II. New regular university admissions
1. Ministry of Public Security Assessment Exam, Admission Method
1.1. Assessment exam of the Ministry of Public Security
- Exam time: July 6-7, 2024
- Exam code: candidates choose 1 of 2 exam codes to take the exam, including:
+ CA1: Math multiple choice and essay test
+ CA2: multiple choice and essay test in Literature
- Test time: Total test time is 180 minutes.
- Exam format: written exam
1.2. Admission method
- Method 1 : Direct admission according to current admission regulations of the Ministry of Education and Training and regulations of the Ministry of Public Security.
- Method 2 : Direct admission combining international language certificates with high school academic results.
- Method 3 : Admission combines high school graduation exam results with assessment test results of the Ministry of Public Security.
2. Candidates and conditions for admission
2.1. Subject
- Active duty police officer;
- Citizens who have completed their military service in the People's Public Security and have a discharge decision within 12 months from the month of recruitment;
- Students of Cultural School (Grade 11);
- Citizens residing permanently in the locality where the preliminary registration is made.
2.2. General admission conditions
Candidates, in addition to ensuring the conditions prescribed by the Ministry of Education and Training, must meet the following conditions:
- Meet political and moral standards according to current regulations of the Ministry of Public Security.
- Police conscripts with a working period of 15 months or more up to the month of the recruitment exam; classified as officers achieving the level of "Completing the task" or higher in the year immediately preceding the year of recruitment;
- Citizens who complete their obligation to join the People's Public Security Forces during their military service, and annually achieve the level of "Completing tasks" or higher, including at least 01 year achieving the level of "Completing tasks well";
- Citizens who have completed their obligation to join the People's Public Security Forces, citizens who are permanent residents in the locality where they register for the preliminary selection, students in grade 11 of high school or equivalent with good academic performance or higher (according to the conclusion of the transcript).
- Candidates are active duty police officers and candidates in Category 01 with average or above academic performance (according to the transcript).
- Citizens who have completed their service to join the People's Public Security Forces, grade 11 students must have each subject in the admission group to the People's Public Security Academy scored 6.5 points or higher; Citizens residing in the locality where they register for the preliminary selection for each subject in the admission group to the People's Public Security Academy must have scored 7.0 points or higher, in the case of ethnic minorities, each subject in the admission group to the People's Public Security Academy must have scored 6.5 points or higher (On-duty police officers, candidates in Subject 01 do not apply for this condition).
- Grade 11 students and permanent residents of the locality where they register for preliminary selection during their high school years or equivalent, with good conduct or higher, unmarried, and without biological or adopted children according to the provisions of law;
- As of the year of application, grade 11 students and permanent residents in the locality where the preliminary application is registered must not be over 22 years old, in the case of ethnic minorities, not over 25 years old;
- Be healthy enough to recruit new members to the People's Public Security according to the provisions of Circular No. 62/2023/TT-BCA dated November 14, 2023 of the Ministry of Public Security regulating specific health standards and health examinations for the People's Public Security force.
2.3. Mobility test
Candidates register for 02 sports ability tests in sports categories for male and female. Results are only counted as pass or fail.

2.4. Admission requirements for each method
In addition to ensuring the general admission conditions at point 3.2, candidates registering for admission by each method must meet the following conditions:
2.4.1. Method 1
- Subjects: applicable to candidates who graduated from high school or equivalent in 2024. The award is according to the regulations of the Ministry of Education and Training and the award winning time is no more than 03 years from the time of direct admission.
- About the awards:
+ Candidates in the national team participating in international science and technology competitions or candidates summoned to attend the national team selection exam for international and regional Olympic competitions according to the regulations of the Ministry of Education and Training will be considered for direct admission to one of the People's Public Security schools according to the candidates' wishes.
+ Candidates who win first prize in the national high school competition for excellent students in Math, Physics, Chemistry, Literature, History, and English will be directly admitted to one of the schools T01, T02, T04, and T05.
