On April 22, residential areas in Luong Son district simultaneously organized to collect public opinions on the plan to merge the three provinces of Hoa Binh , Phu Tho, Vinh Phuc, and the plan to rearrange commune-level administrative units. It was noted that in many residential areas in the district, the work of collecting public opinions took place openly and transparently, demonstrating high responsibility and consensus.
Luong Son district has a natural area of 364.827 km2, a population of 114,000 people, of which ethnic minorities account for 71.03%. Currently, the district has 11 commune-level administrative units (10 communes, 1 town). According to the merger plan, the district will establish 3 commune-level administrative units, reducing 8 commune-level administrative units, equivalent to 72.7%.
Specifically, Luong Son commune was established on the basis of merging the entire natural area and population of 5 commune-level administrative units including: Luong Son town, Hoa Son commune, Lam Son commune, Tan Vinh commune, Nhuan Trach commune and part of Cao Son commune (former Truong Son commune). After the merger, Luong Son commune has a natural area of 122.142 km2 (reaching over 122% of the standard), a population of 45,522 people (reaching 1,820% of the standard). The workplace of Luong Son commune is located at the current headquarters of the People's Committee of Luong Son district.
Cao Duong commune was established on the basis of merging the entire natural area and population of 3 commune-level administrative units: Thanh Son commune, Thanh Cao commune, Cao Duong commune. The new Cao Duong commune has a natural area of 113.373 km2 (113.37% of the standard), a population of 36,783 people (1.267% of the standard). The new Cao Duong commune's office is located at the current headquarters of the Party Committee and People's Committee of Thanh Cao commune.
Cu Yen commune was established on the basis of merging the entire natural area and population of 3 communes: Cao Son commune (Cao Ram commune and old Hop Hoa commune), Lien Son commune, Cu Yen commune. The administrative unit of the new Cu Yen commune has a natural area of 120.209 km2 (reaching 120% of the standard), a population of 31,695 people (reaching 1,267% of the standard). The working headquarters of the new Cu Yen commune is located at the current headquarters of the Party Committee and People's Committee of Cu Yen commune.
According to the Department of Internal Affairs of Luong Son district, immediately after the meeting of the Provincial Party Executive Committee to agree on the Project on reorganizing commune-level administrative units in Hoa Binh province, the People's Committee of Luong Son district directed communes and towns to publicly post the merger plan at the cultural houses of residential areas. Directed the Front Work Committee of residential areas to create a newsletter to inform all people about the plan to reorganize provincial and commune-level administrative units, ensuring that all people are fully aware of the policy and information. The People's Committee of the district also provided specific instructions on the process and methods of collecting public opinions as well as the plan to reorganize provincial and commune-level administrative units.
On April 22, Luong Son district simultaneously organized a ballot to collect voters' opinions on the plan to rearrange administrative units at the provincial and communal levels. Records at many polling stations in the district showed that the organization was carried out synchronously, openly, and transparently in accordance with prescribed procedures. The atmosphere of consensus spread in many residential areas.
Ms. Dinh Thi Dieu, Head of Cot Bai Hamlet, Cao Son Commune, said: According to the merger plan, Cao Son Commune will be divided into two to merge into two different commune-level units. This is also the second time Cao Son Commune has merged. However, the people in Cot Bai Hamlet strongly agree and support the merger policy of the Party and State. 98% of the people voted in agreement with the two plans. We also see that the plan to merge commune-level administrative units in Luong Son District is suitable, creating favorable conditions for the locality to have space for development.
Sharing the same thoughts as Ms. Dieu, teacher Bui Thi Phuong, currently living in sub-area 8, Luong Son town, said: Early in the morning, when the residential area held a meeting to disseminate and distribute ballots, I carefully studied and then voted in agreement with the merger plan. I found that the plan to merge provincial and commune-level administrative units was implemented quickly and urgently, but was carefully, closely and scientifically researched and calculated. In particular, the names of commune-level administrative units after the merger have inherited the history and traditions of the region and locality.
Highly agreeing with the plan to merge the three provinces, Mr. Bach Minh Van, a member of the Veterans Association of Thanh Cao commune, shared: The three provinces of Hoa Binh, Phu Tho, and Vinh Phuc have many similarities, but each province has its own potential and advantages. The merger of the three provinces will create opportunities to promote all existing potentials and advantages. Hopefully, after the merger, the province will pay attention to investing in infrastructure, improving the lives of people in remote areas and promoting the application of information technology to facilitate people in carrying out administrative procedures.
With urgent and serious organization, the work of collecting opinions from the people of Luong Son district on the plan to arrange administrative units at the provincial and communal levels was completed in accordance with regulations, without any difficulties or problems. The ballots showed high consensus with the plans. People expect that the new development space will create momentum for the province's socio-economic development and improve people's lives.
