Group of subjects sentenced for gambling-related crimes

After colluding to organize for many people to gamble on dice and to avoid being discovered and arrested by the police, this group met and gave bribes to officers of the Tri Ton District Police and Tri Ton Town Police. As a result, all of them were brought to court and sentenced.

The defendants heard the verdict.

Based on the investigation results, at about 4:00 p.m. on June 30, 2024, the Investigation Police Agency (IPA) of the Provincial Police caught Giang Thanh Luom (born in 1984); Nguyen Ly Thach (born in 1980), all residing in Hamlet 1; Chau Huynh Sang (born in 1992, residing in Hamlet 4, Tri Ton town); Duong Van Loc (born in 1992, residing in To Ha hamlet, Nui To commune, Tri Ton district); Bui Van Tuan (born in 1989, residing in Tan An hamlet, Tan Lap commune, Tinh Bien town) organizing many people to play dice for money in a mango garden, belonging to Group 24 (Hamlet 4, Tri Ton town), seizing nearly 29 million VND on the gambling mat and many other related exhibits. During the investigation, the authorities also determined that the defendants in the case also organized football betting.

Specifically, regarding the act of organizing dice shaking, around the beginning of May 2024, Thach, Loc, Huynh Thi Ngoc Hoa (born in 1988, residing in Hamlet 1); Nguyen Do Hoang Khang (born in 1994, residing in Hamlet 5) and Luom discussed opening a dice gambling casino in Tri Ton town. Thach was assigned the task of notifying the time and location of the dice shaking tournament to gamblers who came to participate, and paying the winnings and losses in money. Loc, Khang, and Luom maintained order in the dice gambling casino, collected the banker's money and the security fee. Hoa was responsible for contacting and giving bribes to Tri Ton district police officers, including: Chau Rine (born in 1980, residing in Hamlet 1) received a total of 17 million VND; Nguyen Cong Luc (born in 1993, residing in An Binh Hamlet, Ba Chuc Town); Thai Hoang Lam (born in 1988, residing in Soc Triet Hamlet, Co To Town); Thai Van Truong (born in 1988, residing in Trung An hamlet, Le Tri commune); Huynh Van Sang (born in 1989, residing in An Thanh hamlet, Luong Phi commune), each received 10 million VND; Do Van Nhanh (born in 1993, residing in Tan Trung hamlet, Ta Danh commune, Tri Ton district) received 8 million VND for protection to open a sic bo casino.

Every day, Hoa announced the location of the Sic Bo game so that the above-mentioned officers would know and notify Hoa when they were on patrol. Thach assigned Pham Van Cong (born in 1981, residing in Xuan Binh hamlet, Tinh Bien ward, Tinh Bien town); Nguyen Thien Lam (born in 2002, residing in Ta On hamlet, Chau Lang commune, Tri Ton district) to buy food, drinks and pick up gamblers to play Sic Bo. The Sic Bo casino of Luom and Thach's group was organized for about 20 days and then temporarily closed due to few players, earning a total profit of 140 million VND.

In addition to the above group, Thach also organized gambling on June 16, 2024 for the group Tuan, Sang, Nguyen Minh Man (born in 2001, residing in To Thuy hamlet, Nui To commune); Nguyen Dong Ho (born in 2000) and Nguyen Van Tha (born in 2000), both residing in Hamlet 1, Tri Ton town, to organize a sic bo gambling casino at Lo Gach, Hamlet 3, Tri Ton town. Tuan was responsible for informing the gamblers about the time and place of the sic bo gambling. Sang, Tha, and Ho were responsible for keeping an eye on the security of the inner circle, checking the dice for the dice, and collecting the money; Man was responsible for keeping an eye on the security of the outer circle, leading gamblers to play sic bo, and sometimes picking up gamblers to play sic bo. Tuan assigned Nguyen Duy Tan (born in 2002, residing in Binh Dien hamlet, Binh Phu commune, Chau Phu district); Phuong Trieu Nam (born in 1995, residing in Hamlet 5, Tri Ton town) bought food, drinks and brought gamblers to participate. To organize the Sic Bo game without being caught, Tuan contacted Chau Rine to bribe 2 million VND/day. After that, due to few people coming to play, Tuan's group temporarily stopped, earning a total profit of 28 million VND.

On June 27, 2024, Luom and Thach's group discussed and joined Tuan's group to organize Sic Bo games in Tri Ton district to attract more gamblers to participate, sharing the profits at a ratio of 5:5. On June 28 and 29, 2024, the group organized Sic Bo games at coffee shops, assigning Thai Vinh Tuan (born in 1995, residing in Ta On hamlet); Nguyen Van Nhut (born in 2000, residing in An Loc hamlet, Chau Lang commune) with Tan, Nam... to pick up and drop off gamblers, buy food and drinks, and Hoa continued to bribe Chau Rine, Luc, Sang, Truong, Lam and Nhanh to protect the Sic Bo casino from being arrested. At the end of the 2 days, after deducting expenses, the group earned a total profit of more than 27 million VND. On June 30, 2024, Thach Ban and Tuan continued to organize dice shaking and were caught red-handed by the Provincial Police Investigation Agency, confiscating the evidence and the people participating in the gambling. Regarding the soccer betting behavior, according to the investigation, the defendants: Luom, Thach, Loc and Nguyen Tan Dat (born in 1990, residing in Hamlet 6, Tri Ton town), every day, comparing soccer matches, Dat's group gave betting odds to Khang and many other people participating in gambling.

During the investigation, as well as at the first instance trial, all 35 defendants confessed to their crimes. After analyzing the crimes of each defendant, the People's Court of An Giang province decided to sentence the defendant Luom to 9 years in prison; Thach to 7 years in prison; Loc to 7 years in prison; Hoa to 4.5 years in prison, all for the crimes of "Organizing gambling" and "Giving bribes". The defendants Van Tuan to 12 years in prison; Khang to 7 years and 9 months in prison, all for the crimes of "Organizing gambling", "Gambling" and "Giving bribes". Huynh Sang to 7 years in prison; Tha to 7 years in prison; Man to 7 years in prison; Lam to 3.5 years in prison, all for the crimes of "Organizing gambling" and "Gambling". Nam to 5 years in prison; Ho to 5 years in prison; Tan Dat to 5 years in prison; Duy Tan to 3 years in prison; Van Cong to 2 years in prison; Thong to 2 years in prison; Vinh Tuan to 1 year in prison; Nhut to 1 year in prison; Dam was sentenced to 10 months and 22 days in prison for the same crime of “Organizing gambling”. Phuoc Dat, Gia Bao, Duong, Quy and Ngoc Tam were each sentenced to 9 months in prison; the remaining defendants were each sentenced to 9 months in prison, suspended, for the same crime of “Gambling”. Luc, Lam, Truong, Van Sang and Nhanh were each sentenced to 3 years in prison and Chau Rine to 8 years in prison, for the same crime of “Accepting bribes”. At the same time, the defendants were additionally fined from 10 to 30 million VND.
