Actively and synchronously deploy tasks and solutions of Project 06 and Resolution 57
With the high determination of the two-level government, the consensus, support and active participation of the people and businesses, they have made important contributions to the development of science and technology, innovation, digital transformation and Project 06, Resolution 57, contributing to the overall socio -economic development results of Lai Chau province in the first 9 months of 2025.
According to Comrade Tong Thanh Hai, Standing Vice Chairman of the Provincial People's Committee - Deputy Head of the Steering Committee on science, technology development, innovation, digital transformation and Project 06 of Lai Chau province, said: The Provincial People's Committee, the Working Group implementing Project 06; administrative procedure reform, digital transformation associated with Project 06 of Lai Chau province always highly appreciate the drastic and synchronous direction of the Government and the Prime Minister in implementing Project 06; at the same time, focusing all efforts on the implementation of Project 06 as well as Resolution 57 - an important Resolution in the "four pillars", in the province to achieve many important results. Lai Chau province also identified this as a key task in the direction and operation to bring comprehensive utilities to serve the people.
In recent times, closely following the direction of the Prime Minister, with the support of central ministries and branches, Lai Chau province has actively and synchronously deployed the tasks and solutions of Project 06 in the province to better serve the people and businesses. Thereby, the following outstanding results have been achieved:
Timely contribute opinions to draft documents to perfect the legal system to implement Project 06. Research, amend, supplement and replace legal documents to serve the implementation of Project 06 according to regulations. At the same time, issued directive documents of the Government, Prime Minister, Ministry of Public Security, Government Office and directions of ministries, departments and central branches on the implementation of Project 06 in Lai Chau province to ensure the time, progress and roadmap of Project 06.
Completing the upgrading of the Provincial Administrative Procedures Information System, connecting and sharing data with the National Population Database and other specialized databases, continuing to be deployed on schedule, thereby in addition to enriching population data, contributing to cleaning specialized data, authenticating accurate citizen information, serving the settlement of administrative procedures; at the same time, completing the construction of an archive for organizations and individuals to serve the digitization of records; completing the integration of the record digitization function.
According to the People's Committee of Lai Chau province, the rate of receiving online applications for 53 essential public services under Project 06 is increasing. Many fields reached over 95%, such as: education, insurance, tax reached 100%; police reached 99.6%.... The province has directed the Lai Chau Provincial Police force to resolutely deploy solutions to clean data to ensure the principle of "correct, sufficient, clean, alive". Actively guide citizens to install and activate electronic identification accounts. At the same time, direct the effective implementation of the Law on Identification No. 2023, focusing on the implementation of receiving ID applications and ID certificates.
The province has been focusing on directing and promoting the cleaning of specialized data to serve the synchronous connection with the National Population Database. Up to now, 10 data have been cleaned, and are being maintained regularly, such as: List of agencies, Sponsorship, Poor households, People with meritorious services; Officials, civil servants; staff records, children's data, teacher data, student data; Insurance...
Actively deploying cashless payment solutions in the area in the fields of social security policy payment; payment of social insurance regimes, unemployment benefits; tuition payment, non-cash payment at the cashier counter of hospitals and medical centers; cashless payment via Etaxmobile application and deploying electronic invoices generated from cash registers; online payment of fees and charges in handling administrative procedures... In addition, the Provincial People's Committee has paid attention to and balanced the budget for implementing Project 06, especially paying attention to allocating funds to purchase necessary equipment for activities at the Commune-level Public Administration Service Center to ensure consistency in accordance with state regulations...
The past nine months, especially after three months of operating a two-level government, with the motto of "taking people and businesses as the center of service", with many new and flexible ways of working, overcoming difficulties, overcoming challenges, removing bottlenecks, and strongly changing the vision, management thinking, and service methods suitable for mountainous and border areas have created a new step forward for Lai Chau on the digital map, moving the country into a new era.
Investing in national power grid and telephone signal to remote villages
Besides the achieved results, Lai Chau also encountered many difficulties and limitations in the process of implementing Project 06.
In addition to the specific difficulties of a mountainous and border province such as: large area, rugged terrain in many places, difficult transportation, especially in the rainy season when landslides and flash floods often occur; the level of application of information technology and legal knowledge of a part of ethnic minorities, especially in remote areas, is still limited; the economy, culture and society are still in the process of breaking through to develop, Lai Chau still has difficulties that cannot be resolved overnight.
