On October 8, in Hanoi, the National Political Publishing House, the Central Propaganda and Mass Mobilization Commission, the Ministry of Health , and Hanoi Medical University organized a national scientific conference with the theme "Strategic breakthrough in human resources, especially high-quality human resources in the new context".

Pillar role, prerequisite
The workshop aims to contribute to clarifying core issues in human resource development to serve the cause of national construction and protection in the new period, making practical contributions to the process of preparing documents for the 14th National Party Congress.
Prof. Dr. Phung Huu Phu, former member of the Party Central Committee, former Deputy Head of the Central Propaganda and Education Commission; Dr. Vu Thanh Mai, Deputy Head of the Central Propaganda and Education Commission; Associate Prof. Dr. Vu Trong Lam, Director - Editor-in-Chief of the National Political Publishing House Truth; Prof. Dr. Tran Van Thuan, Deputy Minister of Health; Associate Prof. Dr. Phan Thi Thu Huong, Chairwoman of the Council of Hanoi Medical University chaired the workshop.

In his report to introduce the workshop, Dr. Vu Thanh Mai, Deputy Head of the Central Propaganda and Mass Mobilization Commission, stated that the workshop took place in the context of the country preparing to enter a new stage of development, with the aspiration to build Vietnam into a powerful and prosperous nation, on par with the world powers by the middle of the 21st century. To realize that aspiration, our Party has identified three strategic breakthroughs, in which human resource development, especially high-quality human resources, plays a pivotal role and is a prerequisite.
According to Dr. Vu Thanh Mai, this viewpoint was affirmed by the late General Secretary Nguyen Phu Trong at the 13th National Congress and continued to be emphasized by General Secretary To Lam : "High-quality human resources are the decisive factor to realize the aspiration for rapid and sustainable development."
The workshop clarified the theoretical and practical basis, correctly assessed the current status of human resource development, especially high-quality human resources, pointed out limitations and bottlenecks; forecasted the domestic and international context, new trends in science and technology, digital transformation, and international integration, thereby determining the requirements for human resources, especially high-quality human resources; proposed breakthrough viewpoints and solutions, with special attention paid to specific mechanisms to attract and utilize talents, perfect the legal system, strengthen international cooperation and promote the role of all levels, sectors and units in training and using human resources, especially high-quality human resources.
Need for breakthrough policies for human resource development

Speaking at the workshop on building a team of staff at Central Party agencies to meet the requirements of digital transformation, Associate Professor, Dr. Vu Trong Lam, Director - Editor-in-Chief of the National Political Publishing House, focused on analyzing the requirements for the staff in the context of digital transformation being promoted by the Party and State. Associate Professor, Dr. Vu Trong Lam proposed 7 solutions to build a team of staff to meet the requirements of digital transformation, emphasizing the construction of a digital working environment at Party agencies, using digital transformation as a tool to improve operational efficiency, improve coordination processes, information processing and policy recommendations.
Regarding human resource development in the era of national development, Prof. Dr. Vu Van Hien, former Vice Chairman of the Central Theoretical Council, pointed out that, in addition to strategic advice for the Party and the State, there should be recommendations on new and breakthrough policies on human resource development. Education and training must be innovative, student-centered and oriented towards the labor market. The private sector should be considered a pillar in searching for and training high-quality human resources for the country.
To develop high-quality human resources in building an elite civil service serving the people, Associate Professor Dr. Nguyen Ba Chien, Director of the Academy of Public Administration and Management, proposed 8 groups of solutions: Building a human resource development strategy; improving recruitment quality; training and developing skills; building attractive remuneration and promotion mechanisms; encouraging innovation; enhancing international cooperation; periodic assessment and improvement.

At the workshop, delegates shared many rich practical experiences, emphasizing the role of human resource development strategies associated with labor market needs, the digital transformation process and training models closely linked with research and application. The presentations all had theoretical and practical values, and agreed that: High-quality human resources are the key factor determining national competitiveness.
In his concluding remarks, Prof. Dr. Phung Huu Phu, former member of the Party Central Committee and former Deputy Head of the Central Propaganda Department, emphasized that developing high-quality human resources is not only an urgent requirement but also a long-term, continuous task, requiring the synchronous participation of the entire political system, all levels, sectors, agencies and units.
The workshop clarified many theoretical and practical issues, provided important policy suggestions, and contributed to serving the leadership and direction of the Party and State in the human resource development strategy, especially high-quality human resources in the new era.
