Research and replicate the ecological industrial park model

Developing ecological industrial zones is an effective and typical model associated with environmental protection, in line with the sustainable development goals of the city and the country. This is the assessment of the National Assembly's working group No. 3 when supervising the topic "Implementation of policies and laws on environmental protection since the Law on Environmental Protection 2020 took effect" in Hai Phong city recently.

Surveying the Nam Cau Kien Industrial Park, delegates in the National Assembly's working group No. 3 were impressed with the ecological industrial park model - where there is an advanced wastewater treatment plant and a green park. Not only in the Nam Cau Kien Industrial Park, in the city there are also a number of industrial parks being developed in the direction of ecological industrial parks.

Informing the National Assembly's Working Group No. 3 about the separate way of working while simultaneously promoting industrial development and effectively implementing the Law on Environmental Protection 2020, comrade Le Anh Quan, Permanent Vice Chairman of the City People's Committee, said that the city's viewpoint is that economic development must first prioritize the development of ecological industrial park models, reserve large green land funds, protect the environment, and ensure conditions for the development and expansion of industrial parks. With that approach, in the first 7 months of 2025, the whole city will establish 12 more industrial parks in the direction of green, ecological industrial parks...

At the same time, the city has made great efforts in environmental protection and implementation of the Law on Environmental Protection 2020. In the period of 2021 - 2024, the local budget has allocated about 3,900 billion VND for this work, accounting for more than 1% of total budget expenditure. Since the Law on Environmental Protection 2020 took effect, the city has issued many specific policies, programs and plans to effectively implement environmental protection work in the area. Environmental quality in industrial parks and clusters has gradually improved. Director of the Department of Agriculture and Environment Bui Van Thang said that the city currently has 31 industrial parks. Of which, 23 are in operation, with an occupancy rate of more than 62%. 100% of industrial parks have centralized wastewater treatment plants and automatic monitoring systems installed. The output wastewater meets the prescribed standards and is licensed to discharge into the receiving basin. The city also relocated 14 seriously polluting facilities and thoroughly treated 33 others. 100% of large waste sources were installed with automatic monitoring systems, preventing environmental incidents.

Towards ecological industrial development

Appreciating the way Hai Phong city implements environmental protection policies in conjunction with economic development, comrade Le Quang Manh, member of the Party Central Committee, Permanent Deputy Chairman of the National Assembly's Economic and Financial Committee, acknowledged that Hai Phong has a strong industrial development speed but has not had any complicated violations of environmental protection. He suggested that the model of ecological industrial parks should soon have a standardization mechanism so that from the practical model it can be replicated nationwide. At the same time, he suggested that Hai Phong city proactively make specific proposals to central agencies to institutionalize them into standards and policies.

In fact, over the past years, Hai Phong city has always adhered to the sustainable development strategy, linking socio-economic development with environmental protection. Standing Vice Chairman of the City People's Committee Le Anh Quan informed that in the coming time, the city will continue to concretize the national planning, strategies and plans on environmental protection in the period of 2026 - 2030. At the same time, increase resources for environmental protection; control pollution through strict management of investment projects in the city right from the stage of approving investment policies and strengthening supervision and control of waste sources from production and business activities, effectively implementing economic instruments in the field of environmental protection... 2025 is expected to be the 11th consecutive year that the city achieves double-digit growth. In particular, industry continues to be the driving force for development with a proportion of 55% of the economic structure, attracting foreign direct investment (FDI) increasing sharply. According to comrade Le Anh Quan, the city's consistent orientation in the future is to develop all industrial parks in an ecological direction for sustainable development.

The City People's Committee recommends that the National Assembly and the National Assembly Standing Committee complete the system of legal documents on environmental protection in order to provide detailed regulations and guidance for implementation in a unified manner, overcoming the overlapping of legal documents, ensuring compliance with the actual situation. At the same time, it recommends that the Government and the Prime Minister allow Hai Phong City to pilot the establishment of a carbon market to exchange and offset carbon credits between legal entities in Vietnam operating in the city. On the other hand, it recommends that the Public Security force increase its authority to handle administrative violations in environmental protection; promptly issue a decision approving the national action plan on pollution remediation and environmental quality management in the period 2025 - 2030... The City also recommends that the Ministry of Science and Technology promptly issue support policies for businesses and individuals to innovate and create in production to create environmentally friendly products.
