Additional research and determination of development roadmap for Vietnam's aviation industry

(PLVN) - The Government Office has just issued Notice No. 303/TB-VPCP dated June 16, 2025, concluding the conclusion of Deputy Prime Minister Tran Hong Ha at the policy meeting on the Law on Civil Aviation of Vietnam (replacement). Accordingly, in the Notice of Conclusion, the Deputy Prime Minister requested additional research and determination of the roadmap for aviation industry development in the draft Law on Civil Aviation of Vietnam.

The conclusion announcement stated that the proposed policy of the Law on Civil Aviation of Vietnam has been implemented by the Ministry of Construction in accordance with the provisions of the Law on Promulgation of Legal Documents. Ministries and branches have provided comments, and the Ministry of Construction has accepted and supplemented the content of the policies.

Agreeing to maintain the 5 proposed policies, in which, separating the policy on aviation security and safety, the Ministry of Construction researched, absorbed the opinions of delegates attending the meeting, adjusted the content of the policies, including: Clearly stating the previously existing regulations that are retained; the contents of changes and adjustments to inappropriate regulations; new additional regulations that have not existed before;

On perfecting the legal framework for aviation security and safety, clearly stating changes compared to before and researching and supplementing regulations for new means and equipment related to civil aviation security and safety;

Regarding the completion of the legal framework for airports, it is necessary to propose solutions to resolve land problems for security, defense, public investment and private investment;

Regarding the legal framework for air transport, clearly and transparently report on the revised contents compared to previous regulations.

The Deputy Prime Minister requested that in the process of perfecting policies and drafting the Law, the Ministry of Construction should note: The content of the report to the National Assembly later on the draft Law should fully state the issues that need to be clearly regulated in the Law and the contents assigned to the Government according to its authority.

Update regulations on decentralization and delegation of power in accordance with the direction of the Politburo , the National Assembly and Resolution No. 66-NQ/TW dated April 30, 2025 on innovation in law making and enforcement to meet the requirements of national development in the new era.

At the same time, comply with ICAO regulations and regulations of international treaties and international agreements to which Vietnam is a member.

Regarding the content of the draft Law, the Deputy Prime Minister requested attention to environmental protection and sustainable development issues: updating the policy of the Carbon Offsetting and Reduction Program for International Aviation (CORSIA), the European Union's regulations on sustainable air transport; aviation-related contents towards the goal of achieving net zero emissions by 2050.

In addition, additional research and determination of the roadmap for aviation industry development; investment in aviation technology; legal regulations and equipment to control aviation security and safety reasonably. At the same time, consideration should be given to developing a competitive, fair and anti-monopoly aviation economy, in which, attention should be paid to the development of domestic airlines.