+ Candidates who win first prize in the national high school competition for excellent students in Math, Physics, Literature, History, Geography, and English will be directly admitted to T03.
+ Candidates who win first prize in the national high school English exam will be directly admitted to the English Language major of B06.
+ Candidates who win first prize in the national high school competition for excellent students in Chinese will be directly admitted to the Chinese Language major of B06.
+ Candidates who win first prize in the national science and technology competition at high school level will be directly admitted to T06, T07, the Medical major sent to study at the Military Medical Academy - Ministry of National Defense of T01, the Cyber Security and High-Tech Crime Prevention major of T01.
2.4.2. Method 2
- Have an international language certificate no more than 02 years from the date of issuance to April 1, 2024, the certificate is issued by an organization authorized by the Ministry of Education and Training to issue certificates of one of the following certificates: English IELTS (Academic) with a score of 7.5 or higher, TOEFL iBT with a score of 110 or higher; Chinese HSK level 5; Spanish DELE C1; French DELF C1; Russian TRKI 3; German C1; Japanese JLPT N1; Korean TOPIK II Level 4; Italian CELI 4; B06's Chinese Language Department only accepts candidates with HSK Chinese certificates.
Candidates who plan to take an international language certificate exam during the preliminary selection period can still register, but the official exam date must be before May 30, 2024. Complete and submit the exam results at the Police Academy before the Admissions Council considers Method 2.
- Academic ranking in grades 10, 11, 12 is excellent. In which, the average score of foreign language in high school years is from 8.5 points or higher.
For candidates who are studying in grade 12, registration is still allowed. After receiving the final grade score of grade 12, the regulations will be used to determine whether or not they meet the conditions.
- High school graduate by the time of admission confirmation.
2.4.3. Method 3
- For high school students whose foreign language is a language other than English (applying for majors using English for admission) or Chinese (applying for majors using Chinese for admission), if they wish to apply, they can use the score of that subject for preliminary selection.
- For candidates who are studying in grade 12 and have not yet had their academic performance and conduct assessed in grade 12 at the time of preliminary selection, they can still register for preliminary selection. After receiving their final grade 12 scores, they will be determined based on regulations whether they meet the conditions or not.
- High school graduate by the time of admission confirmation.
2.5. Preliminary registration
- Active police conscripts register for recruitment at their work unit.
- T11 students register for admission at T11.
- High school students (including students who graduated in previous years), citizens who have completed their obligation to join the People's Public Security or military service register for preliminary selection at the district-level police where they have registered their permanent residence;
- Candidates are not allowed to register for preliminary selection at many Admissions Boards under the Ministry of Public Security. The Public Security of units and localities clearly informs candidates that if they violate the regulations, they will not be considered for admission to the People's Public Security schools;
- Applicants must register in person and bring the original or a certified copy of the original transcript, birth certificate, and ID card or citizen identification card (candidates are not required to confirm their permanent residence). For citizens who have completed their public security service or military service, in addition to the above documents, they must also bring a discharge decision.
2.6. Admission for candidates applying for admission according to Method 1
- Based on the assigned quota and the number of submitted applications, the Police Academy will organize direct admission. In case all applications are taken, the quota will be exceeded, then the admission will be considered in the following order:
+ Firstly, consider candidates summoned to participate in the national team selection exam for international and regional Olympic competitions; in the national team for the International Science and Technology Competition;
+ Second, consider in turn the candidates who won first prize in the national high school student selection exam or the national high school science and technology competition;
+ Third, consider candidates with average scores of 3 years of high school from highest to lowest.
- In case the award is determined by the type of gold, silver, bronze medal, the gold medal is determined to be equivalent to the first prize, the silver medal is equivalent to the second prize, the bronze medal is equivalent to the third prize.
- Candidates applying for Method 1 can participate in the selection process according to Method 2 or Method 3 (if they submit complete documents and ensure the conditions according to regulations).
