National Assembly Delegate Chu Thi Hong Thai ( Lang Son delegation) specifically stated that there were recommendations that had been resolved by ministries and branches but still did not meet requirements, such as the shortage of teachers that had not been completely resolved but still had to implement a 10% staff reduction according to the roadmap.

"The lack of teachers compared to the assigned quota affects the assignment of teaching at schools, leading to some teachers having to teach outside their field of expertise. Therefore, we recommend that the Government continue to research and find solutions to resolve this situation," said delegate Hong Thai.

Delegate Hong Thai also raised the issue of having recommendations when documents were issued to resolve problems, but new problems arose during the resolution process.

For example, to resolve voters' petitions requesting the Ministry of Education and Training to issue a document to replace Circular No. 16. The Ministry of Education and Training issued Circular 20 dated December 30, 2023, providing guidance on job positions, staff structure by professional title and quotas for the number of people working in general education institutions and public specialized schools. However, in the process of implementation, some new problems arose. Therefore, delegates requested the Ministry of Education and Training to study and consider appropriate amendments.

Speaking to explain and clarify the content raised by the National Assembly deputies, Minister of Education and Training Nguyen Kim Son said that after the 6th Session, the Ministry had thoughtfully responded to more than 200 opinions and recommendations from voters. Regarding some issues that voters continued to recommend, the Ministry is studying and continuing to resolve them.

Regarding the content raised by the National Assembly Delegate, related to Decree 111, Minister Nguyen Kim Son said that the focal point for drafting and submitting the Decree is the Ministry of Home Affairs.

"Since Decree 111 was issued, it has paved the way for the signing of labor contracts and many labor contracts have been signed, creating more job positions for teachers to sign contracts, contributing to solving the teacher shortage," said the head of the education sector.

However, according to the Minister, there are still difficulties, for example, when preparing to sign a contract to find sources, there are still difficulties due to lack of sources as the delegate mentioned above.

Salaries, incomes, and policies for contracted workers still have some points that are not really encouraging to workers. Many localities are still hesitant to implement contract signing according to Decree 111...

"In the near future, we will review and recommend that the Ministry of Home Affairs continue to consider related contents," said Minister Nguyen Kim Son.

Regarding the 2 Circulars, Circular 16 replaces Circular 20, which is related to determining the number of students in a class according to the standards of each level of education.

Minister Nguyen Kim Son said that currently, the level of determining classes is still the same for the whole country. Therefore, in reality, in some disadvantaged areas, mountainous areas, remote areas, schools, and sparsely populated areas, the number of students in a class is not enough 45 for high school, not enough 35 for primary school. "This is also a shortcoming, we will continue to review these contents," Mr. Son said.

Regarding the delegates' opinions related to Decree 116/2016/ND-CP regulating support policies for students and general schools in extremely disadvantaged communes and villages, Minister Nguyen Kim Son said that this Decree was only issued in 2016. During the actual implementation process, there were also shortcomings that the Ministry had also recognized, so the Ministry had also adjusted this Decree.

Clear and accurate information is needed so that those who receive salaries know.

Regarding voters' recommendations on implementing salary policy reform, through contact with voters, delegate Duong Minh Anh said that many opinions from voters in the education sector sent to the National Assembly, the Government and Government agencies that when implementing salary policy reform for the education sector in the future, it is necessary to follow Resolution 29 of the Central Executive Committee, which is that teachers' salaries are ranked highest in the administrative and career salary system.

Many voters in the education sector believe that this salary calculation method is not commensurate with the work that teachers receive, and is even lower than the current salary of teachers. This will not create motivation for teachers to contribute. In addition, the salary increase is not clearly shown in the new expected salary table.

Therefore, voters have two recommendations to the Government and relevant ministries and branches:

Firstly, before issuing official salary tables, the Government needs to have information so that salary beneficiaries know clearly and accurately, see that the salary policy reform is correct, and avoid confusing beneficiaries and making them feel insecure about their work.

Second, it is necessary to carefully calculate the accounting when solving the problem of salary increase with the problem of granting autonomy to public service units, how to make the policy come into life and create social consensus .
