As a result, the province's socio -economic situation continued to recover steadily; the gross provincial product (GRDP) achieved a growth rate of 8.74%, ranking 4th out of 14 provinces in the region and 16th out of 63 provinces and cities nationwide.
Out of 18 planned targets, 12 are expected to be completed; 6 targets still face difficulties. Notably, targets include: Total state budget revenue is estimated at VND 4,248 billion, an increase of 7.1% compared to the same period last year, exceeding the plan by 6.2% (of which, domestic revenue is estimated at VND 4,176 billion, reaching 106% of the plan). The contribution of the marine economy to GRDP is estimated at 42.22% (plan: 42%). The contribution of total factor productivity (TFP) to GRDP is estimated at 42.86% (plan: 39-40%). Labor productivity is estimated to increase by 8.1% (plan: 8-9%). The poverty rate according to the multidimensional poverty standard is expected to decrease by 1.61% (plan: 1.5-2%). The percentage of general education schools meeting national standards is expected to reach 65.2% (plan: 64-65%). The number of workers receiving vocational training reached 11,501, exceeding the target by 21.06% (target: 9,500 people). The percentage of operating industrial zones and clusters with centralized wastewater treatment systems meeting standards reached 100% (target: 100%). The forest cover rate was 48.15% (target: 48.14%). The percentage of rural households with access to clean and hygienic water reached 99.75% (target: 99.7%).
In agricultural development, the Provincial People's Committee has effectively directed the implementation of crop restructuring, the replication of large-scale farming models and other effective production models; increased the rate of mechanization, increased the area applying advanced production processes, and effectively prevented and controlled plant diseases...; as a result, the annual planted area reached 83,983 hectares, exceeding the plan by 6.2%. In addition, in 2024, the province developed an additional 259.67 hectares of high-tech agricultural areas, exceeding the plan by 39.67 hectares, raising the total area in the province to 825.61 hectares out of 1,000 hectares, reaching 82.56% of the 2025 target. Regarding fisheries, thanks to favorable fishing grounds and policies supporting offshore fishing, the capacity of fishing vessels has increased, and the catch volume is quite good, estimated at 132,696.3 tons for the whole year, an increase of 0.6% compared to 2023. These results contribute to an estimated value added of VND 7,344 billion for the agriculture, forestry and fisheries sector, an increase of 4.79%.

The province has been actively promoting investment attraction across all economic sectors. Besides successfully organizing the Conference to announce the Provincial Planning for the period 2021-2030, with a vision to 2050, the province also successfully organized the Ninh Thuan Investment Promotion Networking Conference in Dong Nai province and Ho Chi Minh City. Investment promotion efforts have undergone many innovations, creating a ripple effect that has attracted the attention of many investors. Following the conference announcing the provincial planning, Ninh Thuan welcomed 8 delegations of investors to explore investment opportunities (4 domestic and 4 FDI delegations); and received project proposals from 16 investors (14 domestic and 2 FDI investors). This is thanks to preferential policies to attract investment in key, breakthrough, and advantageous sectors of the province, projects in the Southern key economic zone, and secondary projects within industrial parks and clusters. From the beginning of the year until now, the province has approved investment policies and investors, and issued investment decisions for 15 projects with a total capital of VND 26,206 billion; and adjusted investment policies for 58 projects with a total additional capital of VND 19,412 billion. Of these, 4 new projects in industrial parks were approved with a registered capital of VND 1,235.7 billion; and 13 projects in industrial parks were adjusted with an additional capital of VND 1,044.3 billion. In particular, to create momentum for industrial development, the province focused on implementing tasks and solutions to promote energy development, with a breakthrough in renewable energy, thereby effectively increasing the added value of the energy sector by 14.46%. The province proactively worked and engaged in dialogue to support the resolution of difficulties and obstacles, and proposed solutions to boost production and find markets for processed and manufactured industrial products. Thanks to this, the processing industry experienced significant growth at 13.84%, contributing to an estimated annual added value of 6,697 billion VND for the industrial sector, an increase of 14.09% compared to the same period last year.

Sectors such as trade, tourism, and services continued to grow significantly. Disbursement of public investment capital basically met targets; business activities showed signs of recovery. State management of land, minerals, and environmental protection was strengthened; bottlenecks related to land were gradually resolved. Key, driving projects were prioritized and accelerated. Social security policies were fully and promptly implemented; care for policy beneficiaries and poor households was improved. Military and national defense were ensured. The review, issuance of plans, and direction to address shortcomings and limitations following inspections, audits, and especially the conclusions of the Government Inspectorate... were promptly directed.
To create new growth momentum for 2025 - a year of special significance, the final year of the 2020-2025 term, the year of organizing Party congresses at all levels for the 2025-2030 term; a year of acceleration, breakthrough, and reaching the finish line, to strive to achieve the highest results of the goals and targets of the 5-year socio-economic development plan 2021-2025, the Provincial People's Committee has set out 11 tasks and 8 groups of solutions to direct departments, sectors, localities and units to implement. The focus is on 3 breakthroughs: (1) Removing difficulties and bottlenecks in mechanisms and policies, prioritizing industry and services, promoting decentralization, reviewing and amending regulations to facilitate socio-economic development, promoting production, business and investment; (2) creating breakthroughs to unlock land resources, disbursing investment capital associated with accelerating the progress of key, driving, and inter-regional projects; (3) Enhance the spirit of responsibility, dare to think and dare to act in performing tasks, especially the responsibility of the head. Focus on directing the implementation of the organization of the political system to be streamlined, compact, strong, efficient, effective and efficient with a spirit of urgency, seriousness, science, synchronization and efficiency, associated with doing good ideological work for cadres, civil servants and public employees; implement the tasks of the province to prepare for the start of the Ninh Thuan Nuclear Power Plant project. Strive to achieve a GRDP growth rate of about 13-14% by the end of 2025 to achieve the growth target for the whole term; GRDP per capita reaching 113-114 million VND/person. Economic structure: Agriculture, forestry and fisheries account for 24-25%; industry and construction account for 42-43%; services 32-33%. Budget revenue in the area is about 5,500 billion VND. Total social investment is approximately 22,500 billion VND. The contribution of total factor productivity (TFP) to GRDP is about 44-45%.
