Based on the general direction of the Central Committee and the Politburo , on the first opening day of the session, the National Assembly discussed and issued Resolution No. 194/2025/QH15 deciding to consider amending and supplementing a number of articles of the 2013 Constitution to implement the policy of streamlining and streamlining the apparatus of agencies in the political system and requiring a focus on regulations on the organization of the Vietnam Fatherland Front, socio-political organizations, regulations on the delimitation of administrative units and the organization of local governments at all levels.
People can directly contribute opinions on the content of the 2013 Constitution amendment on the VNeID application.
According to Ms. Nguyen Phuong Thuy - Vice Chairwoman of the National Assembly's Committee on Law and Justice , these are very important regulations related to the requirements for innovation in the coming period. Immediately after being established, the Committee for Drafting Amendments and Supplements to a Number of Articles of the 2013 Constitution developed the first draft of the National Assembly's Resolution on amending and supplementing a number of articles of the Constitution.
The content of amending and supplementing the Constitution is a matter of national concern, including the method of giving opinions on the draft Resolution of the National Assembly. Also at the first meeting of the Steering Committee for amending and supplementing a number of articles of the 2013 Constitution, Plan No. 05/KH-UBDTSDBSHP was issued on collecting opinions from the people, sectors and levels on this draft Resolution. The plan also clearly states the form for the people, cadres, civil servants, scientists , managers and other interested subjects to give opinions on the draft amendment and supplement to the Constitution.
Ms. Nguyen Phuong Thuy also said that citizens can directly give their opinions by sending documents to the agencies responsible for synthesizing opinions as stated in the plan. In addition, in this consultation, we have a very important innovation: citizens can directly give their opinions through the VNeID electronic application.
On May 6, the contents and articles of the Constitution that are expected to be amended and supplemented were posted on the VNeID application so that people can directly access and research and express their opinions directly on the application. This will also greatly facilitate agencies in receiving and synthesizing opinions from people, in accordance with the requirement of reviewing and approving the Constitution in a National Assembly session.
Also according to the Vice Chairman of the National Assembly's Committee on Law and Justice, in the 2013 Constitutional amendment, we had over 26 million opinions from the people participating in the draft constitutional amendment, but that was a fundamental constitutional amendment in which all the contents of the Constitution were proposed for amendment.
"This time, the number of amendments is not too much and the contents are relatively clear, however, we also hope to receive the attention and participation of the majority of people and those opinions will also be seriously studied by the Committee to amend and supplement a number of articles of the Constitution so that reasonable and appropriate contents will be reported to the National Assembly for acceptance and reflected in the draft amendment to the Constitution. Other contents will also have information explained again for people to know in order to ensure the promotion of the people's mastery and ensure that the Constitution accurately reflects the will and aspirations of the people" - Ms. Thuy said.