2.7. Admission for candidates applying for admission according to Method 2
- In case if all candidates are taken, the allocated quota will be exceeded, the selection will be considered in the following order:
+ Firstly, candidates with IELTS Academic, TOEFL iBT, HSK, DELE, DELF, TRKI, German C1, JLPT N1, TOPIK II, CELI scores are considered in each certificate from high to low.
+ Second, consider candidates with average scores of 3 years of high school from highest to lowest.
+ Third, consider candidates with the average score of foreign language study results for 3 years of high school, grades 10, 11, 12 from highest to lowest.
- Candidates applying for Method 2 can participate in the selection process according to Method 1 or Method 3 (if they submit complete documents and ensure the conditions according to regulations).
2.8. Admission for candidates applying for admission according to Method 3
- The admission score is the total score of 03 subjects in the admission combination to the Police Academy (accounting for 40%) and the score of the admission assessment test of the Ministry of Public Security converted to a 30-point scale (accounting for 60%) rounded to 02 decimal places plus regional priority points, priority points for subjects according to the regulations of the Ministry of Education and Training, bonus points according to the regulations of the Ministry of Public Security.
The calculation formula is as follows:
DXT = (M1+M2+M3)*2/5+BTBCA*3/5+DC, in which:
+ DXT: admission score
+ M1, M2, M3: scores of 3 subjects in the subject group for admission to the Police Academy
+ BTBCA: assessment test score of the Ministry of Public Security
+ DC: bonus points
- In case the number of candidates with the same admission score exceeds the allocated quota, admission will be considered in the following order:
+ Firstly, consider candidates with the total score of 03 subjects in the admission group to the Police Academy (accounting for 40%) and the assessment test score of the Ministry of Public Security (accounting for 60%) rounded to 02 decimal places, taken from high to low until the quota is met;
+ Second, consider candidates with scores on the Ministry of Public Security's assessment test from highest to lowest until the quota is met;

+ Candidates are biological children of citizens recognized as martyrs who sacrificed their lives in cases of directly participating in the fight against or preventing socially dangerous acts under crimes prescribed in the Penal Code, bravely performing urgent and dangerous work to serve security.
+ Candidates in the national team participating in international science and technology competitions or candidates summoned to attend the national team selection exam for international and regional Olympic competitions according to regulations of the Ministry of Education and Training.
+ Candidates who won third prize or higher in national excellent student competitions, national science and technology competitions (priority is given to candidates from highest to lowest prize until the quota is reached. In case the quota is still exceeded, priority is given to candidates who are children of police officers).
2.2. Method 2
Admission is based on the total score of 03 subjects in the admission combination for the intermediate level of the People's Public Security and the average score of the 3-year study results of grades 10, 11, 12 converted to a 30-point scale rounded to 02 decimal places plus priority points for subjects, priority points for regions and bonus points according to the regulations of the Ministry of Public Security, taken from high to low until the quota is full. The calculation formula is as follows:

+ DXT: admission score
+ M1, M2, M3: scores of 3 subjects in the subject group for admission to the Police Academy

For candidates who have completed the general cultural subjects program in the vocational secondary training program: The average learning score is equivalent to the average score of the learning results of 3 years of high school in grades 10, 11, 12 to calculate the admission score to the Police Academy is the average score of each high school cultural subject in the entire course according to the coefficient of each subject and rounded to 02 decimal places, according to the following formula:
GPA = ((Grade 1 x coefficient of subject 1) + (Grade 2 x coefficient of subject 2)+…+ (Grade n x coefficient of subject n))/(coefficient of subject 1 + coefficient of subject 2 +…+ coefficient of subject n).
