Import-export turnover increased, budget revenue exceeded 11-month estimate

At the meeting, Director of the Department of Finance La Phuc Thanh said that November continued to be a period of economic growth in the city. Export turnover was estimated at 114 million USD, down slightly by 2.5% compared to the previous month but still up 0.6% over the same period. In the first 11 months, exports reached 1.34 billion USD, up 19.3% and reaching 93% of the yearly plan. On the other hand, imports reached 1.1 billion USD, up 16.8%. Total retail sales of goods and services reached 60,000 billion VND, up nearly 15%, showing that purchasing power continued to remain stable. Capital mobilization in the whole area was more than 88,100 billion VND, up 14%; outstanding credit balance was nearly 90,800 billion VND, up 9.1%, with the bad debt ratio at a safe level (1.7%). Average CPI for 11 months increased from 3 - 3.5%.

In the industrial sector, the production index (IIP) in November increased sharply by 18.7% compared to the previous month and 13.9% compared to the same period; the cumulative increase in 11 months was 14%. The processing and manufacturing industry continued to play a leading role with an increase of more than 13%. Some products grew impressively such as automobiles (3.4 times), gloves (4.7 times), electricity production increased by more than 42%. However, some industries decreased such as beer decreased by 10%, frozen shrimp decreased by 16.8%. Agricultural production faced many difficulties due to prolonged rains and floods, rice productivity decreased by 5.6%; however, the total herd of livestock and poultry remained stable, aquatic product output reached 59,400 tons (up 3.6%) and timber exploitation from planted forests reached 675,000 m³ (up 7.5%).

Investment activities in the area continued to be vibrant. Total social investment capital was estimated at 33,642 billion VND, up 15.6%. The city has granted 44 new projects and adjusted 23 projects with a total registered capital of nearly 31,800 billion VND, including 10 FDI projects. The number of newly established enterprises reached 927, a sharp increase in both quantity and capital scale; in addition, 316 enterprises returned to operation and 793 enterprises temporarily suspended business.

Regarding budget revenue and expenditure, Mr. La Phuc Thanh informed that November revenue reached 1,080 billion VND; accumulated revenue for 11 months reached 12,900 billion VND, exceeding the estimate and increasing by 9.3%. Domestic revenue reached 11,338 billion VND (97% of the estimate), import-export revenue 1,423 billion VND (exceeding 35%). Budget expenditure is estimated at more than 13,398 billion VND, of which development investment expenditure reached nearly 70% of the estimate. Public investment disbursement to date reached 3,153 billion VND, equivalent to 63% of the plan assigned by the Prime Minister, higher than the national average. If including additional sources, the disbursement rate reached 52.3%. The city also received more than 500 billion VND to support flood relief and plans to allocate 332 billion VND to agencies, units and localities.

Focus on 6 task groups to accelerate disbursement and promote development

At the meeting, representatives of departments and branches reported more clearly on the situation in each field, notably the city's determination to complete the social housing development target this year. At the same time, the units also prepared for the new phase when the Government plans to hand over 2,000 more social housing units by 2026.

Some opinions also frankly pointed out that the city's economic scale is still small, the growth rate is high but the absolute value is not large; some industries and fields have not developed sustainably; technical infrastructure and connecting infrastructure are still not synchronous, not meeting the development requirements in the new period.

Concluding the meeting, Chairman of the City People's Committee Nguyen Khac Toan acknowledged and commended the efforts of departments and branches in recent times, and frankly pointed out the shortcomings that need to be promptly overcome.

According to Mr. Nguyen Khac Toan, the disbursement progress of projects under the three national target programs is still slow, many key projects have not been implemented well, especially non-budget projects have not created clear changes. "If we do not focus strongly, it will be difficult for us to complete this year's goals and next year's growth targets," Chairman of the City People's Committee Nguyen Khac Toan emphasized.

From that reality, the Chairman of the City People's Committee requested the entire administrative system to focus on implementing 6 key task groups.

First of all, localities must urgently overcome damage caused by floods, support people to restore production, stabilize their lives; proactively monitor the weather and fully prepare conditions for the 2025 - 2026 Winter-Spring crop. At the same time, departments and branches must review and complete the growth scenario for 2025 and the 2026 - 2030 period; develop specific tasks with responsibility for leaders, ensuring the growth target for 2026 reaches 10% or more. The city also requires early completion of the contents to be submitted to the City Party Committee and People's Council at the year-end meeting; fully implement Resolutions 57 and 68 of the Politburo. The Department of Industry and Trade is assigned to prepare the content of working with strategic investors and ensure the supply of goods for the Tet holiday.

An important requirement emphasized by Mr. Nguyen Khac Toan is to tighten discipline and administrative discipline; promote the application of technology in work processing; issue internal procedures in the direction of simplification, transparency, and shorten the time to process documents. The Chairman of the City People's Committee also requested to strictly handle the situation of avoiding and shirking responsibility; strengthen inspection of public services and strongly improve the investment environment.

Regarding planning, relevant departments need to review and advise on planning adjustments to ensure compliance with new development orientations. The city also continues to maintain four working groups to remove difficulties for off-budget projects, creating conditions to promote progress and attract investment.

Regarding public investment capital, Chairman of the City People's Committee Nguyen Khac Toan requested investors and related units to drastically implement solutions to speed up disbursement, striving to achieve 100% of the annual plan. Key projects must be regularly monitored to ensure progress and quality, avoiding prolonged delays.
