According to the Head of the People's Petition Committee, Duong Thanh Binh, through meetings with constituents by National Assembly deputies, 2,765 petitions have been compiled and forwarded to the relevant authorities for resolution. Several areas continue to be of great concern to voters, including: Labor, War Invalids and Social Affairs; Health; Transportation; Education and Training; and Natural Resources and Environment. To date, 2,751 petitions have been resolved and answered to constituents, achieving a 99.5% success rate.

Specifically, the National Assembly, its agencies, and agencies under the Standing Committee of the National Assembly responded to 69 out of 69 petitions; the Government and central ministries and agencies resolved and responded to 2,591 out of 2,605 petitions; and the Supreme People's Court and the Supreme People's Procuracy resolved and responded to 61 out of 61 petitions.
According to Mr. Binh, some of the voters' recommendations related to supporting the restoration of production and stabilizing people's lives have been studied and considered by ministries and agencies, but have not yet been completely resolved.
For example, at the 3rd, 4th, and 5th sessions of the 15th National Assembly, voters from many localities such as Nghe An, Thanh Hoa, Ca Mau, Quang Nam , Dak Lak, Ben Tre, etc., petitioned regarding the fact that livestock farmers have not received compensation for losses due to African swine fever since 2021 and requested a support policy.
Monitoring has shown that since 2019, African swine fever outbreaks have caused significant losses to livestock farmers. The Prime Minister issued support policies for farmers in 2019 and 2020, but there have been no such support policies since 2021. In response to voter petitions submitted to the 3rd Session of the National Assembly, the Ministry of Agriculture and Rural Development stated that it is urgently developing mechanisms and policies to support the prevention and control of African swine fever and expects to submit them to the Government for promulgation in the fourth quarter of 2022.
However, in response to voters' petitions submitted to the 5th Session, the Ministry stated that it would submit the proposal to the Government for promulgation in the fourth quarter of 2024, two years later than the schedule promised to voters. Meanwhile, timely compensation for losses is necessary to alleviate difficulties and create conditions for livestock farmers to restore production and stabilize their lives. We request that the Prime Minister direct the Ministry of Agriculture and Rural Development to urgently finalize and submit for promulgation the mechanisms and policies for supporting the prevention and control of African swine fever.

According to feedback from voters in Thanh Hoa province, the delayed implementation of the Ban Mong Reservoir Project in Nghe An province has directly affected 119 households with 430 people in Thanh Son village, Thanh Hoa commune, Nhu Xuan district, Thanh Hoa province, causing them many difficulties such as: inability to repair or build houses; affected production; lack of infrastructure investment, etc.
Monitoring has revealed that the Ban Mong Reservoir Project in Nghe An province is a Group A project, spanning two provinces: Nghe An and Thanh Hoa. Although construction began in 2010, after 14 years, the project remains unfinished, significantly impacting the lives of local residents. This issue requires urgent attention and resolution to ensure stable production and livelihoods for the people. We recommend that the Government direct the Ministry of Agriculture and Rural Development, in coordination with relevant ministries and agencies, to urgently implement the aforementioned project and definitively address the concerns raised by constituents.
The Head of the People's Petition Committee recommended that the National Assembly's agencies continue to further enhance the quality of their oversight of the promulgation of legal documents; that National Assembly delegations improve the quality of compiling, classifying, and processing voters' petitions; ensure that central agencies handle petitions within their authority; and that consolidated reports on voters' petitions be submitted on time as prescribed by law.
At the same time, we recommend that the Government direct ministries and agencies to address existing shortcomings and thoroughly review and resolve ongoing proposals, ensuring quality resolution and adherence to the timelines reported to voters.
This afternoon, the National Assembly will hear the Report and the Mid-term Review Report on the implementation of the 5-year socio-economic development plan 2021-2025 and the economic restructuring plan 2021-2025; the Report and the Review Report on the implementation of the state budget in 2023, the state budget estimates, the central budget allocation plan for 2024, and the 3-year state budget and finance plan 2024-2026; the Report and the Mid-term Review Report on the implementation of the national finance plan and public borrowing and debt repayment for the 5-year period 2021-2025; and the Report and the Review Report on the mid-term assessment of the implementation of the medium-term public investment plan 2021-2025.
