On the afternoon of July 24, after a working day, the 2nd session of the 10th term of the Ho Chi Minh City People's Council, 2021-2026 term, closed.
In his closing speech, Chairman of the Ho Chi Minh City People's Council Vo Van Minh affirmed that the session had completed all the contents and agenda and achieved remarkable results.
“The success of the session is the result of careful and meticulous preparation by the Ho Chi Minh City People's Committee, the People's Council Committees, functional departments and branches, along with the supervision, monitoring and responsible contributions of voters and people of the city. This is a vivid manifestation of the connection between the government and the people in building and operating an effective, efficient and modern urban government,” said Chairman of the Ho Chi Minh City People's Council Vo Van Minh.
At the meeting, the HCMC People's Council reviewed, discussed and passed many important resolutions. The resolutions were all passed with high consensus, demonstrating strong political determination, aiming to promote socio-economic growth, to continuously improve the material and spiritual life of the people and for the development of the city.
Reviewing the results achieved in the first 6 months of 2025 and the difficulties and challenges that need to be overcome, comrade Vo Van Minh affirmed that the Ho Chi Minh City People's Council agrees with the key tasks and solutions presented by the Ho Chi Minh City People's Committee.
He requested the Ho Chi Minh City People's Committee to continue to resolutely implement the strategic resolutions issued by the Politburo , in accordance with the city's situation and practical requirements. Complete the arrangement of the organizational apparatus; strengthen decentralization, delegation of authority and authorization, especially enhance the responsibility of the head, associated with promoting transparency and accountability.
Along with that, urgently review, remove bottlenecks and handle problems in implementing the 2-level local government model, ensuring smooth, efficient, effective and efficient operations, best serving people and businesses.
Continue to synchronously and effectively implement post-reorganization solutions; further accelerate the progress of rearrangement and handling of houses and land at agencies, organizations and units; ensure effective exploitation and avoid waste of public assets after reorganization and streamlining the apparatus.
Continue to implement strong enough solutions to completely handle projects and basic construction works that have stopped construction, are behind schedule; works, headquarters, and offices that are not in use or are not used effectively. Make efforts to effectively carry out the peak emulation period of "100 days of lean - lean - strong, efficient, effective, and efficient operations"...
At the meeting, the HCMC People's Council reviewed and approved 7 thematic reports and 20 resolutions to specify legal regulations and mechanisms and policies suitable to the local practical situation.
This is the legal basis to promote socio -economic development, ensure social security and improve people's quality of life.
Comrade Vo Van Minh requested the Ho Chi Minh City People's Committee, all levels, sectors, localities and units, according to their assigned functions, tasks and powers, to proactively develop plans and organize implementation to ensure synchronization and timeliness so that the resolutions of the Ho Chi Minh City People's Council can come into life and achieve practical results.
Chairman of the Ho Chi Minh City People's Council Vo Van Minh also requested that the delegates of the Ho Chi Minh City People's Council urgently organize meetings with voters, promptly inform the people about the content of the meeting; propagate and explain the resolutions that have been passed.
At the same time, continue to listen, record and reflect the people's legitimate thoughts and aspirations to the People's Council and People's Committee of Ho Chi Minh City to promptly adjust policies, contributing to building a creative, active and serving government.