- In case the number of candidates with the same admission score exceeds the allocated quota, admission will be considered in the following order:
+ Firstly, consider candidates with the total score of 03 subjects in the admission group to the Police Academy and the average score of the 3-year high school study results in grades 10, 11, 12 converted to a 30-point scale rounded to 02 decimal places, taken from high to low until the quota is met;
+ Second, consider candidates with higher priority subject scores, in which: Mathematics is a priority subject for candidates applying for the combination of Mathematics + Physics + Chemistry, Mathematics + Physics + English, Mathematics + Chemistry + Biology; Literature is a priority subject for candidates applying for the combination of Mathematics + Literature + History; Literature + History + Geography; English is a priority subject for candidates applying for the combination of Mathematics + Literature + English; Chinese is a priority subject for candidates applying for the combination of Mathematics + Literature + Chinese.
+ Third, if the quota is still exceeded, consider candidates with the average score of the 3-year high school study results of grades 10, 11, and 12 from highest to lowest until the quota is met.

4. Priority in admission
- Priority points for subjects and priority points for areas implementing regulations of the Ministry of Labor, Invalids and Social Affairs.
- Bonus points according to regulations of the Ministry of Public Security:
+ Priority points are added for candidates who win an encouragement prize or higher in national and international competitions for excellent students, in national and international science and technology competitions corresponding to the winning subject and winning field for direct admission to the People's Public Security schools. In which: first prize (gold medal) is added 1.0 point; second prize (silver medal) is added 0.75 point; third prize (bronze medal) is added 0.5 point; encouragement prize is added 0.25 point. Candidates who win many prizes will only be awarded bonus points for the highest prize.
+ Add 1.0 point for candidates who are the biological children of active or retired police officers, biological children of employees with indefinite labor contracts in the People's Public Security; biological children of officers who have retired due to disability or have transferred to another profession, have been discharged from the army or have passed away and have worked continuously in the Public Security force for 15 years or more up to the month of admission. Add 0.5 point for candidates who are the biological children of the Chief of Commune Police, Deputy Chief of Commune Police part-time, who have worked in the Commune Police force for 15 years or more up to the month of admission. In case a candidate has a father or mother who has been criminally prosecuted, forced to quit or has had their Public Security title revoked, the candidate will not be entitled to the same priority as that person.

IV. New points in 2024 enrollment
- Direct admission for candidates in the national team participating in the International Science and Technology Competition or candidates selected to participate in the national team selection exam to participate in the International and Regional Olympic competitions (Asia, Asia - Pacific) in the field suitable for the exam subject or the content of the candidate's competition topic. Regarding the awards achieved:
+ Candidates in the national team participating in international science and technology competitions or candidates summoned to attend the national team selection exam for international and regional Olympic competitions according to the regulations of the Ministry of Education and Training will be considered for direct admission to one of the People's Public Security schools according to the candidates' wishes.
+ Candidates who win first prize in the national high school competition for excellent students in Math, Physics, Chemistry, Literature, History, and English will be directly admitted to one of the schools T01, T02, T04, and T05.
+ Candidates who win first prize in the national high school competition for excellent students in Math, Physics, Literature, History, Geography, and English will be directly admitted to T03.
+ Candidates who win first prize in the national high school English exam will be directly admitted to the English Language major of B06.
+ Candidates who win first prize in the national high school competition for excellent students in Chinese will be directly admitted to the Chinese Language major of B06.
+ Candidates who win first prize in the national science and technology competition at high school level will be directly admitted to T06, T07, the Medical major sent to study at the Military Medical Academy - Ministry of National Defense of T01, the Cyber Security and High-Tech Crime Prevention major of T01.
- Candidates who are active duty soldiers who do not meet the conditions and standards for university admission or do not wish to apply for university admission (only wish to apply for intermediate level of the People's Public Security or transfer to a professional position) are not required to submit an application to apply for admission to the People's Public Security universities.
- Admission quotas according to Method 3 are determined based on the rate of candidate applications and ensuring the input threshold according to the CA1 and CA2 exam codes.
