Responding to Decision No. 1079/QD-TTg dated September 14, 2022 of the Prime Minister on approving the Project on communication on human rights in Vietnam, and at the same time aiming to celebrate the country's major holidays in 2025, the Ministry of Culture, Sports and Tourism in coordination with the Vietnam Association of Photographic Artists and Vietnam Television organized the annual award on communication on human rights called "Happy Vietnam - Happy Vietnam 2025".
Speaking at the launching ceremony of the "Vietnam Happiness 2025" Award, Permanent Deputy Minister of Culture, Sports and Tourism Le Hai Binh affirmed that happiness is not only a personal feeling, but also a pride and gratitude towards the country, people and common values of humanity.
According to the Deputy Minister, many Vietnamese people are living in happiness but have not really realized it. "My friends used to say that Vietnamese people are happy because they live in peace , independence and freedom. That is something that not every nation has. The emotions that remain after all are pride, gratitude and a deep sense of what we have," the Deputy Minister shared.

Looking back on the 50-year journey of national reunification, the Vietnamese people have experienced many memorable and proud moments. Looking forward to the 80th anniversary of the country's founding, the Deputy Minister said: "Happiness needs to be transformed into gratitude, one of the most humane and profound human emotions."
According to the Deputy Minister, Vietnam is among the fastest growing countries in the world. This is a testament to the efforts to realize President Ho Chi Minh's wish: to bring the Vietnamese people to stand shoulder to shoulder with the world powers. However, today's happiness is not the end.
Regarding the "Happy Vietnam 2025" Award, Deputy Minister Le Hai Binh said that the important thing is not only the award ceremony, but also the process of spreading pride, gratitude and moments of searching for the value of happiness in life.
"Simple, everyday images are the most genuine and profound expression of happiness. Vietnam has made clear progress in the happiness index, but the numbers cannot fully reflect that spirit.
Through the award, we spread a journey that inspires pride, gratitude and simple moments of happiness that exist all around us," said the Deputy Minister.
According to the Organizing Committee, the "Happy Vietnam 2025" Award is designed as an artistic playground with profound social significance, aiming to encourage all classes of people in the country, overseas Vietnamese and international friends to participate in sharing stories, images and videos about a beautiful, humane and developing Vietnam.
The entries will contribute to spreading the image of the country and Vietnamese people as dynamic, creative, preserving traditions and constantly integrating.
The award also reflects Vietnam's positive movements on the global happiness map. According to an international report, in 2025, Vietnam will rank 46th in the World Happiness Index, up 8 places compared to 2024 and 19 places compared to 2023.
This is a vivid demonstration of the effectiveness of correct policies, for the people, for the goal of "rich people, strong country, democracy, fairness, civilization".

With the spirit of "happiness is a journey", the Awards will be held throughout, not only towards the award ceremony day but also emphasizing the whole journey from creative emotions, gratitude, to inspiring everyday stories.
The Organizing Committee affirmed that this is a gentle and humane form of struggle to refute erroneous viewpoints, demonstrating a true and humane Vietnam.
The award is open to all citizens aged 15 and over, regardless of nationality or professional level. The works are selected based on clear criteria, through two independent judging rounds: Preliminary and Final by a panel of experts, journalists, photographers and prestigious film and television artists.
The entries are photos (single or series of 5-10 photos, not edited to distort reality) and videos (under 5 minutes, mp4 format, quality from Full HD or higher), in genres such as: reportage, documentary, short video, skit...
The works vividly reflect valuable stories and discoveries about a happy Vietnam, development achievements, cultural identity, and national historical traditions.
This is also a way to spread the image of a dynamic, integrated, and innovative Vietnam in the fields of science and technology, digital transformation, law-making, private economic development, etc.
Each category (photo and video) has the following award structure: 1 First Prize worth 50 million VND; 2 Second Prizes (30 million VND/prize); 3 Third Prizes (15 million VND/prize); 10 Encouragement Prizes (5 million VND/prize); 1 Most Voted Work Prize (5 million VND).
In addition, each category also has a Creative Award worth 20 million VND for works with breakthrough ideas and unique forms of expression.
The organizers will also award monthly prizes to the works that receive the highest votes of the month.
Entries must be created between January 1, 2023 and the time of submission.
The submission period is from May 22, 2025 to September 30, 2025.
