master strategic technologies. Resolution No. 57-NQ/TW identifies: “Institutions, human resources, infrastructure, data and strategic technologies are the key and core contents, in which institutions are the prerequisite, need to be perfected and go one step ahead” (4) . At the same time, it is necessary to focus on and prioritize key sectors and fields, contributing to gradually turning Vietnam into a country that masters science and technology to enter the era of national development.
Key areas include: strategic technology; innovation and digital transformation; applied research, basic research; advanced scientific and technological achievements of the world... To realize key areas, Resolution No. 57-NQ/TW requires prioritizing national resources in necessary areas; promoting the intellectual strength of Vietnamese people; quickly acquiring, absorbing, mastering and applying advanced scientific and technological achievements of the world; gradually moving towards autonomy and technological competitiveness in a number of areas where Vietnam has demand, potential and advantages.
The Party's thinking and concept on promoting comprehensive innovation, with a focus on key points in the fields of science, technology and innovation, to promote the country's rapid and sustainable development. It is the process of comprehensive development of all areas of social life and focusing on key areas such as rapid economic growth, harmonious social development, on the basis of environmental protection and adaptation to climate change. Science and technology have the effect of promoting sustainable development, helping economic growth and development, promoting green transformation and digital transformation; creating conditions for good implementation of social policies; improving the effectiveness and efficiency of social development management, ensuring social progress and equity; developing and applying technology in environmental protection and adaptation to climate change. Resolution No. 57-NQ/TW has correctly identified the approach in developing the field of science and technology, pointing out key areas that need investment and focus. At the same time, mobilize and use resources in a focused and key manner, in line with the general development trend of humanity and the development trend of the nation.
Focusing on perfecting institutions, human resources, and strategic infrastructure will create a favorable and progressive operating environment; removing bottlenecks in the process of science and technology development. Prioritizing the development of key areas and basic resources creates the ability to maximize and effectively exploit resources in science and technology development. In the new era, Resolution No. 57-NQ/TW creates a new impulse, driving force for national development, creating the position and strength for Vietnam to realize its development goals and strive.
Identify and remove bottlenecks in the current scientific and technological development process
Resolution No. 57-NQ/TW has identified 7 groups of tasks and solutions for science and technology development in the coming period. The tasks and solutions focus on removing and untying bottlenecks in awareness, institutions, infrastructure, human resources, and developing key areas of science and technology.
Regarding awareness , Resolution No. 57-NQ/TW focuses on raising awareness of Party committees, Party organizations, cadres and Party members on thoroughly grasping and implementing the resolution; promoting the responsibility of leaders, pioneers, role models and leaders in promoting the development of science and technology. Raising awareness of the entire political system, people and businesses in promoting the development of science and technology. Step by step "eliminating all thoughts, concepts and barriers that are hindering development" such as: Conservative and stagnant thoughts; indifferent, apathetic and general thoughts; thoughts of being afraid of difficulties, hardships and responsibilities; the concept of "if you can't manage, then ban"... At the same time, doing a good job of effective propaganda and education to raise awareness and determination to develop science, technology and innovation; widely implementing the "digital learning" and digital knowledge movements among cadres, civil servants and people; Implement well and diversify forms of honoring, praising, and promptly rewarding subjects with valuable inventions and initiatives in "improving work efficiency and performance, even the smallest ones".
Regarding institutions , according to the Party's guiding viewpoint, perfecting institutions is one of three strategic breakthroughs (since the 11th Congress, 2011) and removing institutional bottlenecks is considered as removing "the bottleneck of bottlenecks" in development.
Removing institutional bottlenecks mentioned in Resolution No. 57-NQ/TW and focusing on directing implementation. The Party determined to urgently amend, supplement, and synchronously complete legal regulations on science and technology, investment, and budget, have an open approach and accept risks in scientific research... to untie the legal constraints in promoting the development of science and technology. In addition, reforming state administrative management activities on science - technology and innovation with measures such as: Reforming financial management mechanisms, granting autonomy in using funds for scientific research and technology development; simplifying administrative procedures to the maximum; having a pilot mechanism for enterprises to test new technologies under State supervision; having a policy of exemption from liability for entities in cases where testing new technologies and new business models causes economic damage due to objective reasons; Forming venture capital funds for innovative startups, technology incubation and digital transformation; unifying state management of science and technology, improving the operational efficiency of science and technology research centers; attracting, using and allocating effectively, focusing on key investment resources for science and technology development...