Currently, Lai Chau still has 33 villages/hamlets that do not have 3G/4G mobile broadband, 191 villages/hamlets that do not have broadband internet cable, 426 households in 8 hamlets that do not have access to the national grid... so people in these areas do not have access to smartphones, the internet and digital platforms; the implementation of the utilities of Project 06 to participate in administrative procedures online still faces many difficulties. The facilities still have many difficulties and shortcomings that do not meet the requirements and progress of the assigned tasks...
Lai Chau has also actively sought directions and proposed solutions for implementation in the coming time to improve the effectiveness of Project 06 and Resolution 57 into life. In the coming time, the province has determined to focus on directing and organizing the implementation of the following key tasks: Directing departments, branches, and People's Committees of communes to continue reviewing the assigned tasks, focusing on synchronously and effectively implementing the tasks of Project 06 to ensure compliance with the roadmap, not allowing the arrangement of the apparatus to miss the assigned tasks.
The Head of the Working Group on Project 06 implementation; administrative procedure reform, digital transformation associated with Project 06 of Lai Chau province (Lai Chau Provincial Police) continues to advise the Provincial Party Committee and the Provincial People's Committee to direct the effective implementation of the tasks of Project 06 in the whole province; continues to preside over and advise on the implementation of synchronous and effective solutions, ensuring the completion of tasks serving the implementation of the Law on Identification No. 26/2023/QH15; directs the grassroots police force to closely coordinate with agencies and units in the locality to conduct data of sectors and levels to effectively serve the work of synchronization and connection and sharing of data; promptly synthesizes and proposes to remove difficulties arising during the implementation process; strengthens the monitoring, inspection and urging of the implementation of the Project and synthesizes and reports on implementation results according to regulations.
Relevant departments, branches, sectors, and People's Committees at the commune level focus on and promote the restructuring of processes, implementing online public services in full and in part, creating the most favorable conditions for people and businesses in performing administrative procedures; promoting the digitization of records and reusing the results of digitizing records and results of handling administrative procedures in receiving and handling administrative procedures at the One-Stop-Shop at the commune level.
To remove bottlenecks and difficulties, Lai Chau province also requested the Government to continue to pay attention to investing in the national power grid and telephone waves in remote villages so that all citizens can enjoy the benefits of Project 06.
Promoting the role and effectiveness of two-level government
According to the People's Committee of Lai Chau province, in the process of implementing the two-level local government model (from July 1, 2025 to September 22, 2025), the province has proactively arranged the organizational apparatus, arranged the staff, civil servants, public employees, and non-professional workers at the commune level to ensure effective and efficient operations; led and directed a comprehensive review of tasks and work, ensuring there are no gaps or interruptions in the performance of state management tasks.
The specialized agencies under the Provincial People's Committee, after restructuring their apparatus, continue to operate stably and meet the requirements of their tasks. The functions, tasks, and working relationships of the agencies and organizations have been defined, adjusted, and supplemented in a timely, reasonable, and tight manner. The province has promptly directed specialized agencies to continue reviewing and restructuring their internal apparatus, ensuring that they fully meet the conditions for establishing departments as prescribed in Decree No. 150/2025/ND-CP dated June 12, 2025 of the Government.
The local government apparatus at the commune level has been and is continuing to maintain stable and smooth operations, promptly directing and resolving difficulties and "bottlenecks" arising right from the grassroots level. Up to now, no sudden or unusual problems have arisen; the work contents have been and are being deployed according to the schedule and plan, ensuring serious and effective implementation of the direction of the Central Government, the Provincial People's Committee and competent authorities... The operations of 39 Public Administration Service Centers/One-Stop-Shop Units ensure synchronization and efficiency in receiving and returning administrative procedure results in the province and continue to operate stably.
According to the reporter's records, with the highest determination, the People's Committees of communes and wards urgently carried out assigned tasks; directed a comprehensive review of tasks and work, ensuring there were no gaps or interruptions in the performance of state management tasks.
Lai Chau province has also resolutely directed departments, branches and sectors to study and apply new Decrees to ensure compliance with regulations and in accordance with local practical situations; promptly reflect on difficulties and problems in decentralization, delegation of powers, determination of authority, organization of local government apparatus, etc.
Timely report to competent authorities any issues that arise or exceed their authority. Provincial departments, branches and sectors, based on their assigned functions, tasks and powers, proactively provide guidance, provide professional training, and resolve difficulties and obstacles for localities to ensure uninterrupted and smooth operations, serving the people so that the mountainous areas can catch up with the lowlands and the whole country can firmly step into the new era.
