In a statement issued on August 30, the Ministry of Finance said that on August 29, the Government issued Resolution No. 263 on giving gifts to citizens on the occasion of the 80th anniversary of the August Revolution and National Day on September 2.
On the basis of this resolution, the Ministry of Finance has coordinated with the Ministry of Public Security to issue documents to the People's Committees of provinces and centrally run cities to guide the process, procedures and forms for citizens to receive gifts.
The transfer of money starts today and will be completed before September 2. In case of objective reasons, citizens can receive gifts after this deadline, but no later than September 15.
People receive gifts on September 2nd from today.
People can receive money through their social security accounts integrated on VNeID, or receive it directly at payment points organized by the locality. Payments are made according to permanent households. The amount of money for each household is calculated for each person based on national data. The head of the household or an authorized member will receive it on behalf of and transfer it to other members. For citizens who have not registered for permanent residence, the gift is given directly to each person or authorized person.
To date, 28 banks and wallets have linked with the VNeID application to receive subsidies from social policies. Among them, the banks include: Agribank, VietinBank, BIDV, Vietcombank, LPBank, HDBank, MB, Sacombank, PVcomBank, TPBank, ShinhanBank, NCB, NamABank, Kienlongbank, BVBank,ACB , Vikki Bank and Co-opBank, Techcombank, BVBank, MSB, BaoViet, ABBank, VPBank, SaigonBank.
Linked wallets include: Viettel Money, MobiFone Money, VNPT Money.
Citizens receive cash directly at payment points organized by the locality in case citizens have not integrated their social security accounts on VNeID.
The People's Committee at the commune level decides on gift-giving locations suitable to actual conditions, prioritizing locations convenient for citizens.
People come to the gift-giving location organized by the People's Committee at the commune level at their permanent residence, temporary residence, or current residence to receive gifts.
When receiving a gift, citizens must present their citizen identification card or legal documents as prescribed by law. In case of receiving on behalf of another person, the recipient must have a valid power of attorney or a birth certificate if receiving on behalf of a minor.
It is expected that Ho Chi Minh City and Hanoi will be the two localities with the largest budget, over VND989 billion and VND848 billion respectively. Hai Phong, Thanh Hoa, Nghe An, Dong Thap, Can Tho, An Giang... all have a budget of over VND400 billion.
