Ms. Huynh Thi Phuc, Deputy Head of the National Assembly Delegation of Ho Chi Minh City, said that the Law on Public Employees has been in effect for more than 15 years. Over the past time, this law has contributed to creating a legal corridor for the management and use of public employees, promoting the development of the public service unit system.
However, in recent times, the law enforcement process still has some shortcomings, especially when the whole country is restructuring the apparatus and implementing the 2-level local government model, which has had certain impacts on the law enforcement process, as well as arising issues that require amendments to the Law on Civil Servants.
Regarding the Press Law, when this law comes into effect, the Press Law has contributed to propaganda and communication work as well as the press system with convenient conditions for its operations.
However, as society develops, many new problems have arisen, especially when the whole country implements the 2-level local government model, reorganizes the apparatus, etc., requiring more content to be added to make the Press Law more complete.

Commenting on the Draft Press Law (amended), journalist Duong Quang, Deputy Editor-in-Chief of Nguoi Lao Dong newspaper, said that Clause 6, Article 16 of the Draft Press Law explains what a key multimedia communication agency is, but does not clarify the concept and characteristics of multimedia, so it is necessary to explain this term in Article 3.
Regarding Article 4 on the position, functions and tasks of the press, Editor-in-Chief of Ho Chi Minh City Women's Newspaper Ly Viet Trung suggested that it is necessary to study and supplement the principle that the press puts national interests first to clearly emphasize the guiding role and noble political and social responsibility of the press. Article 5 on Citizens' Freedom of the Press is still presented in a listing manner, difficult to understand, lacking clear definition, and not fully reflecting the current digital media context.
According to Ms. Ly Viet Trung, some important rights that have not been mentioned in the Draft Press Law (amended) this time are the right to complain and request correction when being reported with false information.
“Citizens have the right to provide information to the press, but they also have the right to complain and correct when the press reports incorrect information about them,” said Ms. Ly Viet Trung, Editor-in-Chief of Ho Chi Minh City Women's Newspaper.

Contributing his opinions at the conference, Dr. Nguyen Xuan Thuy, Deputy Chief of Office of the Ho Chi Minh City Party Committee, said that he basically agreed with the delegates' comments.
To further demonstrate the State's concern for journalists, he recommended adding a provision that the State has a policy to protect the safety of journalists and reporters working in accordance with the law to Article 8 of the State's responsibility for citizens' freedom of the press and freedom of speech in the press.
In Article 10 of the State's policy on press development, Mr. Nguyen Xuan Thuy proposed adding a policy on digital transformation of press: Encouraging and supporting press agencies to carry out digital transformation, develop multimedia press data, and apply artificial intelligence in press activities.
“This is the strategic orientation until 2030 stated in Decision No. 348/QD-TTg of the Prime Minister on Approving the Strategy for Digital Transformation of Journalism until 2025, with a vision to 2030. The implementation of this content will create a more solid legal basis for the State to support innovation projects in journalism,” said Mr. Nguyen Xuan Thuy.
Through the conference, the Ho Chi Minh City National Assembly Delegation will have more resources to research and participate in discussions at the upcoming 10th session of the 15th National Assembly.
