The teacher in a new mindset

The National Assembly has officially passed the Law on Teachers, the first law in the history of our country's legislation specifically dedicated to the teaching profession. The law will take effect from January 1, 2026.

This event not only has legal significance but also marks a turning point in the state's policy thinking, demonstrating its determination to elevate the status of teachers, affirming that education is a top national priority, and that teachers are at the heart of that national priority.

In his insightful remarks, General Secretary To Lam affirmed that teachers are not only transmitters of knowledge, but must also be scientists and innovators, contributing to the training of high-quality human resources and shaping the future development of the nation in the new era. This is a significant message, and the Law on Teachers has codified the spirit, principles, and guidelines of the Party's educational and training development. Today's teachers are expected not only to teach, but also to accompany knowledge sharing, lead innovation, and unlock human potential. They need to uphold professional ethics, continuously improve their professional competence, master technology, and innovate teaching methods in the digital age.

While many developed countries such as Japan, South Korea, the United States, the United Kingdom, and Germany still lack separate laws for teachers – often incorporating them into civil service or education laws – Vietnam has taken the lead with a specialized, comprehensive, and humane law. This is a very noteworthy institutional step forward.

The law clearly stipulates the right of teachers to have their honor, physical integrity, and dignity protected both inside and outside the school. Any act of insult, threat, or defamation – including online – is strictly prohibited and subject to specific penalties. This is particularly important in light of several unfortunate incidents that have damaged the trust of teachers and society.

Along with that is a reasonable system of policies and incentives, demonstrating respect for the teaching profession. Teachers' salaries are ranked highest in the public sector, accompanied by specific allowances such as regional, responsibility, seniority, and special education allowances. The law also stipulates a flexible retirement mechanism.

In particular, the Law on Teachers emphasizes the requirement for continuous professional development. This represents a shift from a "stable teaching profession" model to a "lifelong learning profession" model. Teachers are not only transmitters of knowledge, but must also constantly learn, research, and innovate to keep pace with modern society, the expectations of students, parents, and the country.

One very humane aspect of the Law on Teachers is its new approach to the issue of extracurricular tutoring. The law does not prohibit teachers from giving extra lessons, but strictly forbids any form of coercion to force students to attend extra classes – whether directly or indirectly. This is a gentle yet profound way of regulating the issue, demonstrating a mindset that respects students' right to education and teachers' professional rights.

The law also establishes a model of the modern teacher – not just someone who lectures and grades, but also someone who inspires, guides, and accompanies students in developing their abilities and qualities. For university lecturers, the law requires them to be committed to scientific research, knowledge transfer, produce academic works, and contribute to society and the knowledge economy . The education sector is granted autonomy in recruiting, evaluating, and developing its workforce to ensure the right person is chosen for the right job, with the right skills and contributions.

On the other hand, the journey from law to practice is not a short one. For the Law on Teachers to truly come into effect, it requires the synchronized involvement of the Government, the Ministry of Education and Training, relevant ministries and agencies, and localities. Specific guiding documents are needed, as is sufficient budget allocation. Above all, it requires the initiative, confidence, and inspiration of the teaching staff themselves, so that they can embark on this new journey with the mindset of pioneers, creators, and guides for the future.

As the morning light floods into the classroom, today's teachers are no longer alone. Behind them is a law – an entire nation standing by, protecting, encouraging, and placing its hopes in them. The Law on Teachers is not just a legal step forward, but also a sincere expression of gratitude and a lasting support for those who quietly sow the seeds of knowledge every day.
