The document clearly demonstrates the goal of transforming Hue into a centrally-governed city with its own unique identity, developing comprehensively, based on inheriting the cultural traditions of the ancient capital and applying science and technology, innovation, and creativity. Professor Cao Ngoc Thanh, former Rector of the University of Medicine and Pharmacy, Hue University, believes that the goals set for Hue, such as building a national heritage city, a cultural and tourism center, a specialized healthcare center in Southeast Asia, and an innovation center, are entirely feasible if existing strengths are effectively utilized. Hue possesses a system of UNESCO-recognized historical sites, the brand of a "Cultural Capital," and a solid foundation for heritage preservation and promotion. He proposed integrating a "green and smart" identity into urban planning, while also investing strategically in tourism, healthcare, and high-quality scientific human resources.

At the conference, Professor Tran Dang Hoa, Chairman of the Hue University Council, suggested that the report needs a more thorough assessment of the international and domestic context, such as uncertainties related to climate change, epidemics, and the transformation of the digital government model. In particular, the city's ability to adapt quickly and sustainably will be a decisive factor. He emphasized the importance of digital human resources and argued that Hue needs a rational regional connectivity policy, aiming to make Hue a leading urban center for the entire region, avoiding isolated development that could lead to internal competition.

Meanwhile, Professor Nguyen Vu Quoc Huy, Rector of the University of Medicine and Pharmacy, Hue University, suggested that the city adhere closely to the four pillars of development (Resolution No. 57 on breakthroughs in science, technology, innovation and national digital transformation; Resolution 59 on "International integration in the new situation"; Resolution No. 66 on reforming the work of drafting and implementing laws to meet the requirements of national development in the new era; and Resolution No. 68 on the development of the private economy) as directed by the Central Government. He noted that in practice, many projects have long implementation periods, spanning multiple terms. In addition, some notable proposals included the early establishment of a high-class convention center, the creation of a special mechanism for the heritage city, and the addition of specific indicators in Party building work such as the quality of grassroots organizations, administrative reform, and capacity building for officials.

The Standing Committee of the City Party Committee acknowledges the suggestions regarding the need for a deeper analysis of the subjective causes of existing shortcomings; and the addition and adjustment of some lessons learned to better suit the new context – especially regarding the renewal of leadership thinking, the application of science and technology, and the promotion of the people's role. We accept the proposal to more clearly express the unique identity of Hue – that is, the cultural identity of the ancient capital, the humanist spirit, and the heritage values ​​inherited and promoted in the process of integration and innovation.

Regarding the suggestions on the direction, tasks, and solutions for the 2025-2030 term, Standing Deputy Secretary Pham Duc Tien assessed that the opinions were very insightful in evaluating the upcoming global and domestic context, especially the new requirements placed on Hue as it fulfills its role as a national-level city with unique characteristics. The goals set for 2030 in the Draft are very high, but he believes that with consensus, thorough preparation, and innovative thinking, Hue can achieve them.
