Overcoming the situation of ash and slag emissions into the environment
Questioning the Minister of Science and Technology , Delegate Nguyen Thi Lan Anh - Delegation of National Assembly Deputies of Lao Cai province said that the issue of ash and slag treatment from thermal power plants has recently caused concern in many localities across the country. The Prime Minister has also directed and assigned responsibilities to ministries and branches to handle this issue. Could the Minister please tell us about his responsibilities and what specific solutions has the Ministry of Science and Technology had for the above issues?
Responding to this issue, Minister of Science and Technology Huynh Thanh Dat said that according to 2021 data, the total amount of ash and slag emitted from thermal power plants nationwide was about 16 billion tons. By the end of 2021, the total amount of ash and slag consumed by thermal power plants accumulated over the years nationwide was about 48.4 billion tons.
Ash and slag have a great impact on the environment and people's health, therefore, the Prime Minister assigned the Ministry of Science and Technology to find solutions to handle and minimize the impact of ash and slag on the environment and people.
Up to now, the Ministry of Science and Technology has coordinated with the Ministry of Construction, the Ministry of Transport, and the Ministry of Natural Resources and Environment to carry out scientific and technological tasks for ash and slag treatment. Currently, it can be said that ash and slag have been largely used as construction materials in the production of concrete, unburnt bricks, and construction materials.
The Ministry of Science and Technology has developed and promulgated 15 Vietnamese standards and 1 Vietnamese regulation related to ash and slag to contribute to overcoming the situation of ash and slag emissions into the environment, causing harm to the environment and people's health.
In addition, over the past years, the Ministry of Science and Technology has also submitted to the Prime Minister decisions on the list, roadmap, means and equipment using energy to be eliminated and low-efficiency power generators that cannot be newly built, including low-capacity thermal power plants.
These are the solutions that the Ministry of Science and Technology has recently participated in handling this issue and in the near future, we will continue to deploy to research new energy sources to compensate so that when we reduce coal-fired thermal power, we will have sources to supplement our electricity diagram.
Application of high technology in agricultural production
Questioning the Minister, Delegate Phan Thi My Dung - National Assembly Delegation of Long An province said that the application of high technology in agricultural production is very necessary to help farmers increase labor productivity. However, in recent times, the application of high technology in agricultural production has had many limitations. The delegate asked the Minister to provide solutions to help widely apply high technology to help improve labor productivity and the lives of farmers?
Minister of Science and Technology Huynh Thanh Dat said that this is a major policy of the Party and the State, so in recent times the Ministry has closely coordinated with the Ministry of Agriculture and Rural Development to promote implementation to have effective application solutions for agricultural development. The Minister pointed out some initial results and statistics on agricultural, forestry and fishery export turnover with contributions from high technology.
However, the application of high technology in agriculture still faces many barriers, especially the need for huge capital to build infrastructure, invest in production, train human resources, etc. Access to capital is also difficult.
In addition, this is also a field with many potential risks but currently lacks preventive tools such as agricultural insurance and venture capital funds. Therefore, in the coming time, the Ministry proposes to continue to improve policy mechanisms, localities need to be responsible for ensuring development in accordance with the goal of supporting science and technology; at the same time, the Ministry is ready to implement the tasks of the national program on high-tech development.
Regarding the question of the Delegate, Minister of Agriculture and Rural Development Le Minh Hoan clarified that there is currently a confusion between high-tech agriculture and industrial zones, leading to planning zones to call for investment in factories, greenhouses, and automation. It is necessary to understand the true nature of high-tech agricultural zones as places for experimental research and dissemination of the latest achievements in agriculture. This is not a place for just production, production is only secondary. From the results of experimental research and brought to agricultural zones, transfer to farmers at each level.
At the same time, it is necessary to distinguish what is high technology. Minister Le Minh Hoan said that some countries use high-tech agriculture, which means any technology that is suitable for production capacity and production level at each time, creating optimal quality value to compete in the market and create income for farmers.
Minister Nguyen Minh Hoan stated that it is impossible to use the model of corporations such as TH or Loc Troi to apply high-tech agriculture to each rice-growing household in the Mekong Delta; similarly in the fields of livestock and aquaculture...
Minister Le Minh Hoan said that, up to now, in our country, there is only one most successful and truest high-tech agricultural zone, which is the Ho Chi Minh City High-Tech Agricultural Zone, which conducts experimental research, disseminates knowledge, and trains to receive achievements. The core of the high-tech agricultural zone must be institutes, schools, and businesses that are ready to receive results and transfer them.
The Minister said that the solution in the coming time is to ask institutes, schools, and centers to transfer research results to farmers through their departments. The Ministry is ready to create incentives and open up markets for transferring research products. The Minister also said that it is necessary to look at high-tech agriculture in our country's characteristics to find a suitable direction.