For business entities, Resolution No. 57-NQ/TW requires mechanisms and policies to arouse the spirit and aspiration for entrepreneurship, development, innovation and creativity. Develop and perfect incentive mechanisms and policies to encourage businesses, especially small and medium-sized enterprises, to digitally transform, research and apply science and technology to improve labor productivity and business efficiency; encourage large enterprises to invest in infrastructure and strategic technology development, in order to form large enterprises, leading the national digital transformation process and international competitiveness. The State needs to have mechanisms and policies to encourage businesses to participate in the implementation of the above tasks. Mechanisms and policies need to focus on incentive mechanisms (land, credit, tax, public services, etc.), support businesses in foreign investment, encourage businesses to reinvest in infrastructure, invest in research and development, promote science and technology transfer through the role of the State, etc.

Regarding infrastructure for science and technology , infrastructure development, including digital infrastructure, is one of the three strategic breakthroughs mentioned by the Party since the 11th Congress (2011). Infrastructure development for science and technology is an objective and inevitable requirement for the development of science and technology in the new era. Resolution No. 57-NQ/TW clearly states that it is necessary to issue a Strategic Technology and Industrial Development Program and establish a Strategic Industrial Development Investment Fund. Issue strategies for research and application of science and technology in fields such as: Exploitation of space (underground, sea, space, etc.); development of new energy, green energy, renewable energy towards ensuring national energy security; development of telecommunications infrastructure, internet, 5G, 6G and next-generation mobile information networks, development of IoT industry and construction of a number of mobile IoT industrial clusters; build data centers, national archives... At the same time, build and perfect mechanisms and policies for domestic enterprises and some foreign enterprises to invest and build infrastructure for science and technology development. Strengthen public-private partnership mechanisms, enhance international cooperation in investment, science and technology development, innovation and digital transformation.
Regarding the development of high-quality human resources , along with institutional and infrastructure breakthroughs, high-quality human resources are also a strategic breakthrough in the current national development process and in the era of national development. The breakthrough in high-quality human resources was first mentioned by our Party in the documents of the 11th Congress (2011). High-quality human resources are an important and leading factor in the development of productive forces. Removing bottlenecks in the development of high-quality human resources is to take advantage of, utilize and maximize the role of the human factor in the era of national development. Promoting the role of science and technology in the current period, it is impossible not to focus on building and developing high-quality human resources. Resolution No. 57-NQ/TW identifies the need to develop and make use of high-quality human resources and talents to meet the requirements of science, technology development, innovation and national digital transformation. To develop high-quality human resources, the resolution requires increased investment, innovation, and improvement of the quality of education and training to meet requirements, specifically: Having attractive mechanisms and policies on credit, scholarships, and tuition fees to attract excellent students in various fields, and foreign experts to work and live in Vietnam; building, connecting, and developing a system of domestic experts and scientists; developing a team of scientists with sufficient capacity and qualifications to reach international standards. At the same time, the State needs to build a number of specialized training centers for science and technology development, build a modern education and training foundation, integrate internationally, and develop basic sciences, semiconductor chip technology, engineering, and key technologies.
Developing science, technology, innovation and national digital transformation is a breakthrough, an important source of strength for the country to develop rapidly, sustainably, confidently, autonomously, self-reliantly, and self-reliantly, entering the era of national development. Resolution No. 57-NQ/TW was issued to maximize the role of science, technology, innovation and national digital transformation in promoting the country's development today. The Resolution contributes to raising awareness, unifying the will and actions of subjects in the process of developing science and technology; promoting comprehensive, focused and key innovation in the field of science, technology and innovation; removing bottlenecks in the development of science and technology in Vietnam today./.
