Provincial leaders grant licenses to investors of Long An I and Long An II Power Plant Project

The Long An I and Long An II power plant projects were initially registered as coal-fired thermal power projects. During the implementation of the Long An I and Long An II thermal power plants, Long An province organized seminars on coal-fired thermal power centers in 2018 to gather opinions from experts. The results did not receive consensus on coal-fired thermal power from the people. Due to problems with environmental impacts, ash and slag treatment, etc.

On August 2, 2018, Long An Provincial People's Committee coordinated with the Ministry of Industry and Trade to organize a workshop on "Planning Long An Power Center and Environmental Protection" chaired by the Deputy Minister of Industry and Trade and the Chairman of Long An Provincial People's Committee and with the participation of experts in the field of thermal power and environment, former leaders of the province and district through the periods...

After the workshop, the Long An Provincial People's Committee issued Document No. 3570/UBND-KT dated August 15, 2018, proposing that the Government and the Ministry of Industry and Trade consider prioritizing the acceptance of investment in the Long An Power Center in the locality using liquefied petroleum gas (LNG). On March 4, 2020, the Government Office issued Conclusion Notice No. 77/TB - VPCP on the Conclusion of Prime Minister Nguyen Xuan Phuc at the Government Standing Committee meeting on adjusting the Long An I and Long An II Thermal Power Plant projects from using coal to switching to liquefied petroleum gas. The document stated "Agreeing in principle to the policy of adjusting the Long An I and Long An II Power Plant projects included in the Power Plan VII to adjust from using coal to switching to LNG with a total capacity of the Long An Power Center after conversion of about 3,000 MW" according to the submission of the Long An Provincial People's Committee.

On August 13, 2020, the Prime Minister issued Official Dispatch No. 1080/TTg-CN on fuel conversion and capacity adjustment of Long An I and Long An II thermal power plants. Accordingly, the Prime Minister has the following opinion: “Agree with the proposal of the Ministry of Industry and Trade in the above document on the following contents: Adjusting Long An I and Long An II power plants included in the adjusted Power Plan VII approved by the Prime Minister in Decision No. 428/QD-TTg dated March 18, 2016 from using coal to using imported LNG gas fuel; adjusting the capacity scale of Long An I power plant from 1,200 MW to 1,500 MW and Long An II power plant from 1,600 MW to 1,500 MW. Adjusting the operation schedule of Long An I LNG gas power plant in 2025 - 2026; the operation schedule of Long An II LNG gas power plant is expected before 2035”.

In March 2021, the People's Committee issued Decision No. 2215/QD-UBND approving the investment policy of the Long An I and Long An II LNG Power Plant projects. These two projects use liquefied natural gas (LNG) fuel with a total expected capacity of 3,000 MW, including 2 combined cycle gas turbine plants, each with a capacity of 1,500 MW. The total investment for the 2 power plants and the LNG storage system is estimated at about 3.13 billion USD, with a land area of ​​about 85 hectares. The project's objective is to invest in energy business (electricity production, transmission and distribution). The investor selected to implement the project is VINACAPITAL GS ENERGY PTE.LTD.

On May 15, 2023, the Prime Minister signed Decision No. 500/QD-TTg approving the National Power Development Plan for the 2021-2023 period, with a vision to 2050 (referred to as Power Plan VIII). In this Decision, the Long An I and Long An II LNG power projects are included in the list of important power source and grid projects, prioritized for investment by the electricity industry.

According to information from the Department of Industry and Trade of Long An, since the decision on the investment policy and the issuance of the Investment Registration Certificate, the project investor has been actively carrying out procedures and investment preparation work to implement the project. Accordingly, the investor has implemented the agreement and received approval from the Operations Department - General Staff for the height of the chimney of the Long An I and Long An II LNG Power Plants in Document No. 78/TC-QC dated February 11, 2022.

Regarding the implementation of environmental records, the investor has implemented and received approval from the Ministry of Natural Resources and Environment (MONRE) for the environmental impact assessment report of the Long An I and Long An II LNG Power Plant Project in Decision No. 2102/QD-BTNMT dated September 7, 2022.

Regarding the implementation of Fire Prevention and Fighting (PCCC), the Project was approved by the Fire Prevention and Fighting Police Department on the design solution of fire-resistant levels, traffic for fire fighting, fire safety distance, layout of premises related to fire prevention and fighting and the plan to equip fire prevention and fighting equipment shown in the basic design documents in Document No. 01/PCCC&CNCH-P4 dated January 3, 2023.

At the same time, the investor also implemented the Project on exploitation and use of surface water for the Long An I and Long An II LNG Power Plants, which was appraised by the Appraisal Council (Department of Water Resources Management - Ministry of Natural Resources and Environment) on May 12, 2023. The conclusion was approved with the condition of adjustment according to the Council's comments (Official dispatch from the Ministry of Natural Resources and Environment dated May 17, 2023).

Regarding the appraisal of the feasibility study report, the investor has Document No. 11/2022/CV dated September 20, 2022 submitting for appraisal the Feasibility Study Report of Long An LNG Project (edition 1), Document No. 15/2022/CV dated December 8, 2022 completing the report, Document No. 1/2023/CV dated February 7, 2023 submitting for appraisal the Feasibility Study Report of Long An LNG Project (edition 2) and Document 02/2023/CV dated March 8, 2023 submitting for appraisal of edition 2 (corrected, supplemented, completed, and stamped for verification) sent to the Ministry of Industry and Trade/Electricity and Renewable Energy Authority.

According to the Department of Industry and Trade, the procedures and other investment preparations for the Long An I and Long An II LNG Power Plants are being actively implemented by the investor, and progress reports are being periodically made to the Department of Planning and Investment and the Department of Industry and Trade in accordance with the provisions of the Investment Law. According to Decision No. 500/QD-TTg of the Prime Minister approving the National Power Development Plan for the period 2021-2023, with a vision to 2050 (referred to as Power Plan VIII), it is expected that the Long An I LNG Power Plant will operate in the period 2021-2030, and Long An II in the period 2031-2035.

The Long An I and Long An II LNG Power Plant is one of the largest power source projects in Long An province. The project will create momentum for the province's rapid and sustainable socio-economic development. When the project comes into operation, it will contribute to ensuring energy security for the country./.
